  CRS is the Department of Justice Community Relations Service. From the "Overview of CRS Activities and Accomplishments in Fiscal Year 2013" section: "In Fiscal Year 2013, the Community Relations Service was called upon by federal, state and local government officials, community leaders, and numerous civil rights organizations to address conflicts based on race, color, and national origin. CRS also worked with communities to prevent and respond to alleged violent hate crimes committed on the basis of actual or perceived race, color, national origin, gender, gender identity, sexual orientation, religion, or disability. These conflicts ranged from disparity of treatment allegations in school systems to targeted and violent acts of hate committed against many communities, including: African Americans; Caucasian Americans; Hispanic Americans; Asian Americans; Muslim Americans; Sikh Americans; American Indians; Americans with disabilities; and lesbian, gay, bisexual, and transgender (LGBT) Americans. In total, during fiscal year 2013, CRS completed 693 cases throughout the United States and its territories."

  "Mass casualty, premeditated, and targeted violence incidents connected with extremism and hate are on the rise in the United States. The year 2019 saw more mass killings in the United States than ever recorded in one calendar year. Countering Violent Extremism (CVE) is the government-funded program that intended to mitigate these threats, but diverse community groups labeled CVE a discriminatory spying campaign, focused exclusively on Muslim community members. This thesis explores whether CVE might benefit from the integration of community policing strategies and, if so, what strategies from community policing would make future CVE programs more successful. Using an appreciative inquiry approach, this thesis evaluates CVE pilot programs, including current community policing models in Los Angeles and New York City. Recommendations include abandoning the phrase 'countering violent extremism'; creating an all-inclusive, whole-community approach; empowering all front-line police officers to be problem solvers; cultivating citizen involvement in the design and structure of violence prevention programs; educating police officers on hate crimes, violent extremism, and the radicalization process; separating all community-focused violence programming from intelligence collection and criminal investigation teams; and gaining endorsements of such programs from executive-level law enforcement managers."

  From the Purpose and Summary: "The need to fight domestic terrorism in America is increasingly urgent. Over the course of the 116th Congress, the Committee has investigated this issue, including conducting a hearing entitled 'Hate Crimes and the Rise of White Nationalism' on April 9, 2019. In the hearing witnesses highlighted Congress' critical role in addressing the disturbing increase in white supremacist violence, provided examples of how hate groups have proliferated inside the United States, and detailed how social media platforms have become dangerous recruiting tools in the white nationalist movement. [...] With three-fourths of all domestic terrorist attacks coming from white supremacists, the federal government must allocate its resources to the most deadly threats. H.R. 5602 authorizes the collection of data, call for the results of the data collection to be published, and requires the FBI to focus its resources on the greatest threats. Additionally, H.R. 5602 authorizes the creation of three offices, one each within the Department of Homeland Security (DHS), the Department of Justice (DOJ), and the Federal Bureau of Investigation (FBI), to monitor, investigate and prosecute cases of domestic terrorism. The newly created offices will provide Congress joint biannual reports assessing the state of domestic terrorism threats, with a specific focus on white supremacists."

During the year, extremists plotted to attack--unsuccessfully, thanks to the work of our Joint Terrorism Task Forces--the U.S. Capitol, the New York Federal Reserve Bank, and other landmarks on U.S. soil. Tragically, on the 11th anniversary of 9/11, a hateful attack in Benghazi took the lives of the U.S. Ambassador to Libya and three other Americans. In the cyber realm, a rising tide of hackers took electronic aim at global cyber infrastructure, causing untold damages. Now, these are just two examples of a larger problem. Last fall, I introduced the Hate Crimes Against the Homeless Statistics Act with Senator Collins in an effort to get uniform data collection on this type of violence. My bill would only require data collection on bias-motivated crimes against the homeless. What that means is I want the Federal Government to track how many crimes are being committed against the homeless just because they are homeless. The Fiscal Year 2001 programs in section 2. address gun violence, terrorism, violence in rural america, hate crimes, methamphetamine investigation and cleanup, and money laundering. As an overview, the Bureau of Justice Assistance (BJA) was established to help America's communities develop strategies to reduce victimization and restore a sense of security to our neighborhoods, workplaces, and schools. BJA provides funding and technical assistance to aid the diligent and often unsung work of criminal justice practitioners fighting crime, terrorism, and drug use at the state and local levels. BJA supports justice information sharing through the Office of Justice Programs (OJP) Information Technology (IT) Initiative, which coordinates the efforts of OJP bureaus and offices to facilitate improved communication and information sharing at all levels of government and across all disciplines of the justice system. In FY 2001, BJA worked with its federal, state, and local partners through the initiative to pursue projects in five strategic areas: leadership and guidance, infrastructure and governance, standards, privacy and information quality, and architecture (http://it.ojp.gov). Through the Department's partnerships with state, local, tribal, territorial, and university LEAs, and the Department's own law enforcement components, the Department recognizes that law enforcement officers (LEOs) at all ranks are striving to improve their response to reports of these crimes and seeking assistance and support for their efforts. Gender-based violence is violence and other harmful acts directed at an individual because of gender, which includes biological or perceived gender, sexual orientation, gender identity, and intersex traits. Gender-based violence is rooted in gender inequality, and perpetrators use violence to exert power and control over their victims. Examples include domestic violence, dating violence, sexual assault, stalking, sexual harassment, and gender-based hate crimes. While this guidance focuses on domestic violence and sexual assault, reducing gender bias in these areas will improve law enforcement responses to other forms of gender-based violence."

  On February 12, 2002, the Minnesota Advisory Committee to the U.S. Commission on Civil Rights held a briefing to examine the civil rights implications of the September 11, 2001, terrorist attacks on Muslims and Arab Americans in the state and to supplement the Commission's national review. Two representatives from the Minnesota chapter of the American-Arab Anti-Discrimination Committee (ADC) spoke at the briefing: Sorya Amra, the chapter's president, and Fouzi Slisli, its media director. They provided a snapshot of issues facing Muslims and Arab Americans, and those perceived to be, in Minnesota in the months after the attacks. Topics discussed included hate crimes and discrimination stemming from September 11, civil liberties concerns over the government's antiterrorism measures, the media's coverage of the treatment of Muslims and Arab Americans, and the ADC's response to these issues. The alleged assailant was armed with a 5.56 caliber Sig Sauer rifle and a 9mm Glock semiautomatic. The Bureau of Alcohol Tobacco, Firearms, and Explosives (ATF) has reported that these weapons were legally purchased in Florida. During the assault on the nightclub, the alleged assailant reportedly called 911 to pledge allegiance to ISIS [Islamic State of Syria and Iraq]. The assailant was killed by police after a standoff that lasted approximately three hours. This incident is the worst mass shooting in U.S. history to date.   "The iconography of the Confederate states in the U.S. Civil War is a contested part of American historical memory. Confederate flags, statues, plaques, and similar memorials have been valued historical symbols for some Americans, but for others have symbolized oppression and discrimination. Further, Confederate symbols have sometimes been associated with violent confrontations and hate crimes in the United States, including in recent years. Recent prominent incidents in which Confederate symbols were invoked--in particular, the June 2015 shooting deaths of nine people in a historically black church in Charleston, SC, and violence at an August 2017 rally in Charlottesville, VA--have led to renewed consideration of the presence of Confederate symbols in public spaces. Some local and state governments have elected to remove Confederate statues, flags, and other symbols from places of public prominence."

Recent investigations have identified dozens of veterans and active-duty servicemembers who are affiliated with white supremacist activity. This is far from a new problem. In fact, the SPLC has been documenting white supremacist infiltration of the military and urging officials to take substantial and systematic action since 1986. While some have focused on the role that social media companies play in moderating user-generated content, others have called for Congress to pass laws regulating online content promoting terrorism or violence. Proposals related to government action of this nature raise significant free speech questions, including (1) the reach of the First Amendment's protections when it comes to foreign nationals posting online content from abroad; (2) the scope of so-called 'unprotected' categories of speech developed long before the advent of the internet; and (3) the judicial standards that limit how the government can craft or enforce laws to preserve national security and prevent violence."

  "On April 11, 2002, seven months after the attacks, the Wisconsin Advisory Committee held a briefing to assess the civil rights implications of 9/11 for Muslims and Arab Americans in Wisconsin. Speaking before the Committee were representatives from the Milwaukee Muslim Women's Coalition, the Islamic Society of Milwaukee, and the University of Milwaukee's Muslim Student Association. Panelists discussed the aftereffects endured by Muslims and Arab Americans, including hate crimes, discrimination, and civil liberties concerns. They discussed misperceptions of Islam, how these misperceptions can inflame anti-Muslim sentiments, and efforts to educate the public.   From the Purpose and Summary: "Federal law enforcement agencies have reported that domestic violent extremists pose a steady and evolving threat of violence to our communities and especially to minority institutions. As threats and attacks have moved from one community to the next, the underlying drivers for domestic violent extremism--anti-government sentiment, racism, and anti-Semitism--have remained constant. H.R. 350, the ''Domestic Terrorism Prevention Act of 2022'' (DTPA), authorizes the creation of three offices, one each within the Department of Homeland Security (DHS), the Department of Justice (DOJ), and the Federal Bureau of Investigation (FBI), to monitor, investigate and prosecute cases of domestic terrorism. The newly created offices would provide joint biannual reports to Congress assessing the state of domestic terrorism threats, with a specific focus on white supremacists. In preparing the reports, the offices would review hate crime incidents to determine if those incidents also constituted domestic terrorism. Based on the data collected, DTPA requires the newly created offices to focus their resources on the most significant threats, as described in detail to Congress in the joint biannual report. DTPA also codifies the Domestic Terrorism Executive Committee, which would coordinate with United States Attorneys and other public safety officials to promote information sharing and ensure an effective, responsive, and organized joint effort to combat domestic terrorism. The legislation requires DOJ, FBI, and DHS to provide training and resources to assist state, local, and tribal law enforcement agencies in understanding, detecting, deterring, and investigating acts of domestic terrorism and white supremacy. Finally, DTPA directs DHS, DOJ, FBI, and the Department of Defense (DoD) to establish an interagency task force to combat white supremacist infiltration of the uniformed services and federal law enforcement."

It perhaps should be pointed out that CRS is well aware that citizens bear some of the responsibility for the nature of relations with the police. In fact, CRS has frequently addressed steps that citizens and police can take cooperatively to reduce community racial tension in its field services and publications. The interest here, in this publication, is in focusing exclusively on the police function, because of its predominant importance in the overall equation of police-citizen relations. Finally, while this publication is directed primarily towards law enforcement, it is also CRSs intent to encourage law enforcement executives to use its contents to explore their relationship with representatives of the communities in which they work. In the Community Relations Service, we have always appreciated the benefits of a preventive response versus a reactive one. • Coping with Police Misconduct in West Virginia: Citizen Involvement in Officer Disciplinary Procedures - A Review of Existing Law, Legislative Initiatives, and Disciplinary Models

  "The West Virginia Advisory Committee to the U.S. Commission on Civil Rights presents this report on citizen involvement in the disciplinary process of law enforcement officers in West Virginia. In May 2003, the Advisory Committee released its report, 'Civil Rights Issues in West Virginia', summarizing four issues raised by public officials, community advocates, and the public at the Committee's three forums held between 1998 and 2000: (1) police-community relations, (2) treatment of minority students and students with disabilities in public schools, (3) civil rights issues related to employment, and (4) hate crimes. Concerning police-community relations, the Committee observed that tensions between law enforcement agencies and minorities were exacerbated by incidents of police brutality, and the general public seemed to believe that existing procedures for overseeing police misconduct were ineffective. Following the June 2003 presentation of the report's conclusions by Chairperson Ranjit Majumder to the West Virginia legislature's Joint Select Committee on Minority Issues, West Virginia House delegate Carrie Webster, a member of the Select Committee, on August 2, 2003, invited the Committee to share further insight on the problem of police misconduct in West Virginia. She suggested that the Committee prepare a background paper describing current methods of police officer discipline, and elaborate on new approaches or models from other parts of the country that could be considered for adoption in West Virginia. Responding to her request, the Committee prepared a background paper addressing the above topics. It also elected to issue this report, which is based on the background paper, to make the information available to police officers, public officials, and the general public. This report describes the ongoing problem of police brutality, and existing law and structure to address disciplinary issues (chapter 2); reviews past legislative attempts to reform disciplinary procedures and the experience of two recent review boards established in Bluefield and Charleston (chapter 3); and discusses alternative models and methods, such as accountability and incentive strategies, used successfully in other parts of the country (chapter 4)."
