Responding to Emergency: The Role of the U.S. Army Corps of Engineers in Support of the Nation
"Although emergency preparedness and response is primarily a state and local responsibility, in instances when the nature of the disaster exceeds the capabilities of state and local interests, the Corps of Engineers stands ready to help save human life, prevent immediate human suffering, and mitigate property damage. The geographically diverse location of Corps of Engineers offices nationwide assures an immediate response to disasters in any area. The Corps is aligned by drainage basins into 8 regional divisions. The divisions are further aligned by smaller drainage basins into 38 districts. During emergencies the division responsible for the affected region coordinates and commands the Corps of Engineers response."

Immunization to Protect the U.S. Armed Forces: Heritage, Current Practice, Prospects
"Immunization protects the personal health of United States military personnel and maintains their mission readiness. The immunization program of the U.S. Department of Defense (DoD) is broad-ranging, protecting the forces from an array of pathogenic threats. Because the active and reserve components of the U.S. DoD consist of over 2.2 million people at any given time, the program immunizes a significant percentage of the U.S. adult population. This article updates and expounds on previous reviews of the U.S. military immunization program, (1-7) discussing historical perspectives, the rationale for current immunization policies, and future prospects. Military immunization requirements often exceed those provided to civilian adults, because of the travel and other occupational hazards confronted by soldiers, marines, sailors, airmen, and coast guardsmen. Military immunization requirements are quite similar for each of the five Armed Forces (i.e., Army, Marine Corps, Navy, Air Force, Coast Guard). The requirements and recommendations are described in a joint immunization regulation, (8) summarized in table 1."

"Recognizing that the very real threat of terrorist action requires the design, development, and dissemination of technically accurate and timely information to the public health workforce, many community agencies and organizations, as well as the general population regarding how persons may best protect themselves, their families, and their communities, the Centers for Disease Control and Prevention, in concert with the Association of Schools of Public Health Bioterrorism Council responded through supporting the 'PreEvent Message Development Project'. The project provides funding to four primary schools of public health (University of AlabamaBirmingham, St Louis University, University of California at Los Angeles, and the University of Oklahoma) along with partnering schools to develop and evaluate through audience testing, preevent message content appropriate to a variety of formats. The areas of primary focus included chemical, biological, radiological and nuclear event content area with the content and message structure format varied to meet the tailored needs of a variety of audiences, including but not limited to, the public health workforce, the general population, first responders, state and local authorities, as well as population segments of low literacy, that are nonEnglish speaking, and/or minorities. Each of the four programs serving in primary roles bring special strengths and expertise to the process, and by using formative research with exploratory focus groups followed by evaluative audience testing, critical information related to what audiences want to know has been developed in parallel with the information that the research team, CDCP and the ASPH Bioterrorism Council recognizes needs to be known."

"The purpose of LEIU is to gather, record, and exchange confidential information not available through regular police channels, concerning organized crime and terrorism. LEIU is an association of state and local police departments, similar in many respects to numerous other professional associations serving doctors, attorneys, journalists, and educators. LEIU has no employees and no capability as an entity to conduct any investigation or law enforcement activity of any kind. Each member agency is bound by, and acts pursuant to local law and their own agency regulations. The Law Enforcement Intelligence Unit is divided geographically into four (4) Zones, they are: Eastern, Central, Northwestern, and Southwestern. Each Zone elects a Chair and Vice Chair to serve as Zone Officers. Internationally, LEIU elects a General Chair, Vice General Chair, and designates a Secretary-Treasurer and a legal advisor who serve as International Officers. The International Officers, Zone Officers, past General Chair and two representatives from the Central Coordinating Agency make up the Executive Board. The Executive Board is the governing body of LEIU, and as such establishes policy and passes upon the admission of all members. The Executive Board is governed by a Constitution and Bylaws."

Future Army National Guard: Easing Contemporary Challenges of Transformation
"The Contemporary Operating Environment facing the United States Army is much different today from even fifteen years ago. Leaders at every level of government recognize that we must adapt to address these contemporary challenges. The National Guard is in the process of transforming with this in mind. Transformation is always difficult. There are many aspects of transformation that are both essential and challenging. Foremost among these is changing organizational culture. However, deliberate efforts can bring about timely, positive adaptation. This paper explores the factors bearing on cultural changes that will speed effective transformation in the Army National Guard. The paper will examine factors bearing on change including the Contemporary Operating Environment and transformation efforts within the Departments of Defense and the Army. This paper will also consider the growing demands for an operational reserve for federal forces balanced with the needs for Homeland Security, a major area of consideration since the attacks on the United States on September 11, 2001. This paper recommends both conceptual and practical actions to speed cultural change in the National Guard necessary for successful strategic transformation."

Community Policing for Mayors: A Municipal Service Model for Policing and Beyond
"Community policing focuses on crime and social disorder through the delivery of police services that includes aspects of traditional law enforcement, as well as prevention, problem-solving, community engagement, and partnerships. The community policing model balances reactive responses to calls for service with proactive problem-solving centered on the causes of crime and disorder. Community policing requires police and citizens to join together as partners in the course of both identifying and effectively addressing these issues. Many local leaders and community members ask if their agency is a community policing agency. A common lament- and in reality a widespread misperception- is that community policing sounds great in concept, but in practice is vaguely defined. In fact, the specific operational activities that are consistent with and support community policing are clear and well known. Although policing is a diverse profession that is practiced differently throughout the nation, the chances are that your agency already possesses and promotes many practices that directly support community policing principles. Common strategies include conducting citizen surveys or other means of outreach to help identify what crime and disorder problems are priorities for citizens."

HAZUS-MH Inventory: Potential Applications
"In order to assess and mitigate the impacts of a natural hazard such as an earthquake, flood or hurricane, it is necessary to have an understanding of the potential size of an event (hazard identification) and the characteristics of the population and environment that will be impacted (inventory collection). A unique feature of HAZUS-MH is the national inventory that comes with the model. Inventory data includes: essential Facilities: police, fire, emergency operations facilities, schools, medical facilities; lifelines: utilities and transportation; General Building Stock: residential, commercial, and industrial (aggregated by square footage); and demographic data, which can be aggregated by age, income, sex, households and other attributes that have a direct bearing on vulnerability to disasters. HAZUS-MH uses the inventories to estimate losses from earthquakes, hurricanes and floods. The accuracy of loss estimates are greatly improved by accurate and complete inventories. The HAZUS-MH inventory has several potential applications for planners, emergency responders and decision-makers. Several uses are highlighted below. HAZUS-MH can delineate the boundaries of a hazard and exposure of population and built environment The HAZUS-MH hurricane model can estimate wind intensity from specific events, including peak gust wind speeds and maximum sustained winds."

Living Memories: The Human Toll of Terrorism
"Over time, the succession of terrorist incidents around the world becomes not merely shocking, but numbing. It is understandable, therefore, that we often take refuge in the necessary abstractions of news coverage: numbers killed, damage done, reactions of governments and security forces. But human faces haunt every one of these stories. Terrorism is evil because it is an affront to human life and universal values of civilization that we share in common. To condemn terrorism in this absolute manner does not mean that we ignore either the complexities of history or the specific political context in which it arises. It certainly does not mean that we dismiss the injustice and oppression that terrorists exploit. But it does mean that we never, never excuse terrorist acts because suffering and poverty and injustice persist in the world. Sympathy for the underlying cause claimed by terrorists is all the more reason to reject their acts and seek their elimination. Terrorism should be defined, as one expert has written, 'by the nature of the act, not by the identity of the perpetrators or the nature of their cause.' Moreover, terrorists inevitably end up oppressing and killing far more of the people they claim to represent-including women and children-than any real or imagined enemy. The stories and profiles presented here are neither comprehensive nor do they attempt to represent the extent or full dimension of the common threat of terrorism that all nations face today."

Report on Costs and Benefits of Natural Hazard Mitigation
"This report reviews the types of benefits that can accrue to different segments of society from mitigative measures, the types of costs that can be incurred by undertaking the actions, and the types of analysis needed to evaluate the cost-effectiveness associated with the mitigation measure. In addition, the report provides a review of the tools of hazard mitigation, to give the reader an understanding of how mitigation measures are implemented. At the core of this report are 16 case studies of mitigation measures that were implemented in various locations across the nation. These cases demonstrate that mitigation is effective against several types of natural hazards and can be accomplished through the use of many different mitigation tools. The cases also illustrate that the various tools can be implemented in all major regions of the country. Further, since disasters impact the entire community, hazard mitigation relies on an investment from all sectors of the community, not just Federal, State, and local governments. An important theme that emerges from several of the cases is that mitigation is more effective when undertaken before the advent of a natural hazard. The cases demonstrate representative solutions for cost-effective hazard mitigation."
