"This is a Department of Homeland Security Office of the Inspector General special report regarding challenges the Federal Emergency Management Agency (FEMA) may face from California's practices of managing and overseeing Public Assistance grant funds awarded to subrecipients recovering from California's wildfires, mudslides, flooding, landslides, and mud and debris flows that occurred between 2017 and 2018. This special report contains no recommendations. FEMA officials did not provide comments in response to this report."
