Emergency Law Inventory (ELI): A Tool for Disaster Responders


Recognizing the need for an easily-accessed central location for laws relevant to disaster responders, Temple University College of Public Health created the Emergency Law Inventory (ELI) website. This project was funded by the Centers for Disease Control and Prevention (CDC) through the National Association of County and City Health Officials (NACCHO).

ELI helps identify and explain the laws needed for informed decision-making. ELI consists of over 1,800 laws mandated by the 50 U.S. states, District of Columbia, 8 territories and freely associated states, and the federal government. A user can search laws by role and state/territory or by keywords and be presented with a clear summary.

Five main topics for emergency responders are covered by this collection of laws: Licensure; Workers’ Benefits; Liability; Scope of Practice; and Protections from Threats.
