US Violent Extremist Mobilization Indicators, 2021


Black automatic assault rifle against a colorful background riddled with bullet holes while the red section of the background "bleeds" The National Counterterrorism Center (NCTC), the Federal Bureau of Investigation (FBI), and the Department of Homeland Security (DHS) have put together this 2021 edition of US Violent Extremist Mobilization Indicatorsa booklet to aid in the recognition of suspicious behavior consistent with US-based violent extremism. The indicators are organized into three main categories:

  • mobilization to violence,
  • engaging in preparation, and
  • developing motivation.

The indicators included in this booklet are intended to aid law enforcement and first responder investigative and detection efforts, not to be a substitute for their expertise and experience.

NCTC, FBI, and DHS believe that community members are in the greatest position to recognize signs of violent extremist behavior and mobilization, and hope that this booklet serves as a powerful tool in detecting extremist individuals and groups in the United States.
