Strengthening America’s Global Engagement

As Bob Boorstin, director of Corporate and Policy Communications at Google, states, “Everyone has the potential not only to be a consumer of information, but a creator.” We now live in such an interdependent and interconnected world, that isolation from it is simply not an option. Technology is at the forefront of daily life, and it “is revolutionizing the way people communicate, empowering individuals and helping to spark actual political revolutions in ways never even imagined a decade ago.” The globalization of new technologies and social networks has far-reaching effects not only on societies in general, but also on those who govern those societies. As a result, the United States must engage with the rest of the world in “promoting shared values and common interests, increasing mutual understanding and respect and enhancing America’s standing.”

Strengthening America’s Global Engagement (SAGE) “will be a nexus for public and private sectors” and “will compliment government public diplomacy by serving as a flexible, entrepreneurial and tech-savvy partner.” New technology has caused communications to become increasingly widespread: reaching more populations, being utilized by groups like al-Qaida and youth alike, and serving as a platform for the broadcast of ideas on a scale never-before seen. These are precisely the reasons why “U.S. strategic communication and tactics cannot be developed in a vacuum.” The security of the United States ultimately “will not come from our ability to instill fear in other peoples, but through our capacity to speak to their hopes. [T]hat work will best be done through the power of the decency and dignity of the American people – our troops and diplomats, but also our private sector, nongovernmental organizations, and citizens. All of us have a role to play.”
