DHS Addresses “Evolving Landscape” of Homeland Security Threats in 2014 QHSR
Four years ago, the Department of Homeland Security (DHS) released the first Quadrennial Homeland Security Review which laid out “the vision, five mission areas, and goals and objectives for homeland security.” This week, DHS released its second quadrennial review which sets DHS’ homeland security goals for the next four years. The 2014 Quadrennial Homeland Security Review (QHSR) continues to adhere to the five basic missions promulgated in 2010, but refines these missions “to reflect the evolving landscape of homeland security threats and hazards.” To do this, the review offers a “focused, collaborative Departmental strategy” by providing strong strategic guidance combined with a solid analytic foundation.
The five basic homeland security goals created in 2010 and refined in this review are the following: 1. Prevent Terrorism and Enhance Security; 2. Secure and Manage Our Borders; 3. Enforce and Administer Our Immigrations Laws; 4. Safeguard and Secure Cyberspace; and 5. Strengthen National Preparedness and Resilience. These goals take new shape in the 2014 review in light of events such as the Deepwater Horizon Oil Spill in 2010, Hurricane Sandy in 2012, and the Boston Marathon bombings in 2013. Other growing threats such as cyber attacks, lone wolf terrorism, decentralized terrorist groups, and natural disasters as a result of climate change also affect a shift of focus in homeland security efforts.
In order to address these growing issues, and others that may arise in the next four years, DHS stresses the importance of an integrative approach. According to a June 19, 2014 DHS press release, “the QHSR […] recognizes the responsibility the Department shares with hundreds of thousands of men and women across the federal, state, local, tribal, and territorial governments, the private sector and other nongovernmental organizations, and provides a path forward for engaging in public-private partnerships.”
