• Countering Small Boat Terrorism in Territorial Sea

  "Terrorists exploit surprise in successful attacks; security forces are generally unaware of the source of these attacks. In today's information age, terror threats may originate with transnational organizations or exploit the territory of failed, weak or neutral states. Countering maritime terrorism by eliminating terrorists on land is the best solution; however, it may not be feasible, and if feasible could require many years. This thesis utilizes Game Theory to analyze various counterterrorism strategies, and infers how security forces could tilt the game of small boat terror attacks to their advantage. Since Israel has immense experience in countering small boat terrorism, Israeli coastal defense is analyzed, examining how detection and identification enhance Maritime Space Transparency (MST), adapting Maritime Domain Awareness (MDA) to territorial sea. Since MST needs to be maintained continuously in time and large spatial domains, the feasibility of utilizing Automatic Identification System (AIS), Inverse Synthetic Aperture Radar (ISAR) and electro-optical sensors on aerostats, and AIS and Synthetic Aperture Radar (SAR) from Low Earth Orbit (LEO) satellites to generate a Common Operating Picture (COP) is explored. The optimum number of aerostats fitted with an appropriate sensor suite is calculated with multi-criteria optimization to provide more than 89% MST. The thesis concludes with recommendations, such as amending existing International Maritime Organization AIS fitment policy from size-based to role-based fitment."

• Review of Management Agreements Developed for DHS' Primary Data Center

  This Department of Homeland Security (DHS) Office of Inspector General (OIG) report "audited the efficiency of the Department of Homeland Security's (DHS) management agreements to establish a primary data center at the Stennis Space Center in Mississippi. The department has agreements with the U.S. Navy to establish and maintain the DHS primary data center. We determined that the associated interagency agreements for this effort are missing key elements. Additionally, the department's technical representatives have not reviewed invoices associated with $160 million in expenditures. The audit included a review of DHS policies and procedures, interagency agreements, the memorandum of agreement, and prior audit reports."

  "The skies over America are becoming more crowded every day. The consensus of opinion is that the current system cannot be expanded to meet projected growth. In 2003, recognizing the need for system transformation, Congress authorized the creation of the Joint Planning and Development Office (JPDO), housed within the Federal Aviation Administration (FAA), to lead a collaborative effort of federal and nonfederal aviation stakeholders to conceptualize and plan the Next Generation Air Transportation System (NextGen)-a fundamental redesign and modernization of the national airspace system. JPDO operates in conjunction with its partner agencies, which include FAA; the Departments of Transportation, Commerce, Defense, and Homeland Security; the National Aeronautics and Space Administration (NASA); and the White House Office of Science and Technology Policy. GAO's testimony focuses on the progress that JPDO has made in planning the NextGen initiative and some key issues and challenges that JPDO continues to face. This statement is based on GAO's November 2006 report to this subcommittee as well as ongoing work. In our November 2006 report, we recommended that JPDO take actions to institutionalize its collaboration and determine if it had the involvement of all key stakeholders. JPDO said it would consider our recommendations."

Housed within the Federal Aviation Administration (FAA), JPDO has seven partner agencies: the Departments of Transportation, Commerce, Defense, and Homeland Security; FAA; the National Aeronautics and Space Administration (NASA); and the White House Office of Science and Technology Policy. FAA will have primary responsibility for implementing NGATS. This report addresses (1) the status of JPDO's efforts to plan for NGATS, (2) the key challenges facing JPDO, and (3) the key challenges facing FAA as it implements the transformation. To address these issues, GAO reviewed relevant documents, interviewed agency officials and stakeholders, and conducted an expert panel."

  "The General Services Administration (GSA) provides leased space to over 55 percent of federal employees at an annual cost of $3.6 billion. In 2004, GSA awarded four contracts for national broker services (NBS). Performance of the contracts began on April 1, 2005. This report focuses on GSA's administration of the leasing contracts for the first contract year, ending March 31, 2006, and addresses, among other matters, (1) how GSA is attempting to prevent conflicts of interest in the NBS leasing program and to safeguard its information; (2) what, if any, savings have accrued to the government; and (3) how GSA is distributing its leasing workload among the brokers. To address these matters, GAO, among other actions, analyzed the contracts; GSA's contract administration guide; and GSA's policies, procedures, and controls related to these matters."

  Since the terrorist attacks of September 11, 2001, the United States government has significantly enhanced its level of engagement with African governments. There is a growing recognition in Washington policy circles that the social and economic instability plaguing Africa is a strategic concern for the United States. In response, the Department of Defense has collaborated with the Department of State to develop the Trans Sahara Counterterrorism Partnership (TSCTP), which supports African states efforts to improve border security and counterterrorism capacity while also facilitating regional cooperation, promoting democratic governance, and improving relations with the United States.1 BACKGROUND Levels of modernization and development vary enormously among the countries of North Africa and the Sahel.2 Many of the states in this region have stable authoritarian governments while others have been plagued by violence and instability. There are a few fledgling democracies, including Niger. Tribal structures are still the primary political unit in many areas that have never been under the control of a central government. Local authorities have had little success controlling terrorists operating in desert terrain that is extremely difficult to monitor, making this region an excellent example of what the Pentagon calls ungoverned space. The region s economies are fragile, relying on inefficient state owned industries and subsistence agriculture, and they are undermined further by the large volume of black market activity. For some individuals, criminal activity particularly smuggling has been a gateway to direct participation in terrorism Violent extremist groups target unemployed and underemployed young men for recruitment into terrorist organizations. These disenfranchised youth are vulnerable to ideologies that offer simple solutions to their problems and promise great rewards for their participation.

• GSA Security Resource Guide: A Guide to Federal Security [website]

  The Federal Real Property Council identified security as its number one issue to address in 2002. The Federal Real Property Council (FRPC) is a group of senior level real property executives from more than 30 Federal agencies representing the global portfolio of all Federal real property assets. The Council provides a forum to address critical real estate and workplace issues challenging all Federal agencies. The FPRC identified security as its number one issue to address in 2002 and formed a work group of representatives from a cross section of Federal agencies. The work group began in March 2002 and quickly acknowledged that there was sufficient policy available or being created in other arenas and that its focus would be on how best to function in the day-to-day environment facing each agency. That led the group to concentrate on four major security areas: design and construction; Existing Space (leased and government-owned); Occupant Emergency Organizations; and Sharing Information/Valuable Resources. Through a series of meetings and featured speakers, the group acknowledged the need for improvement and, at the same time, identified the outstanding practices to be found in each agency. Many of the ideas and practices are simple measures that may appear obvious, but they are all worth repeating. Among the group members, each participant found many actions that would enhance their security programs, frequently with minimal effort and expense. In the hope that others will find these ideas and practices equally useful, the working group offers this Security Resource Guide.

• Countering a Strategic Gambit: Keeping US Airpower Employable in a China-Taiwan Conflict

  "The Taiwan issue remains a western Pacific flashpoint. The People's Republic of China (PRC) claims complete sovereignty over Taiwan and has promised to use force if peaceful means fail to keep Taiwan from pursuing independence. Taiwan, meanwhile, has witnessed a significant growth of pro-independence forces in the last few years. The current Taiwanese ruling party's openly pro-independence stance has challenged the PRC. Though cross-strait tensions have waxed and waned, the potential for conflict remains high. The United States has been involved in this situation since it began over 50 years ago and remains committed to both Taiwan's defense and finding a peaceful solution within the bounds of the 1979 Taiwan Relations Act. Chinese leaders see that a possible US intervention in a Taiwan Strait conflict will rely on a joint force dependent on naval power and airpower. In essence, the PRC has begun to shape the potential western Pacific battle space using military, economic, and diplomatic means. Though the People's Liberation Army's (PLA) growing strength has captured many analysts' attention, the force will remain, at best, a regional power for the foreseeable future. The PLA's growing power should be neither under-estimated nor ignored by US policy makers. Still, for at least the near term, China will compensate for its limited military strength by pursuing a strategy using its growing economic power and careful diplomatic pressure on western Pacific nations to limit the United States' ability to deploy and employ airpower to defend Taiwan."

(2) This ICD rescinds Director of Intelligence Council and the National Intelligence Officers; DCID 3/11, Foreign Weapon and Space Systems Intelligence; DCID 3/9, Foreign Atomic Energy Intelligence; DCID 3/10, Foreign Scientific and Technical Intelligence; and DCID 3/16, Foreign Denial and Deception Analysis. (3) Nothing in this ICD shall affect the authorities and responsibilities of the Office of the Director of National Intelligence (ODNI) Mission Managers under ICD 900 (Mission Management) or any other applicable law or regulation. The NIC shall work with DNI Mission Managers and senior ODNI and other IC officials to ensure efforts are fully integrated and responsive. • Correlating Personal Information between DoD411, LinkedIn, Facebook, and MySpace with Uncommon Names

  "It is generally easier to disambiguate people with uncommon names than people with common names; in the extreme case a name can be so uncommon that it is used by only a single person on the planet, and no disambiguation is necessary. This thesis explores the use of uncommon names to correlate identity records stored in DoD411 with user profile pages stored on three popular social network sites: LinkedIn, Facebook, and MySpace. After grounding the approach in theory, a working correlation system is presented. We then statistically sample the results of the correlation to infer statistics about the use of social network sites by DoD [Department of Defense] personnel. Among the results that we present are the percentage of DoD personnel that have Facebook pages; the ready availability of information about DoD families from information that DoD personnel have voluntarily released on social network sites; and the availability of information related to specific military operations and unit deployments provided by DoD members and their associates on social network sites. We conclude with a brief analysis of the privacy and policy implications of this work."

  "Since the early 1990s, the world community has come to rely on the Internet as a critical infrastructure supporting commerce, education, and communication. While the benefits of this technology have been enormous, this widespread interconnectivity poses significant risks to the computer systems of our government and our nation and, more importantly, to the critical operations and infrastructures they support. Federal regulation establishes the Department of Homeland Security (DHS) as the focal point for the security of cyber space--including recovery efforts for public and private critical infrastructure systems.1 Additionally, federal policy recognizes the need to be prepared for the possibility of debilitating Internet disruptions and tasks DHS with developing an integrated public/private plan for Internet recovery.2 In June 2006, we issued a report3 that (1) identifies examples of major disruptions to the Internet, (2) identifies the primary laws and regulations governing recovery of the Internet in the event of a major disruption, (3) evaluates DHS's plans for facilitating recovery from Internet disruptions, and (4) assesses challenges to such efforts. The report includes matters for congressional consideration and recommendations to DHS for improving Internet recovery efforts. As requested, this testimony summarizes our June 2006 report and provides an update of DHS's efforts to implement our recommendations. The report that this testimony was based on contains a detailed overview of our scope and methodology and was performed in accordance with generally accepted government auditing standards."

• Case Study in Transnational Crime: Ukraine and Modern Slavery

  "This thesis explores the roots of modern slavery (human trafficking) in post- Soviet space through a Ukrainian case study. Ukraine is scrutinized in an attempt to explain the central question: how did the export and enslavement of hundreds of thousands of Ukrainians come about? This involves an analysis of governance, social conditions, and economic conditions in Ukraine, and a subsequent evaluation of why Ukraine has been unable to manipulate political, legal, social, and economic variables to end the export of their people. A summary of central causal explanations include rapidly expanding criminal enterprises and little government capacity to counter them. The problem is aggravated by a need for migration among potential victims that is accelerated by economic and social conditions, and a lack of legitimate means to find work abroad or meaningful work at home. Searching for answers inside of Ukraine and surveying the prolific demand for Ukrainian slaves in many countries, this research examines these findings, then explores some policy options such as encouraging legal migration opportunities, economic development, education programs, expanding relationships between NGO's and states, universal victim assistance hotlines staffed by professionals, and a fund to reimburse victims. "

Important results cannot be verified, and confidence in scientific claims dwindles. The Federal Government is the main sponsor of basic scientific research, with over $140 billion spent in fiscal year 2013.   This is the November 15, 2012 hearing on "The U.S. Antarctic Program: Achieving Fiscal and Logistical Efficiency While Supporting Sound Science," held before the U.S. House Committee on Science, Space, and Technology. From the opening statement of Ralph M. Hall: "The first United States presence in Antarctica dates way back to 1830. Our support of explorers and scientists on that continent has yielded and continues to yield valuable research that not only affects our daily lives, but absolutely can't be done in any other place on earth. As much as we currently know about Antarctica, there remains much to be learned. It is hard to believe that it has only been slightly more than 100 years since humans arrived at the South Pole, and now we are performing science there year-round at the U.S. South Pole Station, in addition to the work being done at McMurdo and Palmer stations, at remote camps across the continent, and on various research vessels in the Southern Ocean. We are fortunate to have the National Science Foundation capably managing the U.S. Antarctic Program for the entire United States and we are pleased that it, in consultation with the White House Office of Science and Technology Policy, initiated two activities to review the program: first, a National Academies report to focus on the science needed for the next two decades, and second, a Blue Ribbon Panel report to focus on the logistics required to support that science. The purpose of the hearing today is to take a look at the recommendations of the Blue Ribbon Panel's report, 'More and Better Science in Antarctica through Increased Logistical Effectiveness,' is the title of it, and the benefits, costs and savings associated with those recommendations." From the hearing's purposes statement: "The purpose of the hearing is to examine the EPA's conduct of its investigation into the relationship between hydraulic fracturing and groundwater, with an emphasis on adherence to protocols, procedures, and other policies governing these research activities, A particular focus of tile hearing will be to examine the EPA's investigations in Parker County, Texas; Pavillion, Wyoming; and Dimock, Pennsylvania, and ascertain any lessons that might be learned from these experiences and used to inform and improve the EPA's ongoing study of the potential impacts of hydraulic fracturing on drinking water resources."   From the President's letter to the Speaker of the House: "I ask the Congress to consider the enclosed Fiscal Year (FY) 2017 Budget amendments for the Departments of Agriculture, Defense, Education, Homeland Security, State and Other International Programs, and Transportation, as well as the National Aeronautics and Space Administration, the Public Defender Service for the District of Columbia, the Surface Transportation Board, and the U.S. Holocaust Memorial Museum. Also included is an amendment to a general provision included in Title VI of the Financial Services and General Government Appropriations Act, 2016, that would affect the Federal Trade Commission. These amendments are necessary to reflect correctly policies assumed in my FY 2017 Budget. These amendments would increase by $4 million the overall discretionary budget authority in my FY 2017 Budget. This transmittal also includes FY 2017 Budget amendments for the Legislative Branch. As a matter of comity and tradition, these appropriations requests for the Legislative Branch are transmitted without change. These amendments would decrease by $25 million the overall discretionary budget authority in my FY 2017 Budget."

  "Francis E. Warren Air Force Base (F. E. Warren AFB), is proposing development of a wind farm project. This Environmental Assessment (EA) documents an analysis of the environmental effects of the proposed project and alternatives, as required by the National Environmental Policy Act (NEPA). The U.S. Air Force is the lead agency for the project. F. E. Warren AFB encompasses approximately 5,866 acres and is located in the southeastern corner of Wyoming, in Laramie County, on the western edge of the city of Cheyenne. It is the oldest continuously active Air Force installation in the United States, and is dedicated to the operation of Intercontinental Ballistic Missiles (ICBMs). The host unit at F. E. Warren AFB is the 90th Space Wing, which operates 20 missile alert facilities and 200 launch facilities for Peacekeeper and Minuteman III nuclear ICBMs. The deployment area for the missiles comprises approximately 12,600 square miles in eastern Wyoming, western Nebraska, and northern Colorado. The total base population (including dependents) was 5,878 in March 2002, which is a 13.9% increase from March 2000. The base has also experienced a 9.8% increase in personnel from March 2000 to March 2002. The only major mission change anticipated in the foreseeable future is the deactivation of the Peacekeeper Missile System. This deactivation will result in the loss of 610 personnel (559 military and 51 civilians) and is scheduled to be completed by 2007."

  "Fairfax County, Virginia, Fire and Rescue Department's urban search and rescue resource, Virginia Task Force 1 (VATF1), developed the Family Support Services Team (FSST). The FSST provides a variety of support services to VATF1 team members and their families before, during, and after deployments. […] VATF1 is a group of about 200 dedicated men and women from multiple emergency disciplines, including firefighters, physicians, engineers, and others, who rapidly deploy around the world to provide search and rescue assistance. VATF1 has been deployed nationally to provide assistance during Hurricane Isabel in 2003, the 2003 Space Shuttle Columbia Recovery Mission, the attack on the Pentagon on September 11, 2001, and the 1995 Oklahoma City Bombing. The team has also been deployed internationally by the United States Agency for International Development/Office of US Foreign Disaster Assistance (USAID/OFDA) to provide search and rescue support. These search and rescue missions include assistance to the 1998 American Embassy bombing in Nairobi, Kenya; major earthquakes in Izmit, Turkey; Duce, Turkey; and Touliu, Taiwan in 1999; and the 2003 earthquake in Bam, Iran. VATF1 first incorporated the FSST into its deployment protocol just before the 1995 Oklahoma City Bombing. The Fairfax County, Virginia, fire chief recognized the growing need for a support system for the VATF1 team and its families and incorporated the FSST into the department's general orders and policies. The FSST relieves other department staff from having to care for the families during deployment. The VATF1 relies on the FSST to provide the necessary resources, services, and support to the entire VATF1 family."

  From the Purpose: "The purpose of this paper is to define the OSD [Office of the Secretary of Defense] Policy perspective of a viable taxonomy for space mission assurance, and its conceptual origin. It is beyond the scope of this paper to discuss measurement techniques -- that is a job for engineers and system developers. However, the quantification job becomes more practical, and the conversation of alternatives more understandable, once the taxonomy is established and agreed upon. That is not to declare that there is only one possible taxonomy; indeed there are many. But as long as the selected taxonomy encompasses all concepts with unique categories for each type of approach, then it provides a sufficient conceptual framework for analysis. In this resilience taxonomy, we chose to expand the subject to one of 'warfighting mission assurance'. The April 2012 DoD Mission Assurance Strategy defined mission assurance as 'A process to protect or ensure the continued function and resilience of capabilities and assets -- including personnel, equipment, facilities, networks, information and information systems, infrastructure, and supply chains -- critical to the performance of DoD mission essential functions in any operating environment or condition.' Resilience is not the end which we seek to assure; it is the warfighting mission assurance benefit, derived from resilience, which we seek to assure."

  "As Beijing steps up its global engagement under General Secretary of the Chinese Communist Party (CCP) and President Xi Jinping, China is also increasing its involvement in the Pacific Islands region. Beijing's heightened engagement in the region in recent years is driven by its broader diplomatic and strategic interests, reducing Taiwan's international space, and gaining access to raw materials and natural resources. Although the Pacific Islands receive less of China's attention and resources compared to other areas of the world, Beijing includes the region in its key diplomatic and economic development policy--the Belt and Road Initiative (BRI)--which suggests China has geostrategic interests in the region. [...] Beijing's growing engagement in the Pacific Islands pose a number of implications for U.S. interests in the region. China's inroads in Micronesia, where most of the United States' engagement in the Pacific Islands is concentrated, could threaten U.S. Compact of Free Association agreements with Palau, the Marshall Islands, and the Federated States of Micronesia over the long term. Some analysts are concerned China is trying to erode U.S. influence in the region to weaken the U.S. military presence and create an opening for Chinese military access."

  "Virtualization is a technique for simulating the software and the hardware upon which other software runs. Organizations adopting virtualization technologies can operate their information systems more efficiently, reduce their energy, operations and maintenance costs, and spend less on hardware and space for hardware. Federal organizations, in particular, are alert to the need to reduce the costs of operating data centers and to manage their information systems costs effectively. In a Presidential Memorandum on 'Disposing of Unneeded Federal Real Estate,' issued in June 2010, executive departments and agencies were advised to 'accelerate efforts to identify and eliminate excess properties' and 'to make better use of remaining real property assets as measured by utilization and occupancy rates, annual operating cost, energy efficiency, and sustainability.' The Memorandum specifically addressed the issue of the growth of data centers across the federal government, and charged departments and agencies with adopting policies to avoid expanding data centers beyond current levels, and developing plans for consolidating and significantly reducing data centers within five years. The secure implementation and use of virtualization technologies can help federal agencies meet these goals."

• Ungoverned Spaces: The Challenges of Governing Tribal Societies

  From the thesis abstract: "This thesis addresses the efforts of different regimes to establish their authority over the Pashtun ethnic group. The Pashtun are at the heart of the conflict in Afghanistan, which also reaches into northwestern Pakistan. They provide both an important and current example of why 'ungoverned spaces'--geographic regions beyond the reach of central authority--have become such important topic among many of the world's countries. People that exist within a sovereign state's borders and outside the state's authority present a potentially dangerous problem to both the state itself and the international community. To address the challenges facing a state attempting to establish its authority over the Pashtun, this thesis identifies normative and organizational structures associated with rural Pashtun tribes and discusses how these factors impede the creation of central state authority. These factors are applied to three cases--concerning Britain, Pakistan, and the Soviet Union--which involved a modern government's efforts to establish its authority over the Pashtun. In almost every case, the state failed when it either misunderstood the importance of these structural factors or willfully ignored them to pursue other interests. [...] Looking beyond the Pashtun case, the research in this thesis suggests that policies focused purely on suppression, isolation, or accommodation are destined to fail in establishing state authority."

  From Purpose and Summary: "H.R. 1224, the NIST Cybersecurity Framework, Assessment, and Auditing Act of 2017, implements key ideas to help strengthen Federal government cybersecurity. The bill promotes the federal use of the National Institute of Standards and Technology (NIST) Framework for Improving Critical Infrastructure Cybersecurity, and establishes a federal working group to develop quantifiable metrics to compile information about the effectiveness of the NIST Cybersecurity Framework in protecting federal information and information systems. H.R. 1224 also directs NIST to complete an initial assessment of the cybersecurity preparedness of priority federal agencies and prepare a needs-based audit plan in advance of carrying out individual cybersecurity audits of each federal agency to determine the extent to which each agency is meeting the information security standards developed by NIST. H.R. 1224 further directs NIST to establish a schedule such that agencies are either audited annually or biennially depending on their information security risk. H.R. 1224 requires a report of each audit to be submitted to the Office of Management and Budget (OMB), the Office of Science and Technology Policy (OSTP), the U.S. Government Accountability Office (GAO), the agency being audited, the agency's Office of Inspector General if it has one, and Congress, including the House Science, Space, and Technology Committee and the Senate Committee on Commerce, Science, and Transportation."
