Mass Casualty Decontamination: Massachusetts' Rapid Response System
"The Commonwealth of Massachusetts is enhancing its Hazardous Materials (HazMat) Response Teams with local fire department decontamination capabilities, fire district decontamination companies, and hospital decontamination companies to provide the entire State (rural and urban areas) with access to fully equipped HazMat teams and mass decontamination capabilities. In the event of a chemical, biological, or radiological attack, a phased response system will be activated to provide for the decontamination of large numbers of people in a manner that maintains control of the incident, reduces harm to exposed persons, and prevents the spread of the agent by contaminated persons. This Rapid Response System (RRS) relies on the immediate initiation of decontamination by local first responders, who are supported by a phased decontamination response that provides the local jurisdiction with the ability to access, decontaminate, and treat exposed persons, including those who cannot extricate themselves or be safely extricated. The RRS also provides for a decontamination capability at hospital facilities that may receive patients from the local emergency medical service or by self-transportation. The concept introduced by Massachusetts is one approach that is being implemented at the State and local levels to prepare emergency responders to safely and effectively respond to weapons of mass destruction (WMD) terrorism incidents. As the Office for Domestic Preparedness (ODP) learns of new or innovative approaches, it will publish a State and Local Approaches bulletin to share that information with other jurisdictions that might be looking for solutions to similar problems. ODP has not evaluated these approaches, and the sharing of the information should not be interpreted as an endorsement. Higher Volume Port Area -- State of Washington, Notice of Intent
"The Coast Guard announces that it intends to comply with recent legislation that would expand an existing higher volume port area (HVPA) for Puget Sound and the Strait of Juan de Fuca. The expansion would add Pacific Ocean waters, under U.S. jurisdiction and within a 50-mile arc measured from Cape Flattery, Washington, to the HVPA. Higher volume port areas require certain tankers to plan for faster response times following a spill of the tanker's cargo. The expansion could require a tanker's owner or operator to review and modify the tanker's existing vessel response plan (VRP) accordingly, and to receive Coast Guard approval for the modified VRP by October 15, 2015."

Building for the Earthquakes of Tomorrow: Complying with Executive Order 12699
This manual is intended to accompany FEMA's independent study course "IS-8.a Building for the Earthquakes of Tomorrow: Complying with Executive Order 12699." "Since the Earthquake Hazards Reduction Act was passed in 1977, many actions have been taken to improve seismic safety. Executive Order 12699, 'Seismic Safety of Federal and Federally Assisted or Regulated New Building Construction,' signed by President Bush in January 1990 is a significant Federal seismic risk reduction action. This Executive Order requires all new Federal, federally assisted, and federally regulated buildings to be appropriately seismic resistant. Among new construction affected are all buildings financed, either partially or fully, with Federal grants or federally guaranteed loans. Because this Executive Order is so wide reaching, covering everything from single-family dwellings to large Federal complexes across the nation, a training course was needed to provide the tools, information, and planning guidance for those people affected by the Executive Order. The purpose of this course is to provide individuals in State and local governments, and the building and financial industries, with information about the requirements of the Executive Order and how they will be implemented. The course is also intended to provide the student with basic knowledge about earthquakes and how buildings can be built to be safe during an earthquake."

Gulf of Mexico Data Atlas [website]
"Based on the idea of a traditional atlas but offered via the Internet by NOAA, the Gulf of Mexico Data Atlas provides answers to questions related to the physical environment, marine resources, and socioeconomic conditions in the Gulf of Mexico. As plans to restore the Gulf of Mexico after recent disasters have progressed, federal and state agencies have turned to NOAA for data and information about all aspects of the Gulf of Mexico. One of the most requested resources for that data and information has been the 'Gulf of Mexico Coastal and Ocean Zones Strategic Assessment Data Atlas' published by NOAA's National Ocean Service in 1985 as a large hardcopy tabletop book. The Gulf of Mexico Data Atlas updates and expands that publication in an online, digital format. The Gulf of Mexico Data Atlas has data from all five Gulf States (Alabama, Florida, Louisiana, Mississippi, and Texas). The seaward boundaries of the Atlas extend to the Yucatan Channel and the Straits of Florida. Maps are available in six topic areas: Physical (e.g., bathymetry, climatology)
Biotic (chemosynthetic communities, aquatic vegetation); Living Marine Resources (oysters, shrimp, grouper); Socioeconomic Conditions (shipping & navigation, social well-being); Environmental Quality (water quality); [and] Jurisdictions (marine, fishery closures). Each map has a description, written by recognized subject matter experts, explaining how the data was gathered and how it is relevant. Users can also link directly to the data and to a high resolution image of the original 1985 map if available."
