Executive Order 12882: President's Committee of Advisors on Science and Technology
This executive order establishes the President's Committee of Advisors on Science and Technology, as well as its functions and administration. "There is established the Presidents Committee of Advisors on Science and Technology ('PCAST'). PCAST shall be composed of not more than 16 members, one of whom shall be the Assistant to the President for Science and Technology ('Assistant'), and 15 of whom shall be distinguished individuals from the nonfederal sector appointed by the President. The nonfederal sector members shall be representative of the diverse perspectives and expertise in this Nations investments in science and technology."

Presidential Decision Directive 14: Counter-Narcotics 'Andean Strategy'
"The President today [November 3, 1993] signed a decision directive that provides a policy framework for U.S. international drug control efforts as part of the Administration's over-all counter-drug policy. "The President designated Director Lee Brown of the Office of National Drug Control Policy as responsible for oversight and direction for all counter-drug policies, in coordination with the National Security Council. In his directive to agencies involved in the fight against illicit drugs in the hemisphere, the President said that the scourge of illegal narcotics is severely damaging the social fabric of the United States and other countries."

Executive Order 12876: Historically Black Colleges and Universities
"There shall be established in the Department of Education the President's Board of Advisors on Historically Black Colleges and Universities ('Board of Advisors' or 'Board'), a Presidential advisory committee. The Board of Advisors shall issue an annual report to the President on participation by historically Black colleges and universities in federally sponsored programs. The Board of Advisors will also provide advice to the Secretary of Education ('Secretary') and in the annual report to the President on how to increase the private sector role in strengthening historically Black colleges and universities, with particular emphasis on enhancing institutional infrastructure and facilitating planning, development, and the use of new technologies to ensure the goal of long-term viability and enhancement of these institutions."

Executive Order 12875: Enhancing the Intergovernmental Partnership
"The Federal Government is charged with protecting the health and safety, as well as promoting other national interests, of the American people. However, the cumulative effect of unfunded Federal mandates has increasingly strained the budgets of State, local, and tribal governments. In addition, the cost, complexity, and delay in applying for and receiving waivers from Federal requirements in appropriate cases have hindered State, local, and tribal governments from tailoring Federal programs to meet the specific or unique needs of their communities. These governments should have more flexibility to design solutions to the problems faced by citizens in this country without excessive micromanagement and unnecessary regulation from the Federal Government."

Executive Order 12873: Federal Acquisition, Recycling, and Waste Prevention
"Consistent with the demands of efficiency and cost effectiveness, the head of each Executive agency shall incorporate waste prevention and recycling in the agency's daily operations and work to increase and expand markets for recovered materials through greater Federal Government preference and demand for such products. This order creates a Federal Environmental Executive and establishes high-level Environmental Executive positions within each agency to be responsible for expediting the implementation of this order and statutes that pertain to this order."

"The involvement of Federal Government employees and their union representatives is essential to achieving the National Performance Review's Government reform objectives. Only by changing the nature of Federal labor- management relations so that managers, employees, and employees' elected union representatives serve as partners will it be possible to design and implement comprehensive changes necessary to reform Government. Labor- management partnerships will champion change in Federal Government agencies to transform them into organizations capable of delivering the highest quality services to the American people. By the authority vested in me as President by the Constitution and the laws of the United States, including section 301 of title 3, United States Code, and in order to establish a new form of labor-management relations throughout the executive branch to promote the principles and recommendations adopted as a result of the National Performance Review, it is hereby ordered [that] the National Partnership Council ('Council') [shall be established]"

"With executive order 12866, the Federal Government begins a program to
reform and make more efficient the regulatory process. The objectives of
this Executive order are to enhance planning and coordination with respect
to both new and existing regulations; to reaffirm the primacy of Federal
agencies in the regulatory decision-making process; to restore the integrity
and legitimacy of regulatory review and oversight; and to make the process
more accessible and open to the public. In pursuing these objectives, the
regulatory process shall be conducted so as to meet applicable statutory
requirements and with due regard to the discretion that has been entrusted
to the Federal agencies."

Executive Order 12865: Prohibiting Certain Transactions Involving UNITA
"The following are prohibited, notwithstanding the existence of any rights or obligations conferred or imposed by any international agreement or contract entered into or any license or permit granted before the effective date of this order, except to the extent provided in regulations, orders, directives, or licenses which may hereafter be issued pursuant to this order: (a) The sale or supply by United States persons or from the United States, or using U.S.-registered vessels or aircraft, of arms and related materiel of all types, including weapons and ammunition, military vehicles and equipment and spare parts for the aforementioned, as well as petroleum and petroleum products, regardless of origin: (1) to UNITA [Uniao Nacional para a Independencia Total de Angola]; (2) to the territory of Angola, other than through points of entry to be designated by the Secretary of the Treasury, or any activity by United States persons or in the United States which promotes or is calculated to promote such sale or supply. (b) Any transaction by any United States person that evades or avoids, or has the purpose of evading or avoiding, or attempts to violate, any of the prohibitions set forth in this order."

Executive Order 12862: Setting Customer Service Standards
"Putting people first means ensuring that the Federal Government provides the highest quality service possible to the American people. Public officials must embark upon a revolution within the Federal Government to change the way it does business. This will require continual reform of the executive branch's management practices and operations to provide service to the public that matches or exceeds the best service available in the private sector. NOW, THEREFORE, to establish and implement customer service standards to guide the operations of the executive branch, and by the authority vested in me as President by the Constitution and the laws of the United States, it is hereby ordered: Section 1. 'Customer Service Standards'. In order to carry out the principles of the National Performance Review, the Federal Government must be customer-driven. The standard of quality for services provided to the public shall be: Customer service equal to the best in business. For the purposes of this order, 'customer' shall mean an individual or entity who is directly served by a department or agency. 'Best in business' shall mean the highest quality of service delivered to customers by private organizations providing a comparable or analogous service." The document continues by listing four additional sections within the executive order.

Executive Order 12856: Federal Compliance with Right-to-Know Laws and Pollution Prevention Requirements
Executive Order 12856 was enacted in order to: "Ensure that all Federal agencies conduct their facility management and acquisition activities so that, to the maximum extent practicable, the quantity of toxic chemicals entering any wastestream, including any releases to the environment, is reduced as expeditiously as possible through source reduction; that waste that is generated is recycled to the maximum extent practicable; and that any wastes remaining are stored, treated or disposed of in a manner protective of public health and the environment; Require Federal agencies to report in a public manner toxic chemicals entering any wastestream from their facilities, including any releases to the environment, and to improve local emergency planning, response, and accident notification, and; Help encourage markets for clean technologies and safe alternatives to extremely hazardous substances or toxic chemicals through revisions to specifications and standards, the acquisition and procurement process, and the testing of innovative pollution prevention technologies at Federal facilities or in acquisitions."

Executive Order 12844: Federal Use of Alternative Fueled Vehicles
"The use of alternative fueled motor vehicles can, in some applications, substantially reduce pollutants in the atmosphere, create significant domestic economic activity and stimulate jobs creation, utilize domestic fuel sources as defined by the Energy Policy Act of 1992, and reduce vehicle maintenance costs. Moreover, Federal action can provide a significant market impetus for the development and manufacture of alternative fueled vehicles, and for the expansion of the fueling infrastructure necessary to support large numbers of privately owned alternative fueled vehicles. The Federal Government can exercise leadership in the use of alternative fueled vehicles. To that end, each agency shall adopt aggressive plans to substantially exceed the alternative fueled vehicle purchase requirements established by the Energy Policy Act of 1992."

"By the authority vested in me as President of the United States by the Constitution and laws of the United States of America, including section 301 of title 3, United States Code, and sections 3301 and 7301 of title 5, United States Code, it is hereby ordered as follows: (a) Every senior appointee in every executive agency appointed on or after January 20, 1993, shall sign, and upon signing shall be contractually committed to, the following pledge ('senior appointee pledge') upon becoming a senior appointee: 'As a condition, and in consideration, of my employment in the United States Government in a senior appointee position invested with the public trust, I commit myself to the following obligations, which I understand are binding on me and are enforceable under law.'"

Executive Order 12829: National Industrial Security Program
"This order establishes a National Industrial Security Program to safeguard Federal Government classified information that is released to contractors, licensees, and grantees of the United States Government. To promote our national interests, the United States Government issues contracts, licenses, and grants to nongovernment organizations. When these arrangements require access to classified information, the national security requires that this information be safeguarded in a manner equivalent to its protection within the executive branch of Government. The national security also requires that our industrial security program promote the economic and technological interests of the United States. Redundant, overlapping, or unnecessary requirements impede those interests. Therefore, the National Industrial Security Program shall serve as a single, integrated, cohesive industrial security program to protect classified information and to preserve our Nation's economic and technological interests."

Executive Order 12820: Facilitating Federal Employees' Participation in Community Service Activities
"By the authority vested in me as President by the Constitution and the laws of the United States of America, including Public Law 101-610, as amended, and in order to ensure that the Federal Government encourages its employees' participation in community service, it is hereby ordered as follows: Charge to the Cabinet and Members of the Executive Branch Departments and Agencies. (a) The head of each Executive department and agency shall encourage agency employees to participate voluntarily in direct and consequential community service. Community service participation may include, among other things, participation in programs, activities and initiatives designed to address problems such as drug abuse, crime, homelessness, illiteracy, AIDS, teenage pregnancy, and hunger, and problems associated with low-income housing, education, health care and the environment. (b) The head of each Executive department and agency shall designate a senior official of his or her department or agency to provide leadership in and support for the Federal commitment to community service through employee awareness and participation within his or her department and agency. The senior official shall report to his or her department or agency head to ensure that community service activities receive a high level of visibility and promotion."

National Security Directive 72: Nuclear Weapons Deployment Authorization for FY 1992 and FY 1993
In this Directive, President H.W. Bush authorizes the Secretary of Defense "to deploy nuclear weapons during FY 1992 and FY 1993 as indicated in Tables 1 and 2, subject to future policy and programming decisions. Deployment figures are end-fiscal year levels and are to be achieved in an orderly manner consistent with operational requirements."

National Security Directive 71: FY 1992-1997 Nuclear Weapons Stockpile Plan
In this Directive, President H.W. Bush approves "the Nuclear Weapons Stockpile Plan for the fiscal year 1992 through 1993, as presented in the attached Nuclear Weapons Stockpile Plan for FY 1992-FY 1997. The levels depicted for FY 1993 and beyond should be reviewed immediately, particularly in view of the further reductions in deployed strategic weapons agreed at my June 1992 meeting with President Yeltsin. Those levels may require adjustments, based on those recent arms control achievements, as well as on other changes in the international political environment, the U.S. and allied response to that evolving situation, and the capability of the nuclear weapons production complex."
