National Near-Earth Object Preparedness Strategy and Action Plan
"The National Near-Earth Object Preparedness Strategy and Action Plan (Strategy and Action Plan) will improve our Nation's preparedness to address the hazard of near-Earth object (NEO) impacts over the next 10 years. Its primary role is to help organize and coordinate NEO-related efforts within Federal Departments and Agencies (agencies), with a particular focus on efforts that are already existing and resourced. It seeks to leverage and enhance existing assets and capabilities--National and international, public and private--to effectively manage the risks associated with NEOs. The Strategy and Action Plan builds on efforts by the National Aeronautics and Space Administration (NASA), Department of Homeland Security (DHS), and Department of Energy (DOE) to detect and characterize the NEO population and to prevent and respond to NEO impacts on Earth."

National Strategic Plan for Public Health Preparedness and Response
"CDC [Centers for Disease Control and Prevention] provides technical assistance and resources to state and local public health agencies to support their efforts to build prepared and resilient communities. CDC provides subject-matter expertise and assistance for domestic and global surveillance, laboratory, occupational health and epidemiology functions, and health threats including anthrax, smallpox, influenza and other infectious diseases, food-borne illness, and radiation, among others. CDC's Office of Public Health Preparedness and Response (OPHPR) leads the agency's preparedness and response activities by providing strategic direction, support, and coordination for activities across CDC as well as with local, state, tribal, national, territorial, and international public health partners. In the decade since September 11th and the anthrax attacks, significant investments have been made in the nation's public health system to respond to all-hazard threats. Public health departments at all levels of government can now quickly staff public health emergency operations centers; there is improved proficiency in laboratories testing for biological and chemical agents across the nation and the globe; and states can receive urgent disease reports and rapidly communicate information about health threats and related preventive and protective actions to the public."

Performance Measures and Comprehensive Funding Data Could Enhance Management of National Capital Region Preparedness Resources
"Given its political and historical significance as home to the most important institutions in the nation, protecting the National Capital Region (NCR) from both man-made incidents and natural disasters is of particular concern. Regional stakeholders at the local and state levels receive preparedness funding from a variety of federal grant programs, but the Urban Area Security Initiative (UASI) grant program is the primary source of federal homeland security funding for the NCR. The Department of Homeland Security (DHS) allocated over $560 million through the UASI grant program to the NCR from fiscal years 2003 through 2012. However, the region's response to emergencies in 2011, including a significant snowstorm and an earthquake, as well as a severe storm in June 2012, raised questions regarding the effectiveness of regional preparedness capabilities."

Strengthening National Preparedness: Capabilities-Based Planning
"Homeland Security Presidential Directive 8: National Preparedness (HSPD-8) calls for an all-hazards National Preparedness Goal (the Goal) that establishes measurable priorities, targets, and a common approach to developing needed capabilities. The Goal sets forth a Capabilities-Based Planning approach to help balance the potential threat and magnitude of terrorist attacks, major disasters, and other emergencies with the resources required to prevent, respond to, and recover from them. Defining risk-based target levels of capability for the Goal involves identifying a plausible range of major events; the tasks to be performed in prevention, protection, response, and recovery that would require a coordinated national effort; and the specific capabilities and levels of capability that would minimize the impact on lives, property, and the economy."

National Bioterrorism Hospital Preparedness Program: FY 2005, Continuation Guidance
"The purpose of this program is to enhance the ability of hospitals and health care systems to prepare for and respond to bioterrorism and other public health emergencies. These emergency preparedness and response efforts are intended to support the National Response Plan and the National Incident Management System. The activities described in this cooperative agreement guidance are designed to develop emergency-ready hospitals and health care systems in accord with the Interim National Preparedness Goal, the Interim Public Health and Healthcare Supplement to the NPG, and the HRSA Critical Benchmarks (CB). The Department of Homeland Security developed the Interim NPG and the associated resources in concert with the Department of Health and Human Services and other agencies of the Federal Government as well as with representatives of state and local public health departments and other stakeholders. All of these documents will be refined and extended from time to time to capture lessons learned and to introduce new concepts as appropriate."

National Preparedness: Ambulance Diversions Impede Access to Emergency Rooms
"Rep. Henry A. Waxman asked the Special Investigations Division to examine ambulance diversions, their impact on the access of Americans to hospital emergency rooms, and their significance for national preparedness. Because no governmental or other organization collects national data on ambulance diversions, the Special Investigations Division compiled for the investigation a database of relevant state and local news reports from around the country. This database was then analyzed to assess the magnitude and impact of ambulance diversions. This report is the first national report on ambulance diversions and their impact on preparedness. The report finds that ambulance diversions have impeded access to emergency services in metropolitan areas in at least 22 states since January 1, 2000. More than 75 million Americans reside in the areas affected by these ambulance diversions. Multiple hospitals in these areas have repeatedly restricted access to their emergency rooms by diverting ambulances, with the result that patients had to delay needed care."

"H.R. 4743 allows the U.S. Department of Homeland Security (DHS) to work with a consortium, including the National Cybersecurity Preparedness Consortium, to support efforts to address cybersecurity risks and incidents. DHS may also engage a consortium to assist the National Cybersecurity and Communications Integration Center (NCCIC) in providing training to State and local first responders in preparing for and responding to cybersecurity risks and incidents. The NCCIC is the central location where cyber operations are conducted at DHS. [...] The Department of Homeland Security and, specifically, the NCCIC are responsible for carrying out significant aspects of the Federal Government's cybersecurity mission. In December 2015, the Cybersecurity Act was signed into law authorizing DHS to share cyber threat indicators and defensive measures with the private sector. Also, in December 2015, the House passed H.R. 3869, the State and Local Cyber Protection Act of 2015, that instructed the NCCIC to assist State and local entities to secure their information systems. This bill would allow DHS to work with, for example, the National Cybersecurity Preparedness Consortium (NCPC or ''the Consortium'') which currently provides State and local communities with tools to prevent, detect, respond to, and recover from cyber-attacks as they would any other disaster or emergency situation. The Consortium evaluates communities' cybersecurity posture and provides them with a roadmap to correct deficiencies in the security of their information systems."

2008 Research and Development Exchange Workshop Proceedings: Evolving National Security and Emergency Preparedness (NS/EP) Communications in a Global Environment
"From September 25-26, 2008, the President's National Security Telecommunications Advisory Committee (NSTAC) conducted its eighth Research and Development Exchange (RDX) Workshop entitled, Evolving National Security and Emergency Preparedness (NS/EP) Communications in a Global Environment. The purpose of the event was to stimulate an exchange of ideas among researchers, operational users, and executives from Government, industry, and academia focused on the full range of research and development (R&D) issues affecting NS/EP communications networks, advance the security of free nations, and enhance preparedness and response activities across sectors. Dramatically changing business models of traditional telecommunications carriers, along with new technologies, are accelerating the advancement of global communications networks. The scale, scope, and character of the global next generation networks will revolutionize the planning, prioritization, and delivery of NS/EP communications. The 2008 RDX Workshop addressed a variety of high-level concerns that are affecting the communications and cyber environment and the way those concerns could alter NS/EP efforts. The goal of the event was to gather valuable information from the assembled experts that the NSTAC's Research and Development Task Force (RDTF) could use to assist in developing proposed Presidential recommendations for the NSTAC."

Blueprint for the National Domestic Preparedness Office
This document puts forth a "blueprint" for the NDPO; a single coordinating office and information clearinghouse for federal assistance programs; to better prepare state and local officials to respond to WMD acts of terrorism within the United States. By providing a venue for a full and sustained partnership of the federal agencies responsible for WMD crisis and consequence management, and their state and local emergency management, public health and medical counterparts, the NDPO will seek to promote the highest level of national domestic preparedness, using existing mechanisms among state, local and federal agencies.

Planning Scenarios: Executive Summaries: Created for Use in National, Federal, State and Local Homeland Preparedness Activities
"The Homeland Security Council (HSC) " in partnership with the Department of Homeland Security (DHS), the federal interagency, and state and local homeland security agencies " has developed fifteen all-hazards planning scenarios for use in national, federal, state, and local homeland security preparedness activities. These scenarios are designed to be the foundational structure for the development of national preparedness standards from which homeland security capabilities can be measured. While these scenarios reflect a rigorous analytical effort by federal, state, and local homeland security experts, it is recognized that refinement and revision over time may be necessary to ensure the scenarios remain accurate, represent the evolving all-hazards threat picture, and embody the capabilities necessary to respond to domestic incidents. This document includes executive summaries for the fifteen scenarios, and a separate document contains the complete scenario text."

"The September 11th attack and subsequent intentional release of anthrax spores via the U.S. postal system have focused policymakers' attention on the preparedness and response capability of the nation's public health system. [...] Mending the gaps in the current public health fabric will require significant long-term commitments from the federal government, including investments and improvements in: laboratory capacity, regional planning, workforce training, epidemiology and surveillance systems, information systems, communication systems, and media relations. "In its investigations the Special Committee on National Emergencies and Delegated Emergency Powers has concentrated on determining the extent of emergency power delegated to the President and recommending procedures for the declaration, administration, and termination of emergencies. It has not attempted to evaluate the state of emergency preparedness in the United States. Only in its final days did the Committee probe this question at all, and then only briefly. The range and complexity of emergency issues make any evaluation extremely difficult. Too often government units, trapped within their particular fragment of bureaucratic puzzle, fail to examine issues in all their parameters. In its brief probing of emergency preparedness issues, the staff of the Committee attempted to cut across customary lines of fragmentation and to take a broad view. To do this, the staff solicited the views of representatives of Federal emergency agencies, Congressional staff members, and nongovernmental experts."

National Preparedness for Response Exercise Program Guidelines
"The National Preparedness for Response Exercise Program (PREP) was developed to establish a workable exercise program which meets the intent of section 4202(a) of the Oil Pollution Act of 1990 (OPA 90), amending section 311 (1) of the Federal Water Pollution Control Act (FWPCA), by adding a new subsection (7) for spill response preparedness [33 U.S.C. 1321 (j)(7)]. The PREP was developed to provide a mechanism for compliance with the exercise requirements, while being economically feasible for the government and oil industry to adopt and sustain. The PREP is a unified federal effort and satisfies the exercise requirements of the Coast Guard, the Environmental Protection Agency (EPA), the Research and Special Programs Administration (RSPA) Office of Pipeline Safety, and the Minerals Management Service (MMS). Completion of the PREP exercises will satisfy all OPA 90 mandated federal oil pollution response exercise requirements."

This is the May 13, 2015 hearing entitled "The EMP Threat: The State Preparedness Against the Threat of an Electro-Magnetic Pulse (EMP) Event," held before the Subcommittee on National Security and the Subcommittee on the Interior of the House Committee on Oversight and Government Reform. From the opening statement of Ron Desantis: "The state of preparedness against the threat of an electromagnetic pulse is the subject of today's hearing. An electromagnetic pulse could be created through an attack from a missile, nuclear weapon, radio frequency weapon, or geomagnetic storm caused by the sun. Fallout from an EMP event, either man-made or natural, could be extremely significant ranging from the loss of electrical power for months, which would deplete energy sources of power such as emergency batteries and backup generators have cascading consequences for supplying basic necessities such as food and water, and result in loss of life. The electrical grid is necessary to support critical infrastructure, supply and distribution of food, water, and fuel, communications, transportation, financial transactions and emergency and government services. Significant damage to the electrical grid during an EMP event would quickly and significantly degrade the supply of these basic necessities." Federalism, Homeland Security and National Preparedness: A Case Study in the Development of Public Policy
"Since the events of September 11, 2001 all levels and branches of government have been focused on how best to assess national preparedness so that appropriate resource decisions can be made to enhance the nation's ability to prevent, protect against, respond to, and recover from major catastrophic events. In nearly all national-level policy documents dealing with homeland security, particular mention is given to the principle of federalism as the foundation of American government and governance. However, as the development of public policy related to homeland security evolved, one became aware that federalism meant (and means) different things to different agencies, branches, and levels of government. As the nation has not faced this large a governance challenge since the end of the last world war, ensuring a balanced perspective of federalism is in place as homeland security policy evolves is a necessary condition for ensuring the safety of the nation and its citizens. Observation of intergovernmental relations and the associated actions of different levels of government in this policy arena indicate three dominant theories of federalism exist and are in conflict. Those theories are Cooperative Federalism, Coercive Federalism and Competitive Federalism. What is suggested by the literature and the qualitative analysis of associated intergovernmental relations is that a more normative theory of federalism is appropriate - a theory that incorporates the constructive attributes of each theory, while mitigating the negative manifestations of each; a theory whose fundamental attribute is collaboration."

Target Capabilities List: A Companion to the National Preparedness Guidelines, September 2007
"The Target Capabilities List describes the capabilities related to the four homeland security mission areas: Prevent, Protect, Respond, and Recover. It defines and provides the basis for assessing preparedness. It also establishes national guidance for preparing the Nation for major all-hazards events, such as those defined by the National Planning Scenarios. The current version of the TCL contains 37 core capabilities. A 'Consensus of the Community' approach was used to develop the Target Capabilities List. Stakeholders from Federal, State, local, territorial, and tribal governments, the private sector, and nongovernmental organizations came together in four national workshops and capability working groups to define the capabilities. The Guidelines will serve as a framework to guide operational readiness planning, priority-setting, and program implementation at all levels of government. The Guidelines provide a call to action by all Americans as they consider their personal and shared responsibility to be part of A Nation Prepared. The Target Capabilities List provides guidance on building and maintaining capabilities that support the Guidelines."
