From the document: "Under Executive Order 13587, the National Insider Threat Task Force (NITTF) has worked with numerous government departments and agencies to develop their insider threat programs. Drawing from those best practices, this guide provides advice intended for organizations of all sizes to help them take the first steps to protect what matters most to their vital interests. Many institutions have 'perimeter defenses' (gates, guards, access controls, computer firewalls) but are nonetheless vulnerable to insider theft or destruction of critical data. These steps can help them start to protect the things that make America cutting-edge and may ultimately affect national security."
