U.S. Visas and red tape

Since September 11th, foreign students and scholars face a number of new security measures regarding their entry into the U.S. This includes mandatory, in-person interviews prior to receiving or renewing a visa, and background checks for those studying topics deemed to pose a security risk. Some believe these procedures hinder U.S. scientific enterprise considering that half of all U.S. graduate students in computer science and electrical engineering come from abroad.
