Executive Order 13508: Chesapeake Bay Protection and Restoration
"Restoration of the health of the Chesapeake Bay will require a renewed commitment to controlling pollution from all sources as well as protecting and restoring habitat and living resources, conserving lands, and improving management of natural resources, all of which contribute to improved water quality and ecosystem health. The Federal Government should lead this effort. Executive departments and agencies (agencies), working in collaboration, can use their expertise and resources to contribute significantly to improving the health of the Chesapeake Bay. Progress in restoring the Chesapeake Bay also will depend on the support of State and local governments, the enterprise of the private sector, and the stewardship provided to the Chesapeake Bay by all the people who make this region their home." According to the document, "within 120 days from the date of this order, the agencies identified in this section as the lead agencies shall prepare and submit draft reports to the Committee making recommendations for accomplishing the [necessary] steps to protect and restore the Chesapeake Bay."

Presidential Study Directive 1: Organizing for Homeland Security and Counterterrorism
"Accordingly, I direct the Assistant to the President for Homeland Security and Counterterrorism to lead an interagency review of ways to reform the White House organization for counter-terrorism and homeland security in order to strengthen the Government's ability to craft and implement sound policies designed to keep our country secure and our citizens safe. This Presidential Study Directive (PSD) will enhance strategic planning among the Principals and help clarify issues and options for my final decision. In assessing and proposing possible structural reforms, this review shall consider many of the recommendations of numerous bipartisan and expert studies that have examined the White House organization on counterterrorism and homeland security issues."

Presidential Policy Directive 1: Organization of the National Security Council System
This Presidential Policy Direction from President Barack Obama outlines the organization of the National Security Council System. The document contains headings on the National Security Council (NCS), the NSC Principals Committee, the NSC Deputies Committee, and Interagency Policy Committees. "This document is the first in a series of Presidential Policy Directives that, along with Presidential Study Directives, shall replace National Security Presidential Directives as instruments for communicating presidential decisions about national security policies of the United States. This Directive shall supersede all other existing presidential guidance on the organization of the National Security Council system."

Executive Order 13491: Ensuring Lawful Interrogations
This Executive Order issued by President Barack Obama calls for reform in the interrogation techniques used by the United States against those in custody. More specifically, the Executive Order looks "to improve the effectiveness of human intelligence gathering, to promote the safe, lawful, and humane treatment of individuals in United States custody and of United States personnel who are detained in armed conflicts, to ensure compliance with the treaty obligations of the United States, including the Geneva Conventions." Furthermore, this Executive Order calls for the revocation of Executive Order 13440 of July 20, 2007 and states that "all executive directives, orders, and regulations inconsistent with this order, including but not limited to those issued to or by the Central Intelligence Agency (CIA) from September 11, 2001, to January 20, 2009, concerning detention or the interrogation of detained individuals, are revoked to the extent of their inconsistency with this order. Heads of departments and agencies shall take all necessary steps to ensure that all directives, orders, and regulations of their respective departments or agencies are consistent with this order. Upon request, the Attorney General shall provide guidance about which directives, orders, and regulations are inconsistent with this order."

Executive Order 13487: Establishment of a Temporary Organization to Facilitate United States Government Support for Afghanistan
Executive Order 13487 establishes the Afghanistan Support Office (ASO) as a temporary organization within the Department of State. "The purpose of the ASO shall be to perform the specific project of supporting executive departments and agencies in preventing Afghanistan from becoming a safe haven for terrorists, facilitating Afghanistan's progress to self-sufficiency, and maintaining an effective diplomatic presence in Afghanistan."

Executive Order 13488: Granting Reciprocity on Excepted Service and Federal Contractor Employee Fitness and Reinvestigating Individuals in Positions of Public Trust
"When agencies determine the fitness of individuals to perform work as employees in the excepted service or as contractor employees, prior favorable fitness or suitability determinations should be granted reciprocal recognition, to the extent practicable. (b) It is necessary to reinvestigate individuals in positions of public trust in order to ensure that they remain suitable for continued employment. [...] This order is intended only to improve the internal management of the executive branch and is not intended to, and does not, create any right or benefit, substantive or procedural, enforceable at law or in equity by any party against the United States, its agencies, instrumentalities, or entities, its officers, employees or agents, or any other person."

Executive Order 13486: Strengthening Laboratory Biosecurity in the United States
This Executive Order does the following: "It is the policy of the United States that facilities that possess biological select agents and toxins have appropriate security and personnel assurance practices to protect against theft, misuse, or diversion to unlawful activity of such agents and toxins. [...] There is hereby established, within the Department of Defense for administrative purposes only, the Working Group on Strengthening the Biosecurity of the United States (Working Group)."

This Executive Order states the following: "Subject to the provisions of section 2 of this order, the following officials of the Department of Transportation, in the order listed, shall act as and perform the functions and duties of the office of the Secretary of Transportation (Secretary), during any period in which the Secretary, the Deputy Secretary of Transportation, the Under Secretary of Transportation for Policy, and the officials designated by the Secretary pursuant to 49 U.S.C. 102(e) have died, resigned, or otherwise become unable to perform the functions and duties of the office of Secretary, until such time as the Secretary or one of the officials listed above is able to perform the duties of that office."

National Security Presidential Directive 66, Homeland Security Presidential Directive 25: Arctic Region Policy
"This directive establishes the policy of the United States with respect to the Arctic region and directs related implementation actions. This directive supersedes Presidential Decision Directive/NSC-26 (PDD-26; issued 1994) with respect to Arctic policy but not Antarctic policy; PDD-26 remains in effect for Antarctic policy only. […] This directive shall be implemented in a manner consistent with the Constitution and laws of the United States, with the obligations of the United States under the treaties and other international agreements to which the United States is a party, and with customary international law as recognized by the United States, including with respect to the law of the sea."

Homeland Security Presidential Directive 25: Arctic Region Policy
"The United States is an Arctic nation, with varied and compelling interests in that region. This directive takes into account several developments, including, among others: altered national policies on homeland security and defense; the effects of climate change and increasing human activity in the Arctic region; the establishment and ongoing work of the Arctic Council; and a growing awareness that the Arctic region is both fragile and rich in resources. It is the policy of the United States to: meet national security and homeland security needs relevant to the Arctic region; protect the Arctic environment and conserve its biological resources; ensure that natural resource management and economic development in the region are environmentally sustainable; strengthen institutions for cooperation among the eight Arctic nations (the United States, Canada, Denmark, Finland, Iceland, Norway, the Russian Federation, and Sweden); involve the Arctic's indigenous communities in decisions that affect them; and enhance scientific monitoring and research into local, regional, and global environmental issues."

Attorney General, the Deputy Attorney General, the Associate Attorney General, and the officers designated by the Attorney General pursuant to 28 U.S.C. 508 to act as Attorney General have died, resigned, or otherwise become unable to perform the functions and duties of the office of Attorney General, until such time as at least one of the officers mentioned above is able to perform the functions and duties of that office: (a) United States Attorney for the District of Maryland; (b) United States Attorney for the Southern District of Alabama; and (c) United States Attorney for the Northern District of Georgia."

Executive Order 13476: Facilitation of a Presidential Transition
This executive order establishes a council to facilitate the transition of presidential powers to the incoming president elect. This order is deigned to ensure an orderly and efficient transfer. From the order: "The Council shall assist the major party candidates and the President-elect by making every reasonable effort to facilitate the transition between administrations. This assistance may include, among other things, providing information relevant to facilitating the personnel aspects of a presidential transition and such other information that, in the Council's judgment, is useful and appropriate, as long as providing such information is not otherwise prohibited by law."

Executive Order 13472: Executive Branch Responsibilities With Respect To Orders of Succession
Executive Order 13472 signed by President George W. Bush on September 11, 2008 states that "it is the policy of the Federal Government to ensure that each executive branch agency can perform its essential functions and remain an effectively functioning part of the Federal Government under all conditions. Accordingly, each agency shall take all appropriate actions to establish, maintain, and, as necessary, revise an order of succession, or to propose presidential action to establish or revise an order of succession."

Executive Order 13471: Further Amendments To Executive Order 13285, President's Council On Service And Civic Participation
"By the authority vested in me as President by the Constitution and the laws of the United States, and in order to increase the membership and extend the duration of the President's Council on Service and Civic Participation, it is hereby ordered that Executive Order 13285 of January 29, 2003, as amended, is further amended as follows: Section 1. Section 1 is amended by adding at the end of section 1 the following new subsection: '(c) To conduct and vote on official business during meetings, the Council must convene a quorum of at least 10 Council members.' Sec. 2. Section 4(b) is amended to read: '(b) Unless further extended by the President, this order shall expire on June 30, 2009.' Sec. 3. Section 4 is amended by adding at the end thereof the following new subsection: '(c) This order is not intended to, and does not, create any right or benefit, substantive or procedural, enforceable at law or in equity, by any party against the United States, its departments, agencies, or entities, its officers, employees, or agents, or any other person.'"

This document contains the most recent amendment to Executive Order 12333 (1981) which outlines United States Intelligence Activities. This amendment, Executive Order 13470, was created by President Bush in July of 2008. Executive Order 12333 was created in 1981 and was amended in 2003 and 2004 and, most recently, in 2008. These guidelines direct policy and procedures for U.S. Intelligence Activities and the most recent amendments reflect changes as a result of the threat of terrorist attacks on U.S. citizens and property both domestically and abroad since 2001.

Executive Order 13466: Continuing Certain Restrictions With Respect to North Korea and North Korean Nationals
"I, George W. Bush, President of the United States of America, find that the current existence and risk of the proliferation of weapons-usable fissile material on the Korean Peninsula constitute an unusual and extraordinary threat to the national security and foreign policy of the United States, and I hereby declare a national emergency to deal with that threat. I further find that, as we deal with that threat through multilateral diplomacy, it is necessary to continue certain restrictions with respect to North Korea that would otherwise be lifted pursuant to a forthcoming proclamation that will terminate the exercise of authorities under the Trading With the Enemy Act (50 U.S.C. App. 1 et seq.) (TWEA) with respect to North Korea."

Executive Order 13465: Amending Executive Order 12989, as Amended
This executive order amends executive order 12989 and directs all "federal departments and agencies to require contractors, as a condition of each future federal contract, to agree to use an electronic employment eligibility verification system - designated by the Secretary of Homeland Security - to verify the employment eligibility of all persons hired during the contract term and all persons performing work within the United States on the federal contract." In response to this Executive Order, Secretary Michael Chertoff designated E-Verify as the system of choice to ensure that the federal government only does business with companies that agree to verify the legality of their new hires and further, that the specific employees tapped to perform contract services in the United States for the federal government are authorized to work in this country.
