Shannon, and Department of Homeland Security (DHS) Acting Assistant Secretary for Policy Alan Bersin where he participated in meetings with the Governments of Guatemala and Mexico to discuss issues of mutual concern, including steps to improve the regional response to the influx of adults traveling with children and unaccompanied children across the U.S. southwest border. While in Guatemala City, Secretary Johnson met with President Otto Fernando Pérez Molina where he expressed his condolences following this week's earthquake. During the meeting, Secretary Johnson reaffirmed DHS's commitment to partnering with our Central American counterparts to stem the flow of adults with children and unaccompanied children entering the United States, to address the root causes of the influx, and to expand the capacity of these countries to receive and reintegrate repatriated migrants.   On March 3, the Department of Homeland Security issued the following press release: "ANKARA, Turkey -- Today, Secretary of Homeland Security Jeh Johnson concluded a three-day trip to Turkey, where he visited a refugee camp, reviewed resettlement processing, spoke to a number of Syrian and Iraqi refugee families, met with government officials in Istanbul and Ankara to discuss a range of homeland security-related issues, and signed two bilateral accords to codify mutual commitment to deepen collaboration. On Tuesday, Secretary Johnson visited a Turkish-government run Syrian refugee camp in Adana, Turkey, about 90 miles from the Syrian border. There, Secretary Johnson met and spoke with Syrian refugee children and their families, many of whom had been residing in the camp for the past two years. While in Istanbul, Secretary Johnson viewed refugee resettlement operations at the Resettlement Support Center in Istanbul. At the center, he met with U.S. Citizenship and Immigration Services' employees engaged in the comprehensive vetting and assessment of Syrian and other refugee applicants and thanked them for their service. Secretary Johnson also met with the Governor of Istanbul, Vasip Sahin, and members of the Turkish National Police to discuss joint efforts to address shared security threats and promote information sharing between U.S. and Turkish law enforcement agencies."

• Latin American Special Economic Zones and Their Impacts on Regional Security

  "Latin America is often considered the United States' strategic backyard. However, with the advent of globalization and technology, this backyard is no longer strictly 'American.' As the region becomes more accessible and readily influenced by external actors and the United States’ security concerns focus elsewhere, a growing opportunity is present in the Western Hemisphere for organized criminal networks and terror financing to take hold. Although globalization provides Latin American nations with ties to the world economy, it comes at a price for regional security. One of the most vulnerable products of a globalized Latin America is the Special Economic Zones in the region. Special Economic Zones (SEZs) throughout Latin America represent the delicate seesaw game that globalization and security play. Although SEZs attract foreign direct investment, fuel jobs, and grow linkages in local economies, they are also extremely vulnerable to crime and corruption. The entrenched permissive environment for criminal activity and links to transnational terrorism is a serious issue for regional and global security. This paper will examine the vulnerabilities of SEZs in Latin America through a comparative case study approach of the Colon Free Zone and the Triple State Border Area (Zona Franca de Ciudad del Este)."

  "The creation of the Department of Homeland Security galvanized the Nation's fight against terrorism by consolidating and mobilizing the assets of the federal government under one roof with a single, focused mission: to ensure that the tragic events of Sept. 11, 2001, are never repeated again on American soil. After just 5 short years, we are beginning to witness the positive effects of the department's efforts and initiatives: tighter security at the borders; increased immigration enforcement; greater cooperation with our international partners; expanded partnerships with the private sector; better and more efficient passenger screening at our airports; and regenerated disaster response and recovery management. Despite these considerable accomplishments, DHS still has much to do to establish a cohesive, efficient, and effective organization. The major management challenges we have identified significantly affect the department's ability to protect our homeland and are decisive factors in setting priorities for audits, inspections, and evaluations of DHS programs and operations. Although significant progress has been made over the last 3 years, the Department continues to face long-standing, persistent challenges overseeing and managing its homeland security mission. These challenges affect every aspect of the mission, from preventing terrorism and protecting our borders and transportation systems to enforcing our immigration laws, ensuring disaster resiliency, and securing cyberspace. The Department is continually tested to work as one entity to achieve its complex mission. To better inform and assist the Department, this year we are presenting a broader picture of management challenges by highlighting those we have repeatedly identified over several years. We remain concerned about the systemic nature of these challenges, some of which span multiple Administrations and changes in Department leadership. Securing this Nation is not just, as you know, Madam Secretary, a Federal Government responsibility. State and local governments share that responsibility, and frankly, as well as many of our corporations who are doing their part and individual citizens as they are trained to recognize threats that potentially are occurring in their local communities. This Department must--I believe--serve as leaders and educators in helping our State and local governments and corporations, serving as a model for them, as well as encouraging our private citizens to do their part.   "One of the critical functions of DHS is to control people entering and leaving the United States. This is necessary to prevent terrorism, narcotics smuggling, illegal alien smuggling, enforce trade laws, and collect revenue, while facilitating international travel. Over the next five years, DHS will invest billions of dollars to modernize the passenger processes and systems from the legacy bureaus. An acquisition strategy based on a reengineered vision of how DHS will process international travelers, in alignment with the enterprise architecture, could result in better and more definitive contract requirements. This would increase the probability of achieving mission requirements while reducing cost. This audit was included in our fiscal year 2003 annual audit plan. The objective of the audit was to determine whether DHS passenger processes were appropriately reengineered prior to the development of new systems. The audit work was conducted from April 17 to September 29, 2003 at the following offices in Washington, D.C.: BTS, CBP, TSA, Immigration and Customs Enforcement (ICE), Citizenship and Immigration Service (CIS) and the departmental offices. Work was conducted at the Office of National Risk Assessment in Maryland, the CBP Data Center in Virginia, and the International Airport in Houston, too."

  From the Executive Summary: "'Maritime Domain Awareness (MDA)' is the effective understanding of anything associated with the maritime domain that could impact the security, safety, economy, or environment of the United States. The 'Maritime Domain' is all areas and things of, on, under, relating to, adjacent to, or bordering on a sea, ocean, or other navigable waterway, including all maritime-related activities, infrastructure, people, cargo, vessels, and other conveyances. This Plan provides the context to understand the importance of MDA to maritime security and why it is imperative to enhance MDA. It will empower the U.S. Government to understand the characteristics of the current maritime domain, identify the strategic approach we seek to employ, clarify our strategic and foundational priorities, and develop an implementation plan to improve MDA that enables decision-makers to perform their responsibilities consistent with Presidential Policy Directive 18 (PPD-18) and the National Strategy for Maritime Security (NSMS). This Plan promotes sustaining favorable conditions for global maritime security and prosperity. This is accomplished through the effective understanding of the maritime domain and by improving our ability to appropriately share maritime information, including intelligence, law enforcement information, and all-source data from the public and private sectors. The concept of maritime intelligence integration serves as a foundational and, therefore, necessary priority for the effective understanding of the maritime domain."

  "The sea dominates Southeast Asia, covering roughly 80 percent of its area. The region's islands and peninsulas, wedged between the Pacific and Indian oceans, border major arteries of communication and commerce. Thus the economic and political affairs of Southeast Asia have been dominated by the sea. In the premodern period, ports such as Svirijaya and Malacca established empires based upon sea power in area waters. In succeeding centuries European warships and their heavy guns were the keys to colonization. Today more than half of the world's annual merchant tonnage traverses Southeast Asian waters; its oceans and seas yield vast revenues in such industries as fishing, hydrocarbon extraction, and tourism. In fact, more than 60 percent of Southeast Asians today live in or rely economically on the maritime zones. However, the sea is also the source of a variety of dangers that not only menace the prosperity of local populations but directly threaten the security of states. Those dangers include territorial disputes, nonstate political violence, transnational crime, and environmental degradation. Maritime security, accordingly, is at the forefront of Southeast Asian political concerns. Successful response to maritime security threats requires international cooperation, because those threats are primarily transnational. As Singapore's deputy prime minister has eloquently explained, 'individual state action is not enough. The oceans are indivisible and maritime security threats do not respect boundaries.'"

  From the Purpose: "Transnational organized crime (TOC) poses a direct and escalating threat to public health, public safety, and national security. Transnational criminal organizations engage in a broad range of criminal activities, including drug and weapons trafficking, migrant smuggling, human trafficking, cybercrime, intellectual property theft, money laundering, wildlife and timber trafficking, illegal fishing, and illegal mining. These networks continue to expand in size and influence in the United States and abroad. Transnational criminal organizations contribute directly to tens of thousands of drug-overdose deaths in the United States each year and adversely affect American communities and economic prosperity. They also threaten United States national security by degrading the security and stability of allied and partner nations, undermining the rule of law, fostering corruption, acting as proxies for hostile state activities, directly or indirectly funding insurgent and terrorist groups, depleting natural resources, harming human health and the environment, contributing to climate change through illegal deforestation and logging, and exploiting and endangering vulnerable populations. In some regions, transnational criminal organizations wield state-like capabilities, disregarding sovereign borders, compromising the integrity of democratic institutions and threatening the legitimacy of fragile governments, and securing their power through intimidation, corruption, and violence. For these reasons, it is in the national interest of the United States to counter TOC. Addressing TOC requires a coordinated Federal framework accompanied by a cohesive whole-of-government effort executed in collaboration with State, local, Tribal, territorial, and civil society partners in the United States and in close coordination with foreign partners, international and regional organizations, and international and local civil society groups abroad."

From the Document: "H.R. 4407 would establish a counterterrorism advisory board in the Department of Homeland Security (DHS). The board would consist of senior representatives of operational agencies within DHS (such as Customs and Border Protection and the Coast Guard) and offices in DHS headquarters, including the Office of Intelligence and Analysis. The board would meet on a regular basis to coordinate departmental activities to combat terrorism. [...] CBO [Congressional Budget Office] estimates that enacting H.R. 4407 would not increase net direct spending or on-budget deficits in any of the four consecutive 10-year periods beginning in 2027."

  The seventh public hearing of the National Commission on Terrorist Attacks Upon the United States was held January 26-27, 2004 in Washington, DC. The two-day investigative hearing developed facts and circumstances relating to border and aviation security, two central aspects of the Commission's mandate. The focus of this Staff Statement is on "The Four Flights." The following is an excerpt from the introduction: "This statement continues our presentation of initial findings on how the individuals who carried out the 9/11 attacks defeated the civil aviation security system of the United States. We continue our investigation into the status of civil aviation security today and for the future. [...] We spoke earlier today about how the hijackers defeated all of the pre-boarding defense layers the U.S. civil aviation security system mounted on September 11, 2001. We will return now to the last line of defense, the Common Strategy in response to hijackings, as implemented onboard the aircraft by the flight crew."
