There are also many benefits, including economic, to living and working on the coasts. Coastal communities can be very different from each other. The U.S. coast includes the Caribbean and Pacific Islands, the East and West coasts, the Alaskan coast, the Gulf Coast and the Great Lakes. Each of these regions has different cultures, demographics, geographies, economies, hazards, and challenges. This 'Guide to Expanding Mitigation' is meant to encourage emergency managers, community planners, coastal and floodplain managers, and other decisionmakers to work together. When plans and projects are developed in collaboration, coasts can be managed more holistically. Goals like economic development, environmental protection, and public safety can be better met. This guide explains issues that affect coastal communities and offers resources to help spark ideas for holistic solutions. The Millennium Digital Commerce Act ensures that individuals and organizations in different States are held to their agreements and obligations, even if their respective States have different rules concerning electronically signed documents. It provides that electronic records, produced and executing a digital contract, shall not be denied legal effects solely because they were entered into over the Internet or in any other computer network. This will help provide uniform treatment of electronic signatures in all the States until such time as they enact uniform legislation on their own. This hearing lays out principles believed should govern international use of electronic signatures, including control by the parties over terms of their agreements and authentication technology, access to the courts for the purpose of proving the validity of authentication and transaction approaches, and keeping governments out of the business of choosing which technologies should be favored or disfavored.   The Defense Production Act was adopted during the Truman Administration, giving the President tremendous economic powers. It was clear in looking at the context of that debate, and the subsequent use of those powers, that Congress intended that those powers be used only in the case of emergencies that had clear national security implications. Since its inception in 1950, it has been used principally for defense purposes. There have been two major exceptions, however. One was Richard Nixon's use of the Defense Production Act to impose wage and price controls, after which Congress wisely repealed that provision of the law. The second variance was its recent use in 2002 to mandate the sale of natural gas against the business judgment of private sellers. This hearing examines how this powerful instrument was used, and potentially misused, as the 107th Congress look to rewrite this bill. The world has simply changed too much to allow the Act to be extended in its present form. Witnesses in this hearing take a hard, dispassionate look at this act, how it was implemented, what the implications were, how it was used or misused, and what that says to Congress about rewriting this law. Ron Wyden, U.S. Senator from Oregon: "It seems to me that anybody watching the thousands of brave firefighters fight the fires that raged over hundreds of thousands of acres this summer has to recognize that business as usual fire control is no longer good enough. What we are going to have to do is find a way to make sure that the warring camps in the natural resources debate come together, and that is what we did in the county payments bill, and that is what I think our challenge here is with respect to fire. We are going to actively pursue opportunities to unify communities, the timber industry, and environmental leaders to develop creative strategies for reducing fire materials in the forest, employing materials in our rural communities with family wage jobs, and maintaining the environmental integrity for ourselves and future generations. Suffice it to say in the past the environmental community in a number of instances fought forest management practices that would have lessened the severity of fires for fear the timber companies would settle in and harvest the big trees. Some in the timber industry were willing to prepare the forests for fires, but wanted the big trees in exchange. Debates smoldered and slowed progress, and the West continued to burn, and the heart of the problem is, while this contentious discussion went forward, our ecosystems got sicker, not healthier, and that is what we are going to try and change The national fire plan, of course, provides an opportunity for us to pursue that agenda. It focuses on better science, and was used for most of the 20th century. It has five components: fire-fighting, rehabilitation and restoration, hazardous fuel reduction, community assistance, and accountability, so we are going to look to make sure that the national fire plan is our vehicle on a bipartisan basis so that when it is fully implemented we can ensure that the money goes to protect the resource for the long term and reduce the fire danger on our national wildlands."   This is the June 12, 2019 hearing on "A Review of Waters of the U.S. Regulations: Their Impact on State and the American People," held before the U.S. Senate Committee on Environment and Public Works and the Subcommittee on Fisheries, Water, and Wildlife. From the opening statement of John Barrasso: "This is the Committee's first hearing on WOTUS [Waters of the United States] since the Trump administration published its proposal to redefine the term earlier this year. The Trump administration is not the first to examine the term 'waters of the United States.' For more than 45 years, all three branches of Government have struggled to interpret the phrase. We have heard many times in this Committee about the undue regulatory burden placed on American farmers and ranchers when the term is defined too broadly. Previous definitions have inappropriately and illegally expanded Washington's control over water features all across the country. [...] In the past, the complex WOTUS regulations have forced landowners to hire expensive consultants in order to figure out whether a water body on their land is a water of the United States. The Trump administration's proposed rule is an attempt to bring more regulatory certainty to American landowners."   "An Act to authorize funding for computer and network security research and development and research fellowship programs, and for other purposes." "Revolutionary advancements in computing and communications technology have interconnected government, commercial, scientific, and educational infrastructures, including critical infrastructures for electric power, natural gas and petroleum production and distribution, telecommunications, transportation, water supply, banking and finance, and emergency and government services--in a vast, interdependent physical and electronic network." This act works to provide adequate coordination among the government, academia, and industry so that investment in computer and network security research and development be significantly increased to improve vulnerability assessment and technological and systems solutions. This act is Public Law 107-305 also known as the Cyber Security Research and Development Act.
