From the Document: "This Presidential Policy Directive (PPD) enhances the ability of the Federal Government to respond to domestic incidents by providing for the timely identification of a lead Federal agency, when appropriate, and by ensuring that an appropriate incident management capability is available to support Federal domestic incident response efforts. […] For the purposes of this policy, domestic incident response (response) refers to those measures undertaken by the Federal Government in the United States to address as actual or anticipated event in order to save lives; protect public health, property, or the environment; meet basic human needs; or provide emergency relief. Domestic incident response includes the response to animal and plant health incidents. […] The Federal response to a domestic incident may rely upon a number of different statutory authorities and corresponding funding sources, legal requirements, and response capabilities. Additionally, depending on the nature of the incident, more than one Federal agency may have significant responsibilities by virtue of law or policy. Agencies respond to incidents under their own authorities and as guided by the NRF [National Response Framework] and NIMS [National Incident Management System]."
