Under the EPA's current program, 25 states have added their own differing discharge standards. Some states have laws in place forcing vessel owners to treat their ballast water to a standard for which no technology has yet been invented. The situation is ridiculous. It is completely unreasonable to ask vessel operators to comply with two federal standards and as many as 25 different, contradictory, and unachievable state standards. Last April Home Depot was breached, compromising tens of millions of credit card accounts and email addresses. In November, in an attempt to intimidate Sony Pictures from releasing a movie, intruders attacked the company and gained access to employee emails, confidential corporate information, and copies of unreleased films. This past January, Anthem announced it had been hacked, potentially jeopardizing the personal information of 80 million people. And just a few days ago, Premera Blue Cross revealed that its systems had been compromised, possibly exposing the medical and financial information of 11 million customers. These attacks -- whether by hostile foreign nations or by money-seeking criminals -- are intolerable. U.S. companies must have assurances that their own information is secure, while their customers must have confidence that thieves will not steal their personal and financial records. In light of the recent large-scale cyberattacks, it's clear that our companies and citizens do not have those assurances today. As a result, Congress urgently needs to strengthen the security of our nation's digital infrastructure by creating more effective ways for businesses and the government to share information on cyber threats, and by providing strong liability protection for those exchanges." From the opening statement of Chairman Jason Chaffetz: "This Committee has received 1600 pages of 'unredacted' email traffic previously provided in a highly 'redacted' form through FOIA [Freedom of Information Act] requests to various organizations including VICE.com. Today we will compare these communications to understand what legal justification Mr. Wheeler's agency used to prevent this information from becoming public. In addition, we will examine the series of events resulting in the highly controversial vote to use Title II to regulate the Internet like a public utility. In May 2014, the FCC issued a Notice of Proposed Rulemaking concerning internet regulation that indicated broadband and mobile services would remain classified under Title I. The Iraq Strategy Review unveiled by the president on January 10th identified the continued strengthening of the Iraqi Security Forces (ISF) and the acceleration of the transition of security responsibility to the Iraqi government as an objective achievable in the next 12 to 18 months. Key to whether this transition will be successful will be the capability of the ISF, both military and police. In addition to a number of full committee sessions, this is the fourth time that our subcommittee has met to consider the development of the Iraqi Security Forces. In the closed briefings we held this month, we learned about ISF's logistics systems and issues related to size, composition, training and end strength of the Iraqi Security Forces. Last week, we examined financial aspects of the transition of funding responsibilities to the Iraqi government. In today's hearing, we will receive testimony from experts who have been analyzing the development of the ISF. The witnesses' testimony will cover a variety of issues associated with the administration's goal of transitioning security operations by January 2008, including manning, training and equipping the Iraqi Security Forces, the logistical and ministerial support necessary to sustain the ISF and, most importantly, the actual and projected capabilities of the ISF." Pakistan may well pose the most complex security challenge facing us. The terrorist havens continue to thrive in Pakistan's border area, providing refuge to Al Qaeda, and negatively impacting stability in Afghanistan. Terrorist and insurgent forces on Pakistan's territory also contribute to Pakistan's own internal instability, which is further compounded by the country's economic crisis, and civilian government, with limited powers. At the same time, Pakistan continues to possess enough fissile material for about 55 to 90 nuclear weapons, and tensions with its nuclear-armed neighbor, India, have increased. So how do we strengthen the U.S.-Pakistan military partnership to better address these challenges? In my opinion, the Administration's recent Afghanistan-Pakistan strategy is a step in the right direction. However, the strategy alone does not guarantee success. Implementation of the strategy, benchmarks to measure progress, and accountability are all critical, as well as close cooperation with our Pakistani partners in all of these areas." BIDEN JR., President of the United States of America, in order to take additional steps with respect to the national emergency declared in Executive Order 14024 of April 15, 2021, expanded by Executive Order 14066 of March 8, 2022, and relied on for additional steps taken in Executive Order 14039 of August 20, 2021, and Executive Order 14068 of March 11, 2022, hereby order: Section 1. (a) The following are prohibited: (i) new investment in the Russian Federation by a United States person, wherever located; (ii) the exportation, reexportation, sale, or supply, directly or indirectly, from the United States, or by a United States person, wherever located, of any category of services as may be determined by the Secretary of the Treasury, in consultation with the Secretary of State, to any person located in the Russian Federation; and (iii) any approval, financing, facilitation, or guarantee by a United States person, wherever located, of a transaction by a foreign person where the transaction by that foreign person would be prohibited by this section if performed by a United States person or within the United States.
