  This letter, one of a number sent by FBI attache Robert Scherrer to Chilean General Ernesto Baeza, provides intelligence obtained through the interrogation of a captured Chilean leftist, Jorge Isaac Fuentes. The document records US collaboration with Chile's security forces, including the promise of surveillance of subjects inside the United States. Fuentes was detained through Operation Condor - a network of Chilean, Argentinian and Paraguayan secret police agency which coordinated tracking, capturing and killing opponents. According to the Report of the Chilean National Commission on Truth and Reconciliation, he was tortured in Paraguay, turned over to the Chilean secret police, and disappeared.

  From the foreword: "Natural hazards, such as the massive outbreak of killer tornadoes which struck 13 states early in April 1974, remain an ever-present threat to our Nation's welfare. Disaster surveys have indicated that the Nation's warning and preparedness system has reduced the toll in deaths, injuries, and economic losses from such hazards. However, unmet needs still exist in our monitoring, warning preparation, warning dissemination, and preparedness capabilities. The 'Federal Plan for Natural Disaster Warning and Preparedness' was published in June 1973. That Plan presented a comprehensive picture of the coordinated plans of 10 Federal agencies to bring about needed improvements to the warning system and preparedness programs. In the months since the Plan was prepared, much progress has been made to improve the system, and applications of recent technological advances promise even greater future improvements."

• Strategic Intelligence from ERTS? An Analysis of Digital Data on Soviet ICBM Sites

  "The Earth Resources Technology Satellite, ERTS-1 (recently renamed LANDSAT-1), and its successor, LANDSAT-2, are providing the world with a revolutionary form of electro-optical overhead imagery at very low cost to the consumer. ERTS products are freely available for purchase from the United States, and a growing number of countries are building their own ground receiving stations. ERTS data could be a source of strategic intelligence for countries that do not have access to overhead reconnaissance systems but do have strategic missile-targeting and other military requirements. Because of the growing usage of ERTS data and de-centralization of dissemination centers, the difficult of detecting foreign military intelligence use of that data is increasing rapidly. This study reveals little evidence that foreign countries are exploiting the military and strategic intelligence potential of purchased ERTS data; but the Peoples Republic of China, which has shown interest in ERTS data and has made a considerable effort to obtain geodetic information and maps covering the Soviet Union and other areas, appears to be a possible user of ERTS data for such applications. An assessment of standard ERTS multi-spectral film coverage of selected Soviet areas indicates that the Chinese could now use it to identify and target large cities, airports, port facilities and transportation routes. ERTS digital images and data, supplemented by collateral information, could be used to map and target even smaller features, such as the larger Soviet SAM [surface-to-air missile] sites and soft ICBM [intercontinental ballistic missile] sites."

  "A climatology of hurricane factors important to storm surges is presented for the U. S. gulf and east coasts. A smoothed frequency of tropical storms and hurricanes entering and exiting the coast and storms passing within 150 n .mi. [nautical miles] of the coast during the period 1871-1973 is given. The central pressure for hurricanes and tropical storms and the radius of maximum winds and speed of forward motion for hurricanes were obtained from data analysis . Directions of landfalling hurricanes and tropical storms at the time they crossed the coast at selected points were also analyzed. The probability distribution of each factor was plotted and analyzed for each 50-n.mi. interval along the coast . Selected probability levels of each distribution were then summarized, and smoothed variations along the coast were obtained by analysis . The speeds of motion for two classes of hurricanes (those that entered the coast and those that passed within 150 n .mi. of the coast) were studied separately and a smooth speed analysis determined for each. The question of joint probability among the various factors and with latitude is discussed qualitatively."

  "I would like to speak to you this evening about confidentiality and democratic government. The subject is an important one. It is complicated and has many facets. I do not suggest there are easy answers. I do suggest, however, that public understanding of the issues involved and the relationship among the issues is extremely important. The bar as a profession has an enormous responsibility to help clarify these issues. My belief is that understanding may be increased by putting together certain doctrines and values with which most of us would agree. The relationship among these doctrines and values may have been obscured in the recent past. If hard cases sometimes make bad law, emergency situations also have distorted our perspective. The public good requires that we try to correct that distortion. In recent years, the very concept of confidentiality in government has been increasingly challenged as contrary to our democratic ideals, to the constitutional guarantees of freedom of expression and freedom of the press, and to our structure of government. Any limitation on the disclosure of information about the conduct of government, it is said, constitutes an abridgement of the people's right to know and cannot be justified. Indeed, it is asserted that governmental secrecy serves no purpose other than to shield improper or unlawful action from public scrutiny. This perception of the relationship between confidentiality and government has been shaped in large measure by the Watergate affair. The unfortunate legacy of that affair is a pervasive distrust of public officials and a popular willingness to infer impropriety. Skepticism and distrust have their value; they are not the only values to which our society must respond."

It outlines that the U.S. will take the following actions: "[1] Permit U.S. material to be fabricated into fuel in Iran for use in its own reactors and for pass-through to third countries with whom we have Agreements. [2] Agree to set the fuel ceiling at a level reflecting the approximate number of nuclear reactors planned for purchase from U.S. suppliers. We would, as a fallback, be prepared to increase the ceiling to cover Iran's full nuclear requirement under the proviso that the fuel represents Iran's entitlement from their proposed investment in an enrichment facility in the U.S. Any additional entitlement could be disposed of by Iran without importing the material into that country through sales from the United States to appropriate third countries with whom the U.S. has bilateral Agreements for Cooperation.   "The fire problem in this country can be measured by some 12,000 deaths, by about a quarter of a million serious burn injuries every year, and by several billion dollars of annual property loss. The Federal Fire Prevention and Control Act of 1974 recognized that the time has come to devise solutions to these problems using modern technology, education techniques and other resources that are available to us. In looking for those solutions we must recognize, as the Act does, that fire prevention and fire control are state and local responsibilities. It is a fundamental principle upon which this Act is based: that state and local government has as one of its most important missions the fire safety of our citizens. The Act recognizes the need for Federal Government help. Thus, the President and the Congress have seen that we have a serious fire problem, that this problem is a prime responsibility of state and local government, and that the Federal Government must help if solutions are to come as soon as they are needed."

  From the thesis abstract: "Theft and diversion of nuclear materials suitable for construction of nuclear explosives or dispersal weapons has received considerable recent attention in the public domain. A design study was undertaken to improve the security systems for nuclear materials and weaponry. In addition to an analysis of the threat, calculations are presented to quantify the amount of material necessary to produce a significant nuclear yield, as well as models to deduce a probability of diversion and hazards associated with plutonium dispersion. These methods were closely patterned after a similar analysis contained in the recently released Reactor Safety Study (WASH 1400). Several event trees were considered with different initiating events representing theft or diversion at different stages of nuclear materials processing or utilization. Unlike the Reactor Safety Report, fault trees were of limited use in assigning probabilities-- especially for the initiating event itself. Instead, probabilities were estimated based on models which were constructed from available data on similar terrorist activities such as airline hijackings, mass murders, and other equivalent antisocial acts. These techniques had only limited success and predicted only a gross upper bound for final probabilities. Relative risk levels are shown to be approximately an order of magnitude less than the risk posed by most common accidents."

  "Over the past years, the Defense Civil Preparedness Agency (DCPA) pursued various means of fulfilling joint obligations with the State and local governments in developing and maintaining nationwide civil preparedness. At State and local level the prime objective was the same-but ideas and methods for reaching the always-elusive goal sometimes didn't mesh with Federal concepts and programs. […] A few years ago, a new idea in management began to take hold; its name-participatory management. The concept wasn't really new, but as managers both in and out of government looked around, they were surprised to see how little 'participation' there was by everyone concerned in various systems. DCPA encouraged participatory management in civil preparedness-and took a good hard look at its own programming and management system. DCPA's system was functional but it was cast in the old mold; it was top heavy in superstructure, designed around national objectives; and weak at the foundations, with funds trickling down to communities in thinly sliced allotments based on those national objectives; and with little hard data and other information on which to determine total local needs. After a full year of development, DCPA now has an 'objectives oriented' system, based on a good, firm foundation of finding out local needs in relation to the overall objectives of the national program."

From the opening statement of James Abourezk: "This is an open public hearing before the Subcommittee on Indian Affairs exercising its constitutional oversight function to determine if the Bureau of Indian Affairs is properly carrying out the law. The specific purpose of our inquiry today is to examine the reorganization plan that the Bureau has been in the process of implementing for nearly 2 years and a reduction in force action which apparently finalizes that reorganization. [...] At a hearing in Denver, Colo., last September this committee heard from over 30 witnesses who were tribal leaders and other Indians familiar with the Bureau structure. These witnesses unanimously condemned the reorganization as an attempt by the old-line bureacracy in the BIA to destroy the opportunity tribes had to be heard in the decisionmaking process."   "By virtue of the authority vested in me by section 3347 of title 5 and section 301 of title 3 of the United States Code, and as President of the United States, it is ordered as follows: Section 1. During any period when, by reason of absence, disability, or vacancy in office, either the Secretary of the Treasury or his Deputy Secretary is not available to exercise the powers or perform the duties of the office of Secretary, an officer from the Department of the Treasury appointed by the President--by and with the advice and consent of the Senate, in such order as the Secretary of the Treasury may from time to time prescribe--shall act as Secretary until the absence or the disability of the incumbent shall cease, or until a successor is appointed. If no such order of succession is in effect at that time, then such officers shall act as Secretary in the descending order of rank, as established by their offices being listed in sections 5314, 5315 or 5316 of title 5 of the United States Code and, at each level of the Executive Schedule, in the order which they shall have taken the oath as such officers. Sec. 2. Executive Order No. 11680 of August 21, 1972, entitled 'Designation of Certain Officers to Act as Secretary of the Treasury' is hereby revoked."

  In National Security Decision Memorandum (NSDM) 281, President Ford "has reviewed the report of December 6 submitted by the director of the arms Control and Disarmament Agency, pursuant to NSDM 279. He has approved the report and authorizes the Director to state before the Senate Foreign Relations Committee that: (1) the formulation of U.S. policy toward tear gas and herbicides incorporated in the report is the Presidents position, (2) it is the President's intention to conform U.S. policy accordingly, assuming the Senate consents to ratification on this basis, and (3) the President continues to urge advice and consent to ratification of the Biological Warfare Convention. The President also approves the notification of appropriate allied government of the Administration's position on the Protocol prior to the appearance of the Director before the Senate Foreign Relations Committee."
