  "The User's Manual provides the background and instructions for developing an inventory to complete a hurricane loss estimation study using HAZUS. It also provides information on how to install and run the software, and how to interpret and report model output. The Technical Manual, a companion publication, documents the methods of calculating losses and the default data. Taken together, the two manuals provide a comprehensive overview of the nationally applicable loss estimation methodology. The contents and organization of the User's Manual are summarized below: Chapter 1 provides the user with a general understanding of the purpose, uses, and components of a regional hurricane loss estimation study. Chapter 2 gives instructions for installing and starting HAZUS. Chapter 3 runs through an analysis using only default data. Chapter 4 provides an overview of the types of data required to run the loss study, as well as a description of the default database. Chapter 5 contains information about what data are needed to complete a loss study, sources of inventory, how to collect inventory, how to convert data to the correct format for the methodology, and how to enter data into HAZUS. Chapter 6 includes instructions for entering data and editing existing records. Chapter 7 provides the user with a discussion of how to display, modify, and print databases. Chapter 8 provides a link to information on the Comprehensive Data Management System (CDMS) which has replaced the now deprecated Building Data Import Tool(BIT). Chapter 9 provides a detailed step-by-step description of how to run an analysis using HAZUS, including analysis with user-supplied data. Chapter 10 summarizes the results and reports generated by the Hurricane Model. The appendices contain installation verification tests and detailed information about the structure of the methodology."

The Multi-Agency Radiological Laboratory Analytical Protocols (MARLAP) manual provides guidance for the planning, implementation, and assessment of projects that require the laboratory analysis of radionuclides. MARLAPs basic goal is to provide guidance for project planners, managers, and laboratory personnel to ensure that radioanalytical laboratory data will meet a projects or programs data requirements. To attain this goal, the manual offers a framework for national consistency in the form of a performance-based approach for meeting data requirements that is scientifically rigorous and flexible enough to be applied to a diversity of projects and programs. The guidance in MARLAP is designed to help ensure the generation of radioanalytical data of known quality, appropriate for its intended use. Examples of data collection activities that MARLAP supports include site characterization, site cleanup and compliance demonstration, decommissioning of nuclear facilities, emergency response, remedial and removal actions, effluent monitoring of licensed facilities, environmental site monitoring, background studies, and waste management activities."

  "In Civil Defense, research is a support activity of the building system; its function is to provide support to other activities of the building system. Research itself is a system and its analysis for programming and reporting can be aided by applying the methods of systems analysis. Analytic frameworks, methods, and graphic aids are presented and demonstrated. […] Research in civil defense is a support activity. Its product is information. Its information product is intended to help those others in civil defense who analyze, plan, program, decide, design, procure, train, and so on. So the research job is twofold: to produce information and to insure that its product will be as helpful as possible to fit the needs of those who use it. Given funds and authority, producing information from research is relatively simple. Producing information that is as usable as possible to fill the needs of the other activities of civil defense is far from simple. To say that civil defense is an extremely complex thing has become trite through repetition. Unfortunately, it is also true. And this complexity poses a difficult problem for a research program that is intended to obtain maximum effectiveness. The principal problems for civil defense are those associated with nuclear war. And nuclear war is new; nuclear weaponry is only twenty years old. By contrast, at Trafalgar Nelson's ship, HMS VICTORY, was forty years old. In the twenty years of nuclear weaponry, technological progress has been rapid; weapon yields have increased a thousandfold."

  Recent advances in information technology communications have brought about increases in bandwidth and processing speeds to encourage the growth of Internet Protocol Telephony (IPT), a method of transmitting voice conversations over data networks. Many organizations are replacing portions of their traditional phone systems to gain the benefits of cost savings and enhanced feature sets through the use of IPT. The Coast Guard has an interest in exploiting this technology, and has taken its first steps by implementing IPT at Headquarters Support Command in Washington, D.C. This thesis investigates the successful implementation practices and security policies of commercial, educational, and government organizations in order to create recommendations for IPT security policies and implementation practices relevant to the Coast Guard. It includes the discussion of the public switched telephone network, an overview of IPT, IPT security issues, the safeguards available to counter security threats, the tradeoffs (e.g., voice quality, cost) required to mitigate security risks, and current IPT security policy and implementation guidance. It is supported by the study and analysis of the IPT system at Coast Guard Headquarters. The Coast Guard gains an understanding of the advantages, limitations, and security issues that it will face as it considers further implementation of IPT.

It represents both initial findings of the Army Suicide Prevention Task Force and informs the future of Suicide Prevention within the Army. Suicide is a devastating event. What was once considered a private affair or family matter now threatens our Army's readiness. Equally alarming to the rising rate of suicide in the Army is an increasing number of Soldiers who engage in high risk behavior. Equivocal deaths, deaths by drug toxicity, accidental deaths, attempted suicides, and drug overdoses are reducing the ranks and negatively effecting [sic] the Army's ability to engage in contingency operations in Iraq and Afghanistan. These deaths further strain efforts to sustain institutional operations. [...] This report's comprehensive review exposes gaps in how we see, identify, engage and mitigate high risk Soldiers. These gaps exist in our systems and processes due in part to Army Transformation and nearly a decade of war.   "Opposition to the use of military force in the enforcement of civil law is deeply imbedded in American tradition. It derives both from British precedents and from the experiences of the American Revolution, the ostensible cause of which was the use of British troops to enforce oppressive measures. The image of hated Redcoats shooting down innocent citizens in the Boston Massacre of 1771 was a vivid one, easily transferable to any soldier employed as an instrument of internal control by a central government. The sentiment that a standing army in time of peace was 'dangerous to the liberties of the people,' a standard article of faith of almost all Americans in the post-Revolutionary period, derived largely from fears that such an army would be used by an arbitrary government to tyrannize its own people, not to fight its foreign foes . A standing army, it was thought, could be the instrument only of a monarchy, not of a democratic state."

  "This Report marks a significant evolution in the U.S. relief and reconstruction effort in Iraq: the part of the U.S. program supported by the Iraq Relief and Reconstruction Fund (IRRF) is nearly complete. Concomitantly, the Government of Iraq (GOI) is assuming progressively more of the financial burden for Iraq's continued recovery. This important shift, however, does not signify the end of substantial U.S. assistance to Iraq. To the contrary, American support for Iraq's recovery will remain relatively robust for the foreseeable future. The evolution of the IRRF means that SIGIR's oversight mission in Iraq is evolving as well. Pursuant to its congressional directive, SIGIR continues to report on the investment of the IRRF and the relief funds appropriated in FY 2006. Over the remaining course of this year, however, SIGIR will adjust its personnel footprint in Iraq to comport with its gradually diminishing mission. This quarter, SIGIR continued its comprehensive, on-the-ground oversight of Iraq reconstruction, producing 4 audits, 9 project assessments, and making progress on 79 investigations into allegations of fraud, waste, and abuse involving reconstruction funds. Section 3 contains summaries of this work. SIGIR's 4 audits bring to 86 the total number of audits produced by SIGIR over the past three years. SIGIR's 9 inspections bring the total number of inspections completed to 94. SIGIR investigators progressed on a number of fraud cases this quarter, 28 of which are being prosecuted by the Department of Justice."

  This is the December 31, 1946 hearing on "Pearl Harbor Attack, Part 24: Proceedings of Roberts Commission," held before the U.S. Senate Joint Committee on the Investigation of the Pearl Harbor Attack. From the Letter of Cordell Hull: "It will thus be seen that knowledge of the gravity of the situation in the Pacific was not confined to me, but was shared by many high officers of the Government. I might add that throughout this period officials of the Departments of War and of the Navy manifested a spirit of wholehearted cooperation and indicated in statements made to me from time to time their keen concern regarding the seriousness and critical nature of the danger. On November 25 and on November 28, at meetings of the War Council, at which the highest officers of the Army and the Navy of course were present, I emphasized the critical nature of the relations of this country with Japan: I stated to the conference that there was practically no possibility of an agreement being achieved with Japan; that in my opinion the Japanese were likely to break out at any time with new acts of conquest by force; and that the matter of safe- guarding our national security was in the hands of the Army and the Navy. At the conclusion I with due deference expressed my judgment that any plans for our military defense should include an assumption that the Japanese might make the element of surprise a central point in their strategy and also might attack at various points simultaneously with a view to demoralizing efforts of defense and of coordination for purposes thereof."

  From the statement of John Murtha: "The thing that I wanted to talk about mainly is the cost of the Expeditionary Fighting Vehicle (EFV) and how you are going to get this program under control. We spent $4 billion up to this date, and you just took over the program, but we need to have some recommendation from you for the subcommittee so that we will be able to follow this program more closely. We keep putting money into research, and we keep finding you need more and more money. You save money by cutting down on the numbers, but I am not sure how much research you are saving. But the money you have asked for this year--we have got to know as you go along exactly where we are so that we can cut the thing off, we can come to an agreement to cut this thing off, because you have got a lot of good programs, and usually you run those programs very well, but I am just worried about this particular program. It started when I was Chairman before. I went to see it down at Dumfries, and it looked like it was going to be a program we needed. We have done very few amphibious operations under duress, and I believe the Marine Corps needs a capability of landing against a threat." • Fire for Effect: Field Artillery and Close Air Support in the US Army

  From the Introduction: "This special study provides a historical survey and comparison between two key elements of the joint combined arms team, indirect fire support, as provided by field artillery and mortars, and direct aerial fire support (close air support (CAS) and interdiction) provided by aerial platforms (fixedand rotary-wing aircraft). Since the beginning of modern combined arms operations in World War I, there has been a continual improvement and refinement of ground and air fire support means. But, at times, there has been controversy over the use of the respective delivery means. This study discusses the interplay and use of air and ground fire support elements in the modern period. The work begins with a brief background on the evolution of modern field artillery but is primarily concerned with the period from 1914 to the present. While it discusses all major technological and tactical innovations, the focus is clearly on the United States Army and United States Air Force. Since at least 1941, the United States has led the way in technological and organizational developments in both aviation and field artillery. The emphasis of the survey is on technological and organizational developments, structures, innovations, and techniques. The stress is not, however, on details of technology but, rather, on the capabilities that technological developments have given to the weapons or fire support systems."

  From the thesis abstract: "The threat of terrorism remains in the forefront daily, and public transportation systems remain a preferred target for terrorist attacks. Mass transit customers have long served as the 'eyes and ears' of the public transportation environment. In support of the Department of Homeland Security's See It Say It campaign, mass transit customers contribute to this effort by reporting suspicious and criminal activities on subways and buses. The use of social media networks and mobile phone applications by mass transit law enforcement is slowly evolving as a tool for reporting suspicious and criminal activities on subways and buses. By reviewing the data and current use of social media networks and smartphone applications such as by mass transit law enforcement agencies, this thesis demonstrates that citizens want to play a role in assisting law enforcement in solving crimes. Mass transit law enforcement agencies can leverage community involvement and reduce crime by providing customers with an anonymous means for reporting suspicious and criminal activities. However, whether the use of social media networks and smartphone applications have resulted in an increase in reporting suspicious and criminal activities and a reduction in crime is unresolved, warranting future study in this area."

  "This report presents the testing procedures employed in the technical evaluation of the Mobexcom P25 Digital Vehicular Repeater System (DVRS). The Mobexcom P25 DVRS is designed to enable interoperability between wireless public safety communication systems. It does this by establishing a wireless link between the DVRS and a trunked radio system.
