• Motion of the Debris from a High-Altitude Nuclear Explosion: Simulations Including Collisionless Shock and Charge Exchange

  From the dissertation abstract: "In 1962, the United States conducted its final atmospheric nuclear test. Since 1962, the American national laboratories have attempted to simulate the results observed in exo-atmospheric testing in order to understand and explain how high-energy electrons became trapped further across the Earth's magnetic field than expected. In this thesis, my research will use a computer modeling program designed by the late Dr. Dennis Hewett for LLNL [Lawrence Livermore National Laboratory] in 1972 to simulate the debris from a High Altitude Nuclear Explosion (HANE). The objective of this research is to examine two physical phenomena, collisionless shocks driven by multiple ion species and charge exchange, to determine their independent relevance to the final spatial disposition of fission fragments from a HANE. This research used the ZMR [Zero-electron-inertia model] code, a one-dimensional, particle-in-cell plasma code to simulate the movement of the debris ions produced by the HANE. The debris ions are assumed to be the source of the measured high-energy electrons due to subsequent beta-decay. These high-energy electrons can damage the satellite network vital to the Department of Defense and security of the nation."

  From the report's Executive Summary: "The Office of Electricity Delivery and Energy Reliability, U.S. Department of Energy (DOE) assessed the procurement and supply environment of large power transformers (LPT) in this report. LPTs have long been a major concern for the U.S. electric power sector, because failure of a single unit can cause temporary service interruption and lead to collateral damages, and it could be difficult to quickly replace it. [...] Procurement and manufacturing of LPTs is a complex process that requires prequalification of manufacturers, a competitive bidding process, the purchase of raw materials, and special modes of transportation due to its size and weight. [...] Two raw materials--copper and electrical steel--account for over 50 percent of the total cost of an LPT. [...] In recent years, the price volatility of these two commodities in the global market has affected the manufacturing conditions and procurement strategy for LPTs. The rising global demand for copper and electrical steel can be partially attributed to the increased power and transmission infrastructure investment in growing economies as well as the replacement market for aging infrastructure in developed countries. [...] The U.S. electric grid faces a wide variety of possible threats, including natural, physical, cyber, and space weather. Required annually by 'Presidential Policy Directive 8: National Preparedness,' the 'National Preparedness Report' summarizes progress in building, sustaining, and delivering the 31 core capabilities described in the 'National Preparedness Goal' (the Goal). Each year, the 'National Preparedness Report' presents an opportunity to evaluate gains that whole community partners--including all levels of government, private and nonprofit sectors, faith-based organizations, communities, and individuals-- have made in preparedness and to identify where challenges remain. This year's report focuses primarily on preparedness activities undertaken or reported during 2013. The intent of the 'National Preparedness Report' is to provide the Nation--not just the Federal Government--with practical insights on core capabilities that can inform decisions about program priorities, resource allocation, and community actions.   From the Message from the Acting Chairman: "The Federal Energy Regulatory Commission (FERC or the Commission) will have very important work to do in the years covered by this Strategic Plan, fiscal years (FY) 2014 through 2018. The nation is experiencing significant changes in energy supply due to a number of factors, including the increased availability of domestic natural gas; the growth in renewable, demand-side and storage technologies; and new environmental requirements. Both the nation's energy infrastructure and energy markets must adapt to these changes to ensure that consumers have access to reliable, efficient and sustainable energy at a reasonable cost. This Strategic Plan is not focused on specific technology or policy adaptations, but rather on the underlying and enduring responsibilities of the Commission under our enabling statutes. It is intended to be flexible and adaptable as energy challenges evolve, while providing clear and measurable targets. This Strategic Plan builds on the success of our prior Strategic Plan, which covered FY 2009 through 2014. Among other changes, it more clearly reflects all major functions and operations of the Commission. In addition, this Strategic Plan includes a third strategic goal to highlight our commitment to our employees and empowering them to drive success at the Commission. • America's Achilles Heel: Defense Against High-Altitude Electromagnetic Pulse - Policy vs. Practice

  From the Abstract: "This thesis examines the strategic level policies and practices of Electromagnetic Pulse (EMP) consequence management and how they translate down to the lowest echelon in the practices in addressing the potential second and third order effects. With the proliferation of nuclear devices and ballistic missile delivery systems, an EMP attack originating from a rogue or non-state actor is a potentially catastrophic threat that needs to be addressed. EMP has the potential to irrevocably damage electronics and electrical components over an extensive geographical area with some estimates of a grid outage lasting as long as 18 months. This is in part due to the current design limitations and vulnerabilities inherent in an aging infrastructure. Case study data from high altitude nuclear testing from the 1960s and EMP simulations are used to highlight the effects of EMP. The Defense Support of Civil Authorities (DSCA) mission of the military will be needed to bolster Department of Homeland Security efforts in a regionally widespread disaster area. Policies and legislation to address U.S. electrical grid vulnerabilities can take several years between milestones. Recommendations will address both governmental and private sector approaches to EMP damage mitigation and consequence management."

  "The purpose of this report is to provide guidance to system designers, building managers and/or building emergency personnel responsible for emergency communication on how to create and disseminate messages using basic communication modes (audible and/or visual technology), as well as guidance on how to test the effectiveness of these messages. The guidance provided here is based on the review of 162 literature sources from a variety of social science and engineering disciplines (Kuligowski et al. 2012) and the prioritization of the specific findings extracted from each literature source. This document describes the process in which people receive and interpret information in order to take action during emergencies. Then, the document presents guidance on how to create and disseminate emergency information in the face of rapid-onset disasters -- providing guidance on the dissemination of alert signals, the creation of the warning message, the formatting of messages for both visual and audible means, and the dissemination of the warning message. The document also provides guidance on the ways to test the effectiveness of emergency messages -- both from a comprehension perspective and an occupant-response perspective. In addition, the guidance document provides examples of emergency messages (i.e., message templates) for five different types of emergency scenarios. The document ends with a discussion of research questions still left unanswered and future efforts that are necessary to improve emergency message creation, dissemination, and testing for building disasters."

  "Relations between the United States and Canada, though generally close, have undergone changes in tenor over the past three decades. During the 1980s, the two countries generally enjoyed very good relations. The early 1990s brought new governments to Ottawa and Washington, and although Canada's Liberal Party emphasized its determination to act independently of the United States when necessary, relations continued to be cordial. In early 2006, a minority Conservative government assumed power in Ottawa. It was regarded as being more philosophically in tune with the George W. Bush Administration than the Liberals had been; some observers believe that this compatibility helped facilitate bilateral cooperation. This cooperation has continued with the election of President Obama in November 2008, despite the differences in the two leaders' governing philosophies. The two North American countries continue to cooperate widely in international security and political issues, both bilaterally and through numerous international organizations. Canada's foreign and defense policies are usually in harmony with those of the United States. Areas of contention have been relatively few, but sometimes sharp, as was the case in policy toward Iraq. Since September 11, the United States and Canada have cooperated extensively on efforts to strengthen border security and to combat terrorism, particularly in Afghanistan. Both countries were also active participants in the U.N. [United Nations-sanctioned NATO [North Atlantic Treaty Organization] mission in Libya. […] This report begins with a short overview of Canada's political scene, economic conditions, security and foreign policy, and environmental initiatives, focusing particularly on issues that may be relevant to U.S. policymakers. This country survey is followed by several summaries of current bilateral issues in the political, international security, trade, and environmental arenas. The questions following each summary are designed as potential inquiries to Canadian officials to promote thought and discussion among policy makers."

This book is not intended to supersede 'Volcanism in Hawaii'--the magnificent 62-chapter dual-volume USGS Professional Paper 1350, which was produced in conjunction with HVO's 75th anniversary in 1987. Instead, 'Characteristics of Hawaiian Volcanoes' provides new perspectives on important aspects of basaltic volcanism by synthesizing past studies with insights from recent data and modeling, with the ultimate goal of developing new models of basaltic volcanism in Hawai'i and elsewhere. Our hope is that these contributions will update the foundation of understanding for Hawaiian volcanism, serving as a starting point for researchers as well as providing ideas and stimuli for new avenues of scientific investigation."

  From the Abstract: "In the twenty-first century many non-state actors and third-rate countries aspire to become relevant in a world moving forward. The development of Electromagnetic Pulse (EMP) used as a weapon poses a significant threat to an electrically driven world. An EMP strike is an extremely desirable way to affect a given population of any nation. Due to the indirect nature of an EMP strike, its employment has minimal signature further concealing its origin or motivated actor. An aspiring third-rate country could harness or employ this weapon to quickly ensure its relevancy in the world, while a world super-power could use it to upset the balance of power without bringing attention to its self. As the U.S. and specifically a mid-sized city such as Kansas City adjust for tighter homeland security, they also look to combat potential future threats. Kansas City is at the epicenter of U.S. transportation acting as a major mid-continent hub for multi-mode transport, where everything is executed just in time. This study examines how an Electromagnetic Pulse (EMP) strike targeting Kansas City will affect its road, rail, and distribution infrastructure."

From the opening statement of Scott Perry: "EMP is simply a burst of electromagnetic radiation that results from certain types of high energy explosions or from a suddenly fluctuating magnetic field. A frightening point is that EMP can be generated by nuclear weapons, from naturally-occurring sources such as solar storms, or specialized non-nuclear EMP weapons. Nuclear weapon EMPs are most catastrophic when a nuclear weapon is detonated at high altitude, at approximately 30 kilometers (20 miles), above the intended target. The consequences of such an attack could be catastrophic; all electronics, power systems, and information systems could be shut down. This could then cascade into interdependent infrastructures such as water, gas, and telecommunications. While we understand this is an extreme case, we must always be prepared in case a rouge state decides to utilize this technology. Currently, the nations of Russia and China have the technology to launch an EMP attack, and we have speculated that Iran and North Korea may be developing EMP weapon technology. This is why we must remain vigilant in our efforts to mitigate the effects of an EMP attack." As each of you are aware, the Department of Homeland Security was born out of the tragic events of September 11, 2001. I am a New Yorker who was present in Manhattan on 9/11. Therefore, out of the events of that day - which happens to be my birthday - my personal commitment to the mission of homeland security was also born. As the senior lawyer for the Department of Defense for 4 years, from 2009 through 2012, I was at the center of much of this Government's counterterrorism efforts during that period. Through the efforts of both the Bush and Obama administrations, we have put al-Qaeda's core leadership on a path to strategic defeat. My best day as a lawyer, as the Chairman mentioned, and as a public servant, was May 1, 2011, the day our Special Forces got bin Laden. My second best day was May 5, 2011 - the day I returned to Manhattan with the President, to meet with the families of the victims of 9/11. Their message to the President was simple - thank you. Bin Laden's death brought them some degree of closure, but our work must continue." Within the construct of the National PNT Architecture, the FRP covers both terrestrial- and space-based, common-use, federally operated PNT systems. Systems used exclusively by the military are covered in Chairman, Joint Chiefs of Staff Instruction 6130.01, DoD Master Positioning, Navigation, and Timing Plan (MPNTP). The FRP does not include systems that mainly perform surveillance and communication functions. The policies and operating plans described in this document cover the following PNT systems: [1] Global Positioning System (GPS) [2] Augmentations to GPS [3] Instrument Landing System (ILS) [4] Very High Frequency (VHF) Omnidirectional Range (VOR) [5] Distance Measuring Equipment (DME) [6] Tactical Air Navigation (TACAN) [7] Aeronautical Nondirectional Beacon (NDB) [8] Microwave Landing System (MLS) [9] Internet Time Service (ITS) [10] Radio Station WWVB signal [11] Two-Way Satellite Time Transfer (TWSTT) [12] Network Time Protocol (NTP).   "Threats to the electric grid (cyber, solar, non-nuclear electromagnetic pulse [NNEMP] and high-altitude nuclear electromagnetic pulse [HEMP]), as well as the potential consequences of significant damage to grid components by terrorists and other natural disasters, have increased incrementally since 2001; but details releasable to the public at the unclassified level were rare prior to 2008. Efforts by the Congressional 'Commission to Assess the Threat to the United States from Electromagnetic Pulse' (EMP Attack) to declassify data relevant to American society within their final 2008 report were successful (albeit limited, as much remains classified), and subsequently heralded during a major conference at Niagara Falls, sponsored by a new non-profit non-partisan organization, which hosted highly influential experts and proponents of critical electric infrastructure protection. Participants included sitting and retired Congressional members from both parties; former Directors of the CIA, the National Security Agency, and the Defense Nuclear Agency; counterterrorism analysts; commissioners; nuclear and electrical engineers; scientists; academics; and a wide variety of first responders."

  "NOAA [National Oceanic and Atmospheric Administration], with the aid of the National Aeronautics and Space Administration (NASA), is procuring the next generation of geostationary weather satellites. The GOES-R [Geostationary Operational Environment Satellite-R] series is to replace the current series of satellites (called GOES-13, -14, and -15), which will likely begin to reach the end of their useful lives in 2015. This new series is considered critical to the United States' ability to maintain the continuity of satellite data required for weather forecasting through 2036. GAO [Government Accountability Office] was asked to evaluate GOES-R. GAO's objectives were to (1) assess GOES-R progress and efforts to address key cost and schedule risks; (2) evaluate efforts to manage changes in requirements and whether any significant changes have recently occurred; and (3) evaluate the adequacy of GOES-R contingency plans. To do so, GAO analyzed program and contractor data, compared GOES-R schedules, requirements changes, and contingency plans to best practices by leading organizations, and interviewed officials at NOAA, NASA, and at other federal agencies that rely on GOES. […] GAO is recommending that NOAA address weaknesses in managing reserves and scheduling, improve communications with satellite data users, and address shortfalls in contingency planning. NOAA concurred with GAO's recommendations and identified steps it is taking to implement them."

• Unmanned Aircraft System (UAS) Service Demand 2015-2035: Literature Review & Projections of Future Usage

  "This report assesses opportunities, risks, and challenges attendant to future development and deployment of UAS within the National Airspace System (NAS) affecting UAS forecast growth from 2015 to 2035. Analysis of four key areas is performed: technology, mission needs, economics, and existing or anticipated challenges to routine use in NAS operations. Forecast effects of emerging technologies as well as anticipating new technological innovations in areas of airframes, powerplants, sensors, communication, command and control systems, and information technology and processing are evaluated. Anticipated mission needs include intelligence, surveillance and reconnaissance (ISR), as well as new areas such as stores delivery, cargo transport, search and rescue, and pilot augmentation; example business case models are developed for each of these areas. Challenges to routine UAS usage in the NAS include: absence of legislation and regulations for safe flight in integrated airspace; pilot training and certification; regulatory, policy, and procedural issues; social issues, such as privacy and nuisance concerns; environmental issues, such as noise and emissions; and safety. Provided these challenges are largely mitigated, the following are projections of UAS fleet size by user in 2035: Department of Defense ~14,000, with additional ~5,000 having optional pilot augmentation (Air Force ~3,500; Navy + Marines ~2,500; Army ~10,000); Public Agencies (Federal, State, & Local) ~70,000. Total UAS vehicles will approach ~250,000 by 2035, of which ~175,000 will be in the commercial marketplace. UAS operations are expected to surpass manned aircraft operations, for both military and commercial domains, by 2035."
