On January 22nd, the Organisation for Economic Cooperation and Development (OECD) published a background paper for a Spam Workshop being held in Brussels on February 2-3, 2004. It contains a survey of the problems related to and caused by spam, with a look at its impact on communication infrastructures and markets, breaches of privacy, and network security.
