FEMA Takes a Whole Community Approach to Emergency Management

FEMA LogoThe Federal Emergency Management Agency (FEMA) recognizes that a government-centric approach to emergency management is not enough to meet the challenges posed by a catastrophic incident. FEMA's new report A Whole Community Approach to Emergency Management: Principles, Themes, and Pathways for Action focuses on the fact that FEMA is only one component of the nation's emergency operations. This report "presents a foundation for increasing individual preparedness and engaging with members of the community as vital partners in enhancing the resiliency and security of our Nation through a Whole Community approach." The report "provides an overview of core principles, key themes, and pathways for action that have been synthesized from a year-long national dialogue around practices already used in the field." The report is not a "how-to guide" to a Whole Community approach, moreover, it provides a jumping off point for expanding existing practices to include the whole community.
