Uniting Silos of Excellence: Evaluating Alternate Policy Solutions to Enhance Federal Supply Chain Reporting Structures

From the thesis: "This study examines the profound disruptions in global supply chains caused by crises ranging from climate change to armed conflicts, highlighting the resulting essential commodity shortages in the United States and their impacts on homeland security and national defense. Recognizing the absence of a dedicated federal entity to coordinate the necessary multi-agency response to these complex challenges, this thesis proposes the establishment of a federal supply chain intelligence center (SCIC). The author evaluates three potential SCIC models for their feasibility within the current federal structure: an expeditionary model, which employs a flexible approach with temporary teams; a pivot model, a permanent but agile framework within an existing agency; and an agency model, a comprehensive approach analyzing multiple sectors simultaneously. Employing a methodology that assesses personnel requirements, monetary costs, and functional capabilities against six core mission areas of supply chain management, the study identifies the pivot model as the most viable option for implementation. Given that this model offers the optimal balance of agility, authority, and capability, this thesis recommends further exploration into its placement within the federal government and the development of advanced SCIC capabilities."
