Improvements Needed for Acquiring Medical Countermeasures to Threats

In this Government Accountability Office (GAO) report, the GAO examines the state of stockpiled medical vaccines, treatments, and diagnostic tools which would be used in the event of a terrorist attack or other large scale emergency.

The Department of Health and Human Services (HHS) Public Health Emergency Medical Countermeasures Enterprise (PHEMCE) conducts research and development on possible medical countermeasure resources.

“This GAO report examines how well HSS: 1) based priorities on risk assessment data; 2) addressed its own recommendations to improve acquisition and development; and 3) coordinated internally for these efforts.”

To conclude the report, the GAO recommends that HSS “update its development and acquisition plan, provide budget priorities for acquisitions; and develop a strategy to monitor implementation of its initiatives.”
