“President Barack Obama signed into law the Sandy Recovery Improvement Act (SRIA) of 2013 and the accompanying Disaster Relief Appropriations Act, 2013.   In many ways, the passage of SRIA represents the most significant legislative change to the Federal Emergency Management Agency’s (FEMA) substantive authorities since the enactment of the Robert T. Stafford Disaster Relief and Emergency Assistance Act.” — FEMA 

“The law authorized a new Emergency Relief Program within the Federal Transit Administration and provided $50.5 billion to certain Federal agencies who support disaster recovery and assistance. The law also authorized much-needed reforms and streamlined disaster assistance programs authorized by the Robert T. Stafford Disaster Relief and Emergency Assistance Act.
