"Dramatic increases in computer interconnectivity, especially in the use of the Internet, continue to revolutionize the way our government, our nation, and much of the world communicate and conduct business. However, this widespread interconnectivity also poses significant risks to our computer systems and, more important, to the critical operations and infrastructures they support, such as telecommunications, power distribution, public health, national defense (including the military's warfighting capability), law enforcement, government, and emergency services. Likewise, the speed and accessibility that create the enormous benefits of the computer age, if not properly controlled, allow individuals and organizations to inexpensively eavesdrop on or interfere with these operations from remote locations for mischievous or malicious purposes, including fraud or sabotage. As greater amounts of money are transferred through computer systems, as more sensitive economic and commercial information is exchanged electronically, and as the nation's defense and intelligence communities increasingly rely on commercially available information technology, the likelihood increases that information attacks will threaten vital national interests. Further, the events of September 11, 2001, underscored the need to protect America's cyberspace against potentially disastrous cyber attacks--attacks that could also be coordinated to coincide with physical terrorist attacks to maximize the impact of both."

"Protecting the security of CI [Critical Infrastructure] is a top priority for the nation. CI includes assets and systems, whether physical or cyber, that are so vital to the United States that their destruction would have a debilitating impact on, among other things, national security or the economy. Multiple federal entities, including DHS, are involved in assessing CI vulnerabilities, and assessment fatigue could impede DHS's ability to garner the participation of CI owners and operators in its voluntary assessment activities. This testimony summarizes past GAO [Government Accountability Office] findings on progress made and improvements needed in DHS's vulnerability assessments, such as addressing potential duplication and gaps in these efforts. This statement is based on products GAO issued from May 2012 through October 2015 and recommendation follow-up conducted through March 2016. GAO reviewed applicable laws, regulations, directives, and policies from selected programs. GAO interviewed officials responsible for administering these programs and assessed related data. GAO interviewed and surveyed a range of stakeholders, including federal officials, and CI owners and operators."

"Federal agencies, as well as their contractors, depend on interconnected computer systems and electronic data to carry out essential mission-related functions. Thus, the security of these systems and networks is vital to protecting national and economic security, public health and safety, and the flow of commerce. If information security controls are ineffective, resources may be lost, information--including sensitive personal information--may be compromised, and the operations of government and critical infrastructure could be disrupted, with potentially catastrophic effects. Federal law sets forth various requirements, roles, and responsibilities for securing federal agencies' systems and information. In addition, GAO [United States Government Accountability Office] has designated federal information security as a high-risk area since 1997. GAO was asked to provide a statement summarizing cyber threats facing federal agency and contractor systems, and challenges in securing these systems. In preparing this statement, GAO relied on its previously published work in this area."

From the opening statement of John Boozman: "The Department of Homeland Security plays a pivotal role in keeping Americans safe by working to combat terrorism, manage our air, land, and sea borders, administer our immigration laws, secure critical cyber assets, and prepare for and respond to disasters. The tragic events in Manchester, England earlier this week remind us of why we must focus on the serious challenge of securing our homeland. [...] Your budget proposes increased funding for Customs and Border Protection and Immigration and Customers Enforcement, for both manpower and infrastructure, to continue to reduce illegal border crossings. [...] Another key component to securing our borders is the United States Coast Guard, which this budget generally supports. [...] I am pleased to see that the request has prioritized funding for all four phases of the Continuous Diagnostics and Mitigation program.
