The U.N. security council dissolved the independent panel originally convened to monitor the financing of terrorists groups such as al Qaeda and member states where these activities can flourish. Brushing aside accusations that the dissolution was in retaliation for a stinging report by the panel for naming member countries complicit, the Security Council plans to replace the panel with a new panel that would be in their words, more professional and subject to more scrutiny by the Security Council.
