White House Releases U.S. Counter Piracy and Maritime Security Action Plan

Somali PiracyThe United States has long been a leader in international maritime security, particularly in countering the threat of piracy off the coast of Somalia and in waters worldwide. To inform and support these counter-piracy efforts and other maritime goals, the White House released last Friday its 2014 United States Counter Piracy and Maritime Security Action Plan. This Action Plan “implements the National Strategy for Maritime Security and the Policy for the Repression of Piracy and Other Criminal Acts of Violence at Sea, to provide “clear guidance” on “[using] all appropriate instruments of national power to repress piracy and related maritime crimes.”

The purpose of the Action Plan, as outlined in its text, is threefold. The document:

  1. “Affirms the vital interest in global maritime security and articulates United States Government policy for countering piracy, robbery at sea, and related maritime crime;
  2. Provides the overarching guidance to develop objectives to enhance maritime security in other regions of the world as required based on evolving and emerging threats; and
  3. Supersedes the Countering Piracy of the Horn of Africa: Partnership and Action Plan.”  

The nine specific policy priorities of the United States regarding maritime security can be found on page 3 of the Action Plan. These include preventing, interrupting, and reducing vulnerabilities to acts of piracy, prosecuting offenders, and protecting ocean commerce and transportation.

According to the White House press release on the Action Plan, the United States plans to achieve these goals by promoting both domestic and international collaboration and cooperation. The Action Plan promises to make “judicious use of all the tools of national power, including diplomatic, economic, social, military, intelligence, law enforcement, and judicial measures,” and to “strengthen regional governance and rule of law to maintain […] safety and security.”
