  From the opening statement of Rick Boucher: "Today we will receive testimony on the status of the Department of Energy's (DOE) Yucca Mountain nuclear waste repository program, a matter of major concern to many, including the electricity consumers who are paying their funds into the nuclear waste fund. Congratulations should be extended this morning to Mr. Sproat, the Director of DOE's Office of Civilian Radioactive Waste Management for his success in meeting his promised date of June, 2008 for submission to the National Resource Council of the Yucca Mountain licensing application. Since it has now been submitted, it is appropriate we learn this morning about the overall status of the project, and the next steps that we can anticipate. While the submission to the NRC of the license application achieves an important milestone, the longstanding challenge of assuring adequate funding for the project remains of paramount concern. While in theory a balance of more than $20 billion resides in the nuclear waste fund in practice most of that money has been expended for other purposes. Each year the nuclear waste program has to compete for annual appropriations and actual appropriations have been only a fraction of the amount that the rate payers have contributed into the nuclear waste fund." This shale formation is part of a new frontier of domestic oil production. A new technology not available 20 years ago, in combination with hydraulic fracking or fracturing, and a technology that goes back more than 60 years, has shown us that we can produce from solid rock more oil, more billions of barrels of oil, than we thought existed in America just a few years ago. North Dakota is not just producing oil, it is producing jobs, creating an extraordinary economic boon. Since 2004, the number of available jobs in the oil and gas production in this State has increased more than 100 percent. As of May 2012, North Dakota has the lowest unemployment rate in the country at 3 percent. And as we all know, 3 percent is effectively zero." The IA Division includes a range of programs and functions that are implemented during each stage of the recovery life cycle and impact Regional, State and NGO partners. The IA symposium sought to engage FEMA and its IA stakeholders in topics identified to be important to the IA community. This Symposium's goal was to provide attendees the platform to collaborate and learn so that there is a shared understanding of FEMA's capability to respond to and recover from disasters. Presentations were provided by FEMA Recovery leadership, IA leadership, and state IA partners." This document is the After-Action Report for the IA Symposium.

In an interview with the San Francisco Chronicle back in January of 2008, then-Presidential candidate Barack Obama, when asked a question, said that his administration was going to have the most aggressive cap and trade system that was out there. Then he said so if somebody wants to build a coal power plant, they can. It is just that our policies will bankrupt them because they are going to be charged a huge sum for all that greenhouse gas that is being emitted. That will generate billions of dollars that we can invest in solar, wind, and other alternative energies. Well, he was not successful in adopting a cap and trade system, but it is quite clear that EPA is taking up the mantle, and they are determined to pass regulations to increase the cost of coal and make other energy sources more competitive. Today we are going to focus on only three of the multitude of regulations in the queue at EPA in which they are moving with unprecedented speed, and all of these are under Section 111 and 112 of the Clean Air Act."   From the Highlights: "Among its responsibilities for aviation safety, the Federal Aviation Administration (FAA) issues thousands of certificates and approvals annually. These certificates and approvals, which FAA bases on its interpretation of federal standards, indicate that such things as new aircraft, the design and production of aircraft parts and equipment, and new air operators are safe for use in the national airspace system. Past studies and industry spokespersons assert that FAA's interpretations produce variation in its decisions and inefficiencies that adversely affect the industry. GAO [Government Accountability Office] was asked to examine the (1) extent of variation in FAA's interpretation of standards for certification and approval decisions and (2) views of key stakeholders and experts on how well these processes work. To perform the study, GAO reviewed industry studies and reports and FAA documents and processes; convened a panel of aviation experts; and interviewed officials from various industry sectors, senior FAA officials, and unions representing FAA staff. GAO recommends that FAA develop a continuous evaluative process with measurable performance goals to determine the effectiveness of the agency's actions to improve its certification and approval processes. The Department of Transportation provided technical comments, which were included as appropriate."

Under the President's major disaster declaration issued for the State of Alabama on August 29, 2005, for Hurricane Katrina, Federal funding was made available to State and local governments in multiple counties for debris removal and emergency protective measures, including direct Federal assistance. For a period of up to 72 hours, Federal funding was made available at 100 percent of the total eligible costs for emergency protective measures, including direct Federal assistance. The period of up to 72 hours at 100 percent excluded debris removal. On September 1, 2005, the President amended his declaration of August 29, 2005, and extended the period for 100 percent Federal funding for debris removal and emergency protective measures, including direct Federal assistance, for a period of 60 days retroactive to the date of the major disaster declaration. Under the President's order today, the Federal share for Public Assistance, including direct Federal assistance, has been increased to 90 percent of the total eligible costs, except for assistance previously approved at 100 percent Federal funding. The increase to 90 percent Federal share is retroactive to the date of the President's major disaster declaration for the State of Alabama."

  From the Executive Summary: "Since the Consumer Financial Protection Bureau (CFPB) began accepting consumer complaints in July 2011, servicemembers, veterans, and their families have submitted more than 250,000 complaints. [...] Inaccuracies in credit reporting and alleged debts subject to collection pose unique challenges for servicemembers, particularly with respect to how they impact servicemembers' housing, transportation, and security clearance. As our analysis of complaints illustrates, problems with medical billing practices are one of the main drivers of the servicemember complaints about consumer reporting and debt collection. That is particularly problematic given the general expectation that our armed forces will receive full coverage of their medical expenses as a core benefit of their service to our nation. Further exacerbating the risks such inaccuracies can pose, many servicemembers have complained that nationwide consumer reporting companies (NCRCs)failed to adequately respond to disputes and requests for investigation. This report outlines many of the contributing factors to these dynamics and steps that can be taken to address them. The report also provides further evidence of broader problems concerning medical billing and underlines the dangers regarding the coercive way credit reporting systems can be used to the disadvantage of consumers, especially among military families."

The Party and government use a variety of methods to engage in transnational repression, including the use of technology to surveil and harass victims abroad, threats to a victim's family or loved ones who still live in China, abuse of INTERPOL [International Criminal Police Organization] mechanisms to secure repatriations, and in-person intimidation and kidnapping overseas. This hearing will look at the administration's approach to countering China's transnational repression. [3] We updated the channel depth for the Port of Seattle in Table 11 to above 30 meters, indicating that there are no navigation channel depth limitations for floating wind installation out of this port. [4] We consolidated several types of support vessels in Table 17 and provided a rough estimate of the number of vessels that may be required per project. We also reclassified CTVs [crew transfer vessels], heavy lift vessels, and anchor handling tug supply vessels from a low risk to a moderate risk to the 30 GW [gigawatt] target."
