Restricted Collection Rules of Use / Help Using CUI or FOUO Documents
“For Official Use Only (FOUO)” and other similar markings are document designations, not classifications. This designation is used by DHS, DOD and a number of other federal agencies to identify information or material which, although unclassified, may not be appropriate for public release.
Access to CUI or FOUO Information
CUI (Controlled Unclassified Information) or FOUO (For Official Use Only) information is not to be disseminated in any manner (orally, visually or electronically) to any unauthorized personnel. It may be disseminated within the DHS, DoD and other agency components and between officials of the above components and contractors, consultants, and grantees as necessary in the conduct of official business. FOUO information may also be shared with other agencies, federal, state, tribal or local government and law enforcement officials in performance of a valid government activity.
Safeguarding CUI or FOUO Information
CUI or FOUO information should be handled in a manner that provides reasonable assurance that unauthorized persons do not gain access. Direct quotes from CUI or FOUO documents should not be used in publicly accessible reports, theses etc. as this may constitute release of restricted information to unauthorized persons.
CUI or FOUO documents may be transmitted via email but should be protected by encrypted or transmitted by secure communications systems when possible. When this is impractical or unavailable, CUI or FOUO may be transmitted over regular email channels but is not to be sent to personal/unofficial email accounts [e.g. AOL, Yahoo, Gmail etc.]

The HSDL Restricted Collection is a set of CUI (Controlled Unclassified Information) resources. Access is limited to U.S. Citizens employed by a federal, state, or local government agency, or active-duty members of the U.S. military. Only those who are currently authorized to view Official Use Only (U//FOUO) documents may access the HSDL Restricted Collection.
Materials retrieved from the HSDL Restricted Collection may be used solely in association with professional duties of an official nature. Documents and information contained herein may not be shared with members of the public, the press, or other individuals who would not otherwise be permitted to view these materials. Documents may not be published on the open web/internet or intranets, or reproduced for sale or profit in any form.
HSDL Restricted Collection login information is meant for the sole use of registered individuals. Login information may not be shared or re-disseminated, and should be kept strictly confidential.
Use of the HSDL Restricted Collection constitutes consent to monitoring at all times to ensure information security, system integrity, and the limitation of use to official purposes.
Failure to comply with any and all terms listed above will result in the immediate and permanent termination of privileges to the HSDL Restricted Section.
