• Intelligence-sharing Continuum: Next Generation Requirements for U.S. Counterterrorism Efforts

  From the thesis abstract: "The September 11, 2001 terrorist attacks were a major catalyst for intelligence reform in the United States. Since this date, most government agencies have strived to evolve and advance in this capacity. One such way has been through the development of multi-agency, multi-disciplinary intelligence centers, such as the National Counterterrorism Center, the Interagency Threat Assessment and Coordination Group, and the 72 state and major urban area fusion centers established throughout the nation. However, despite the changes that have occurred throughout the U.S. intelligence and law enforcement communities, significant issues still remain that are impeding the creation and flow of actionable intelligence to support domestic counterterrorism efforts. This has been identified from research conducted on numerous sources. Several policy, technological, cultural and political challenges exist, all contributing to the less-than-perfect nature of the United States' existing counterterrorism framework. This thesis aims to identify potential solutions that leverage existing intelligence operations to promote an intelligence-sharing continuum across all tiers of U.S. government. The author provides an analysis of specific, priority issues that require fixing within our nation's counterterrorism system, and provides evidence-based recommendations to improve the capability and value of existing intelligence support structures and further-develop the desired intelligence-sharing continuum."

  "The commission formed after the terrorist attacks of September 11, 2001 identified a need for a better domestic intelligence capability, and policy decisions since then have directed increased information sharing between the intelligence community and the collective law enforcement community. This monograph outlines how the new operational environment, which includes the establishment of a new combatant command and the establishment of the Department of Homeland Security, affects domestic intelligence operations through a review of current regulations and policies affecting domestic intelligence operations. It advocates provision of intelligence support to established state level intelligence centers by each state's National Guard predominantly through information sharing, with the National Guard assets serving as a conduit for information between the intelligence community and the state intelligence fusion centers. It is beneficial to the each state's National Guard Joint Forces Headquarters to support this because of the capability for increases situational awareness, with little change to existing regulations due to the requirement to maintain a common operating picture. The National Center for Missing and Exploited Children (NCMEC), for example, is using face recognition software to search the internet for these children. In the past, determining someone's identity was a manual drawn-out process of viewing mug shot images. The use of face recognition software is helping to streamline this process by returning investigative results quicker. The purpose of face recognition technology is not a new one, it's simply enabling law enforcement entities to complete an existing process more efficiently.   This workshop title "State and Local Intelligence: Challenges for Homeland Security" was held at the Naval Postgraduate School Center for Homeland Defense and Security in Monterey, CA on July 12-14. Presenters at this workshop include: Joseph Pfeifer, Charles Eaneff and Nestor Duarte. "The conference was a three-day event that began on the evening of 12 July 2007. It was an opportunity for the NPS faculty, state, local and federal officials, law enforcement personnel, public health officers and members of the National Guard to discuss the latest developments related to intelligence for homeland security. The workshop allowed practitioners, academics, and other intelligence officials to network together and build interagency and intergovernmental relationships. The conference was intended to pool insights from academics and practitioners to produce a publication on intelligence that can be used by the homeland security community. The event also enhanced the current homeland security curriculum by exposing the new cohort of over thirty students from state and local organizations to the sophisticated debate and discussions that occurred during the conference. The paper presenters at the conference highlighted several issues related to intelligence for homeland security: (1) the process of producing finished intelligence and the special challenges created by the problem of intelligence for homeland security; (2) intelligence liaison between federal, state and local agencies; (3) intelligence fusion centers; (4) comparison of large and small municipalities (5) police intelligence techniques (6) intelligence best practices."

  "With the explosion of available data from a variety of sources, it has become increasingly difficult to keep pace with the amount of arriving data, extract actionable information, and integrate it with prior knowledge. Add to that the pressures of today's fusion center climate and it becomes clear that analysts, police officers, and executives' ability to make rapid, sound decisions is severely compromised. The combination of circular reporting and the complexity of data sources are contributing to information overload. Law enforcement agencies realize this cannot be resolved by continuing to hire more intelligence analysts. Instead, they must begin leveraging technology. The Illinois State Police is utilizing a technology artifact in its Statewide Terrorism and Intelligence Center (STIC) which incorporates technology built from the context of these users. This thesis uses a survey instrument to evaluate the effectiveness of this technology on reducing circular reporting and the handling of complex data sources. The findings conclude that intelligence analysts within STIC perceive that information overload exists, and both the complexity of data sources as well as circular reporting minimizes their effectiveness and efficiency. Furthermore, this technology effectively improves these negative effects, and increases the STIC's ability to better serve communities."

  From the Abstract: "This paper describes how the United States government can help Singapore's Information Fusion Center identify, target, and eliminate or reduce the threat of maritime terrorism in the Straits of Malacca and Singapore (Straits). The geography of the Straits and the volume of shipping trade that passes through its waterways make the Straits a prime target for terrorists, and an ongoing security concern for the Indonesian government. Despite coordination, joint patrols and even local maritime information centers amongst partner nations, there remains much to improve Indonesia's security posture and counter-terrorism capabilities in and around the Straits. Jakarta's concern over the Straits, and its nearby ports, is no different than another mega city that struggles with similar terrorist threats and challenges within its own ports and waterways - New York City. In New York, the agency charged with preventing terrorist attacks is a law enforcement one, the New York City Police Department, whose officers and analysts could share their knowledge, specifically in predictive analytics, to stop terrorist threats in Indonesia's 'back yard'. Such assistance will benefit both parties facing terrorists that plan and operate globally, but strike locally."

  From the thesis abstract: "Presidential commissions, the Congress, and numerous national law enforcement groups have noted that the unfettered collection and sharing of intelligence is key to the prevention and mitigation of terrorism in the United States. The sharing of classified national security intelligence collected by the United States Intelligence Community with nonfederal law enforcement is, however, problematic, particularly since the tragic events of September 11, 2001. This thesis examines problems associated with the collection and sharing of classified national security intelligence with and by state, local and tribal law enforcement. It explores four policy options for the collection and sharing of national security intelligence, including Intelligence-led Policing, Nationwide Suspicious Activities Reporting Initiative; the FBI's Joint Terrorism Task Force; the National Counterterrorism Center/National Fusion Center; and the British Special Branch system. It recommends an American adaptation of the British Security Service and Metropolitan Police Service Special Branch model meant to improve the sharing of classified national security intelligence vital to the protection of the homeland. The recommendations in this thesis are designed to promote a debate on the utility and feasibility of classified national security intelligence collection within the homeland by state, local and tribal law enforcement."

  From the Document: "Due to the relatively small population base, approximately 105,000 persons, all symptomatic cases and their contacts have been able to be tested with support from CDC [Centers for Disease Control and Prevention]. More recently this is entirewly [sic] being conducted locally. These supplies have been difficult to obtain but the DOH [Department of Health] has 5000 tests currently on hand and will work closely with Hologic and the Federal Government to procure additional supplies as warranted by testing demand. At current testing rates these supplies are likely to last up to 90 days. The expected testing demand in USVI [U.S. Virgin Islands] to maintain testing of all symptomatic cases and contacts is extremely low in comparison to other jurisdictions. The DOH also has the capacity to perform Hologic Fusion testing, which has a lower user base nationally, and could provide for contingency testing if those supplies become available. These have been purchased but the Territory has never been allocated these resources."

  From the Summary: "The Colorado Information Analysis Center (CIAC) is the state's fusion center, which serves as the analytic hub for all-hazards disasters. In addition to collecting, analyzing, and distributing all-hazards information to stakeholders throughout the county, the CIAC develops innovative programs to enhance statewide antiterrorism initiatives. Through the Terrorism Liaison Officer (TLO) program and Community Awareness Program (CAP), the CIAC trains local law enforcement officers, private sector partners, and the general public to recognize and report terrorism-related information."

  This is the June 20, 2011 hearing on "Building Safer Communities: The Importance of Effective Federal-Local Collaboration in Law Enforcement," held before the U.S. Senate Committee on the Judiciary. From the opening statement of Christopher A. Coons: "The goal of this hearing is to examine how well federal and local collaboration, including both information-sharing and funding support, is working using Delaware as a model. We will examine Delaware's fusion center, which serves as the information and analysis nerve center, for information at every level that affects Delaware's public safety. We will also examine the use of joint task forces which our local police and federal partners have established to bring a merged operational focus to counterterrorism, as well as to keeping our streets safe from gangs, drugs and guns. We will also look at formal information-sharing arrangements. While Delaware's small size and the much-vaunted Delaware way of doing business have helped allow Delaware to innovate in these informal partnering arrangements, they can also serve, I believe, as models for States of any sizes." • Homeland Security Advisory Council (HSAC) Meeting, June 11, 2007 Meeting: Summary of Closed Sessions

  "HSAC [Homeland Security Advisory Council] Executive Director Doug Hoelscher called the meeting to order and provided administrative remarks and an outline of the day's activities. Michael Balboni, New York Deputy Secretary for Public Safety and Frank Cruthers, Deputy Commissioner, New York City Fire Department, and Joe Bruno, Commissioner, New York City Office of Emergency Management, provided welcoming remarks. Two of the HSAC's subcommittees gave administrative updates on recent and future activities. Emergency Response Senior Advisory Committee (ERSAC) Chairman Dr. Richard Andrews reported on the April 11, 2007, meeting of the ERSAC in Los Angeles, California. Included were mentions of the National Response Plan re-write, Target Capabilities List (HSPD-8) and Medical Surge capacity shortfall. Members expressed interest in having more pre-decisional input on operational documents such as the National Response Plan, Sector Specific Plans, and the National Infrastructure Protection Plan. Private Sector Senior Advisory Committee (PVTSAC) Chairman Herb Kelleher reported on the April 10, 2007, meeting of the PVTSAC in Dallas, Texas. The PVTSAC will focus on ways to improve information sharing between the private sector and DHS and state and local partners and will specifically focus on ways to improve private sector inclusion in state and local fusion centers. Doug Hoelscher also announced new members of the HSAC and HSAC subcommittees including: Los Angeles County Supervisor, Don Knabe (HSAC), Dr. John 'Skip' Williams (HSAC); Mayor David Wallace (State and Local Officials Senior Advisory Committee -- SLSAC); Indiana State Senator Thomas Wyss (SLSAC); and Mr. Nelson Balido (PVTSAC)."
