On September 25, 2014, the Information Sharing Environment (ISE), released their “Annual Report to the Congress“. This report is an essential update on where U.S. people, projects, systems, and agencies are in the journey toward responsible information sharing in the interest of national security. This is the tenth annual report of the ISE, which was created by the Intelligence Reform and Terrorism Prevention Act of 2004 (see the GPO publication).
According to an ISE web statement by ISE Program Manager Kshemendra Paul, “[ISE has] advanced information sharing across five mission areas: watchlisting and screening, cybersecurity information sharing, incident management, state and regional ISEs, and maritime domain awareness.” Increasing information sharing amplifies mission impact, reduces fragmentation, redundancy, and costs, according to Paul.
Mentioned in the report is the 2013 Boston Bombing (see On the Homefront posts about the Boston Bombing). ISE states in their report that based on a coordinated review involving the Inspectors General of Intelligence Community, Department of Justice, and Department of Homeland Security, intelligence and investigative agencies shared information and followed appropriate procedures leading up to, during, and after the event. There still were some areas “where broader information sharing between agencies may have been required, and where broader information sharing in the future should be considered.”
