  "On December 2, 2004, the Office for Domestic Preparedness (ODP) issued the Fiscal Year (FY) 2005 Homeland Security Grant Program (HSGP) Program Guidelines and Application Kit. The program guidelines include information on allowable activities under the Urban Areas Security Initiative (UASI) and the Law Enforcement Terrorism Prevention Program (LETPP). The FY05 HSGP guidance states that grantees may use no more than 25% of the gross amount of FY05 UASI and LETPP awards to support select operational activities. Allowable operational activities in FY05 for these two programs include a new line item for the hiring of contractors/consultants for participation in information/intelligence sharing groups or intelligence fusion centers. This operational cost category was added in recognition of the fact that many states and local jurisdictions are dedicating significant resources to establishing and sustaining fusion centers to facilitate the collection, analysis, and dissemination of homeland security information. This allowable operational cost applies to both FY04 and FY05 UASI and LETPP funding."

• Ensuring the End Game: Facilitating the Use of Classified Evidence in the Prosecution of Terrorist Subjects

  "The advancement and access of technology by terrorism subjects who plan and operate from under-governed or lawless lands has forced the U.S. to consider the demands the international threat environment places upon its security. More importantly is how the U.S. will adapt to meet these threats, prevent attacks and convict those who mean to do the nation harm. This thesis contends the modern day terrorism threat falls within the seams of the military, intelligence and law enforcement disciplines. The threat requires the fusion of these elements of national power to prevent attacks, collect vital intelligence and facilitate the use of key evidence to achieve substantive convictions. In order to achieve convictions the need for damming evidence is essential. However, with the fusion of the military, intelligence and law enforcement disciplines comes the problem of utilizing classified information as evidence to achieve end game convictions of capture terrorist subjects. The recommendations in this thesis can facilitate the use of classified intelligence as evidence by establishing a legal U.S. preventative detention system, a full and permanent integration of FBI personnel with SOCOM assets and establishing NCTC as a central planning and coordinating organization with the authority to direct counterterrorism operations."

• Leveraging Rural America in the Fight against Terrorism in America through the Use of Conservation Districts

  From the thesis abstract: "A vast, untapped resource is available to the federal government and the Department of Homeland Security in the war on terror. The citizens that comprise rural America have long been ignored by the efforts to wage the war on terror, and have been told, along with their urban counterparts, that the government would wage the war on terror, not citizens. […]The findings and recommendations of this research advocate the creation of a domestic intelligence-gathering network, which utilizes the nation's 2,946 local conservation districts to interact with rural citizens. Conservation districts, as a unit of local government, occupy a unique place in their local communities due to their nonregulatory nature. As a result, they have a high degree of trust in their local communities. Conservation districts would forge a partnership with rural Americans and state fusion centers for information gathering purposes. Intelligence analysts would analyze that information at the state fusion center and use it to support the war on terror. In this way, the Department of Homeland Security and the U.S. intelligence community could leverage rural America as a force multiplier."

  "Although the activities involved in homeland security intelligence (HSINT) itself are not new, the relative importance of state, local, and private sector stakeholders; the awareness of how law enforcement information might protect national security; and the importance attached to homeland security intelligence have all increased substantially since the events of September 11, 2001...This report provides a potential conceptual model of how to frame HSINT, including geographic, structural/statutory, and holistic approaches. Given that state, local, tribal, and private sector officials play such an important role in HSINT, the holistic model, one not constrained by geography or levels of government, strikes many as the most compelling. The report argues that there is, in effect, a Homeland Security Intelligence Community (HSIC). While this community may not necessarily be a useful construct from a management perspective, it is nevertheless a community as traditionally defined. Although the HSIC's members are diffused across the nation, they share a common counterterrorism interest. The proliferation of intelligence and information fusion centers across the country indicate that state and local leaders believe there is value to centralizing intelligence gathering and analysis in a manner that assists them in preventing and responding to local manifestations of terrorist threats to their people, infrastructure, and other assets. From the opening statement of Patrick Meehan: "Over the last year, the subcommittee has held hearings on a number of issues related to intelligence sharing and DHS's role when coordinating with its State, local, and Tribal partners to collect, analyze, share, and disseminate critical intelligence to the public and to private stakeholders Nation-wide. It is an important time right now, because we are 10 years after 9/11. It is important we assess the role of fusion centers as members of the National, State, and local intelligence and law enforcement communities and ask the important questions about their performance to date and discuss the outlook for the future. I had the opportunity to be the United States attorney in Philadelphia after 9/11, took office just 6 days, and we as an entire Nation were responding to the new challenge of information sharing. I remember the initiation of fusion center programs, and supported them. However, today what was envisioned 10 years ago appears to be different in some measures to what is currently in place today."   "Guidance for Building Communities of Trust (BCOT) focuses on developing relationships of trust between law enforcement, fusion centers, and the communities they serve, particularly immigrant and minority communities, so that the challenges of crime control and prevention of terrorism can be addressed. Lessons learned have been documented from a series of roundtable discussions held across the country in the past year between state and major urban area fusion centers, local law enforcement, and community advocates. The resulting Guidance provides advice and recommendations on how to initiate and sustain trusting relationships that support meaningful sharing of information, responsiveness to community concerns and priorities, and the reporting of suspicious activities. The United States of America faces numerous complex risks ranging from a series of natural hazards, pandemic disease, technological hazards, transnational criminal enterprises and acts of terrorism perpetrated by intelligent adversaries. The management of these risks requires a strategic collaborative effort from the intelligence and risk analysis communities and many stakeholders at all levels of government, including the private sector. Paradoxically, a decentralized collaborative approach to homeland security risk management may produce better results than a hierarchical central approach driven by the U.S. Department of Security, as this thesis suggests. Intelligence-Led Risk Management represents the fusion of intelligence with risk management in a collaborative framework to promote effective risk management throughout the homeland security enterprise. Concepts from strategic thought and planning, such as the Cynefin Framework, Appreciative Inquiry, and Quantum Planning provide vehicles to promote collaboration and thoroughly explore the spectrum of risk management options available to the homeland security enterprise. Decentralization of homeland security risk management to states with the application of Intelligence-Led Risk Management through the network of fusion centers will promote collaboration and yield a stronger risk management culture within the homeland security enterprise."

Using the Delphi Survey Method on a sample of the highest-risk, most strategically located, and most commercially important ports in the United States, this thesis looks at the successes and challenges of grant funding, training practices, recovery efforts, and state government role in maritime homeland security. The resounding and underlying theme of the best practices cited by these port areas is centered on collaborative efforts across federal, state, local, and tribal agencies.   "In the classroom, in the halls of government and on the scene of countless catastrophes across the world, the Naval Postgraduate School Center for Homeland Defense and Security continues its mission to make the nation safer through education. In 2017, that mission continued at all levels. In the classroom, more than 2,500 homeland security professionals have completed CHDS's core academic offerings since the Center's inception: Master's Degree Program, 1,018; Executive Leaders Program (ELP), 637; Fusion Center Leaders Program (FCLP), 486; Pacific Executive Leaders Program (PELP), 215; and, Radiological Emergence Preparedness (REP) Executive Education Program, 221. [...] In addition, this year marked the launch of two highly tailored academic programs designed to address the shifting needs of the homeland security workforce. The first, Emergence, is targeted at professionals in the early stage of their careers. The first two cohorts totaled 64 participants and was well received for fusing homeland security subject matter with up-and-coming leaders. Another academic program, Advanced Thinking in Homeland Security (HSx), was designed for to bring selected alumni together to identify and solve the most wicked problems facing homeland security while experimenting with and designing new curriculum for all programs. The innovations in thinking that these alumni are producing reflect the breadth and depth of the programs and the Center as a whole. The Center's educational curriculum compounded and complemented through two programs that provide a multiplier effect - the Agency and University Partnership Initiative (UAPI) and the Homeland Security Digital Library (HSDL). UAPI has grown to 384 academic institutions and agencies sharing curriculum while its two annual conferences drew more than 100 educators each. The HSDL now features more than 172,200 of the most current research and policy documents in the homeland security arena. Our academic publication, the Homeland Security Affairs Journal (HSAJ), continued its leading edge research with 18 peer-reviewed articles this year."

• National Imperative to Establish a Domestic Medical Intelligence Center

  "The United States does not have a centralized organization tasked with the oversight or implementation of a domestic medical intelligence program. Organizations throughout the nation have adopted a variety of definitions and operating procedures related to medical intelligence; however, they are inconsistent. Additionally, most jurisdictions limit medical intelligence to epidemiological surveillance. This thesis will propose the structure, governmental organization, data sets, and reporting for a domestic medical intelligence center. This center will require close partnership with other federal agencies and state, local, tribal, and territorial (SLTT) governments. In addition, this thesis will analyze medical intelligence operations within the Armed Forces Medical Intelligence Center, the Department of Homeland Security Office of Health Affairs, the Metropolitan Washington Fusion Center, and the Los Angeles Terrorism Early Warning Group. As this thesis shows, the development of a domestic medical intelligence center, covering a wide range of data sets, will allow for the effective collection, integration, analysis, and dissemination of both tactical and strategic actionable intelligence for federal and SLTT governments and private sector partners. These actions will assist in addressing this significant gap and increasing our nation's level of preparedness thereby improving our nation's response to large scale incidents, both naturally occurring and man-made."

  "The FY 2008 Emergency Operations Center (EOC) Grant Program is intended to improve emergency management and preparedness capabilities by supporting flexible, sustainable, secure, and interoperable EOCs with a focus on addressing identified deficiencies and needs. Per Section 614 of the Robert T. Stafford Disaster Relief and Emergency Assistance Act (42 U.S.C. 5196c), as amended by section 202 of the Implementing Recommendations of the 9/11 Commission Act of 2007 (P.L. 110-53), $14,572,500 is available for grants for construction or renovation of a State, local, or tribal government's principal Emergency Operations Center (EOC). This grant program is not intended to fund the construction or renovation of State, local, or tribal Fusion Centers. Fully capable emergency operations facilities at the State and local levels are an essential element of a comprehensive national emergency management system and are necessary to ensure continuity of operations and continuity of government in major disasters caused by any hazard. The purpose of this EOC Grant Program Guidance and Application Kit is to provide: (1) an overview of the EOC Grant Program and (2) the formal grant guidance and application materials needed to apply for funding under the Program."

  "Sector-based Information Sharing and Analysis Centers (ISACs) collaborate and coordinate with each other via the National Council of ISACs (NCI). Formed in 2003, the NCI today comprises 24 organizations designated by their sectors as their information sharing and operational arms. The NCI is a true cross-sector partnership, providing a forum for sharing cyber and physical threats and mitigation strategies among ISACs and with government and private sector partners during both steady-state conditions and incidents requiring cross-sector response. Sharing and coordination is accomplished through daily and weekly calls between ISAC operations centers, daily reports, requests-for-information, monthly meetings, exercises, and other activities as situations require. The NCI also organizes its own drills and exercises and participates in national exercises. Council members are present on the National Cybersecurity and Communications Integration Center (NCCIC) watch floor, and NCI representatives can embed with National Infrastructure Coordinating Center (NICC) during significant national incidents. The Council and individual members also collaborate with other agencies of the federal government, fusion centers, the State and Local Tribal Territorial Government Coordinating Council (SLTTGCC), the Regional Consortium Coordinating Council (RCCC), the Partnership for Critical Infrastructure Security (PCIS) - the Cross-Sector Council, and international partners."

Prior to 9/11, the national intelligence apparatus was littered with flaws, including lack of information sharing, interagency conflict, and autonomous operations. The HIDTA Intelligence Support Center in New Mexico was no exception. Post 9/11, many national agencies realized that in order to address successfully the increasing threat of terror, several changes needed to be made in the intelligence system at all levels. Similarly, the HIDTA Investigative Support Center has reacted to the post 9/11 environment by more strictly enforcing its framework for information-sharing and instituting a series of changes in its institutional processes. This process of reform has yielded positive results for the New Mexico HIDTA ISC. The ISC has now transformed into the centerpiece of information exchange and interagency cooperation among HIDTA members. The ISC is also acting as a conduit or "Fusion Center" for information sharing between agencies investigating crimes relating to drug trafficking, terrorism, and money laundering."

  "The paper addresses technological and operational challenges of developing a global plug-and-play Maritime Domain Security testbed for the Global War on Terrorism mission. This joint NPS-LLNL project is based on the NPS Tactical Network Topology (TNT) comprised of long-haul OFDM networks combined with self-forming wireless mesh links to air, surface, ground, and underwater unmanned vehicles. This long-haul network is combined with ultra-wideband (UWB) communications systems for wireless communications in harsh radio propagation channels. LLNL's UWB communication prototypes are designed to overcome shortcomings of the present narrowband communications systems in heavy metallic and constricted corridors inside ships. In the center of our discussion are networking solutions for the Maritime Interdiction Operation (MIO) Experiments in which geographically distributed command centers and subject matter experts collaborate with the Boarding Party in real time to facilitate situational understanding and course of action selection. The most recent experiment conducted via the testbed extension to the Alameda Island exercised several key technologies aimed at improving MIO. These technologies included UWB communications from within the ship to Boarding Party leader sending data files and pictures, advanced radiation detection equipment for search and identification, biometric equipment to record and send fingerprint files to facilitate rapid positive identification of crew members, and the latest updates of the NPS Tactical Network Topology facilitating reachback to LLNL, Biometric Fusion Center, USCG, and DTRA experts."

  "The Orange County Intelligence Assessment Center (OCIAC) is located in Orange County, California. The OCIAC fusion center was formed in 2007 to meet the need for information sharing among federal, state and local law enforcement agencies and other public safety disciplines. OCIAC was built on the foundation established by the Orange County Sheriff's Department Terrorism Early Warning Group, which operated from 2001 to 2007, and is an Operational Area asset. Direct responsibility for the overall policy and direction of OCIAC rests with the Orange County Sheriff-Coroner in close coordination with the Orange County Chiefs and Sheriff's Association. The Orange County Sheriff's Department provides a Lieutenant to act as the Director of day-to-day operations. The staff at the center is comprised of valued partners from Federal, State, and Local organizations."

  From the About section: "The Joint Regional Intelligence Center (JRIC) was established in 2006 as a cooperative effort between federal, state, and local law enforcement and public safety agencies to centralize the intake, analysis, synthesis, and appropriate dissemination of terrorism-related threat intelligence for the greater Los Angeles region. In 2010, the JRIC merged with the Los Angeles Joint Drug Intelligence Group component of the Los Angeles High Intensity Drug Trafficking Area (LA HIDTA), Intelligence Support System (ISS), which includes the Los Angeles Regional Criminal Information Clearinghouse (LA CLEAR) and the Inland Narcotics Clearing House (INCH) to create a consolidated regional all-crimes intelligence fusion entity in accordance with the HIDTA mission. The JRIC also serves as the Regional Threat Assessment Center (RTAC) for the Central District of California as part of the California State Threat Assessment System (STAS). The center follows guidelines established by the US Department of Justice and US Department of Homeland Security, and contributes to the national Criminal Intelligence Sharing Plan. The JRIC area of responsibility includes the counties of Los Angeles, Orange, Riverside, San Bernardino, San Luis Obispo, Santa Barbara, and Ventura. Covering nearly 40,000 square miles, and home to more than 18.5 million people, the region contains nationally critical assets and key resources whose smooth functioning directly affect the day-to-day health of the US economy, including national supply chains, logistics backbones, and energy security."

  From the Purpose and Summary: "The purpose of H.R. 5089, the Strengthening Local Transportation Security Capabilities Act of 2018, is to improve threat information sharing, integrated operations, and law enforcement training for transportation security. This bill requires the Secretary of the Department of Homeland Security (DHS) to prioritize the assignment of officers and intelligence analysts from the Transportation Security Administration (TSA) and the DHS Office of Intelligence and Analysis (I&A) to fusion centers in jurisdictions with high-risk surface transportation assets, in order to participate in the generation and dissemination of intelligence products; and make security clearances available to appropriate stakeholders. It also requires the TSA Administrator to make available a framework for establishing an integrated and unified operations center that oversees the daily operations of a transportation facility. Lastly, this bill enables the Secretary to develop a training program through the Federal Law Enforcement Training Centers (FLETC) to enhance the protection, preparedness, and response capabilities of law enforcement agencies for terrorism incidents at surface transportation assets."
