  From the Introduction: "In 2020, the U.S. economy experienced its worst macroeconomic shock since the Great Depression. As a direct result of the arrival of COVID-19 [coronavirus disease 2019]--and consequent measures to contain and mitigate viral transmission, real output was on pace to contract by as much as 12.3 percent in 2020, which would have constituted the worst economic contraction since 1932. Professional forecasters projected that the unemployment rate would reach as high as 25.0 percent in May 2020, its worst level since the Great Depression and more than twice its peak in the aftermath of the 2008-9 global financial crisis. The Congressional Budget Office (CBO) forecasted a contraction of almost 6 percent during the four quarters of 2020, and that the unemployment rate would remain over 11 percent through the end of the year."

  From the opening statement of Hon Pete V. Domenici, U.S. Senator from New Mexico: "Next week the committee is going to begin 2 weeks of markup on a comprehensive energy bill. I think that is possible because a great deal of the work was done last year, and much of it will be carried forward. While there will be changes proposed in the chairman's mark, a substantial portion of the work has been done. It is my intention that on April 9 we will consider the electricity title. Today's hearing will consider four legislative proposals and obviously anything constructive that witnesses care to share with us. S. 475, introduced by Senator Thomas on February 27. The second one is title VII from the House Energy and Power Subcommittee chaired by Congressman Barton. The third is a Senate October 16 offer from last year's energy bill conference, which Senator Bingaman participated in and he and his staff had a great deal to do with. And the fourth is the staff draft circulated from last week, which I have participated in, but is principally a work of the majority staff. After reading most of the prepared testimony submitted for today's hearing, it is clear that the witnesses are essentially divided into two camps, those who support open access to transmission and generally support SMD and want the committee to approve Senator Thomas' proposal that would expand FERC's authority to ensure market access. On the other hand, those with serious concerns about SMD, in particular public power, prefer that the committee do nothing out of fear that including anything creates an unacceptable risk that we will include, either now or at some point down the legislative path, provisions that expand FERC's authority." From the statement of Jeff Schwartz: "Today, I would like to share with the Subcommittee the primary findings of that study and several policy recommendations that stem therefrom (the full study is attached as Appendix A). Overall, I conclude that the Conflict Minerals Rule is a failure in its current form, because the filings that companies have submitted to the SEC [U.S. Securities and Exchange Commission] in response do not provide sufficient insight into conflict mineral supply chains, or company due diligence efforts related thereto, for consumers and shareholders to discern which companies are committed to conflict-free sourcing. I suggest, however, that amendments to the Rule (some of them relatively minor), or even SEC guidance on how the current regulations should be interpreted, could greatly increase transparency without increasing compliance costs. First, I will briefly describe the methodology of the study, then I will describe my findings and policy recommendations."   "The first document is a summary by state of legal and regulatory requirements related to the smart grid. The document contains three US maps that show how activities in the states are progressing. (See the right hand column.) The report contains a summary of legislative and regulatory activity in each state and also contains links to the resource material used to construct the summaries. These state smart grid‐related activities are centered on smart meters (Advanced Metering Infrastructure), data privacy issues, opt out policies and regulations promoting net metering and distributed generation programs. In addition, associated programs are discussed, such as energy efficiency goals and requirements, dynamic pricing policies and demand response programs. For many states, the document also includes a discussion of key drivers of increased activity. The second document provides 23 case studies of smart grid pilots and programs in the U.S.  It provides a sample of projects chosen to provide a variety of smart grid applications and approaches. They involve various technology types, pricing programs, and funding mechanisms.   Each case study begins with a table that outlines important elements of the project and presents quantitative results and metrics when available.  The tables are followed by more detailed descriptions of the projects, along with further supporting information."

  "Chemical/Biological/Radiological (CBR) contamination events pose a considerable threat to our nation's infrastructure, especially in large internal facilities, external flows, and water distribution systems. Because physical security can only be enforced to a limited degree, deployment of early warning systems is being considered. However to achieve reliable and efficient functionality, several complex questions must be answered: 1) where should sensors be placed, 2) how can sparse sensor information be efficiently used to determine the location of the original intrusion, 3) what are the model and data uncertainties, 4) how should these uncertainties be handled, and 5) how can our algorithms and forward simulations be sufficiently improved to achieve real time performance? This report presents the results of a three year algorithmic and application development to support the identification, mitigation, and risk assessment of CBR contamination events. The main thrust of this investigation was to develop 1) computationally efficient algorithms for strategically placing sensors, 2) identification process of contamination events by using sparse observations, 3) characterization of uncertainty through developing accurate demands forecasts and through investigating uncertain simulation model parameters, 4) risk assessment capabilities, and 5) reduced order modeling methods. The development effort was focused on water distribution systems, large internal facilities, and outdoor areas."

  "U. S. Customs and Border Protection (CBP) developed and executed a public scoping process for its four regional Programmatic Environmental Impact Statements (PEISs) for Northern Border operations. 'Scoping' of an environmental impact statement is a process of informing diverse stakeholders about an action that an agency is planning and seeking those stakeholders' feedback on the environmental concerns that that action could generate. The intent of the scoping effort is to adapt the scope of the planned programmatic National Environmental Policy Act (NEPA) document to ensure that it addresses relevant concerns identified by interested members of the public as well as organizations, Native American tribes, and other government agencies and officials. [...] A series of 11 public scoping meetings were arranged for the 4 PEIS regions, 6 during the week of July 12-16, 2010 and 5 during the week of July 19-23, 2010. The meetings were held in the evenings. At each public meeting, attendees were given handouts and invited to view a series of informational posters about CBP and northern border security. At each meeting, CBP and contractor personnel made a brief overview presentation of the PEIS effort. CBP representatives presented information on the suite of potential CBP activities."

  "MARLAP is organized into two parts. Part I, intended primarily for project planners and managers, provides the basic framework of the directed planning process as it applies to projects requiring radioanalytical data for decision making. The nine chapters in Part I offer recommendations and guidance on project planning, key issues to be considered during the development of analytical protocol specifications, developing measurement quality objectives, project planning documents and their significance, obtaining laboratory services, selecting and applying analytical methods, evaluating methods and laboratories, verifying and validating radiochemical data, and assessing data quality. The Multi-Agency Radiological Laboratory Analytical Protocols (MARLAP) manual provides guidance for the planning, implementation, and assessment of projects that require the laboratory analysis of radionuclides. MARLAPs basic goal is to provide guidance for project planners, managers, and laboratory personnel to ensure that radioanalytical laboratory data will meet a projects or programs data requirements. To attain this goal, the manual offers a framework for national consistency in the form of a performance-based approach for meeting data requirements that is scientifically rigorous and flexible enough to be applied to a diversity of projects and programs. The guidance in MARLAP is designed to help ensure the generation of radioanalytical data of known quality, appropriate for its intended use. Examples of data collection activities that MARLAP supports include site characterization, site cleanup and compliance demonstration, decommissioning of nuclear facilities, emergency response, remedial and removal actions, effluent monitoring of licensed facilities, environmental site monitoring, background studies, and waste management activities."

  "Its subject is one that has been barely tackled anywhere else: What gives modern intelligence practitioners and their organizations their claims to professionalism, and what actually does this professionalism entail? Intelligence as an activity is partly a matter of special skills -- agent recruitment and running; cipher-breaking and other SIGINT techniques; imagery interpretation; and all the others -- but these merge into its broader professional canons for handling indications and evidence, drawing conclusions, and presenting these to decision-takers in ways that command attention while incorporating careful judgments of certainty and uncertainty. The intelligence professional is close to the policy adviser, but still keeps a certain distance from him. Intelligence's concern is with understanding and evaluating 'them,' rather different from the policy adviser's roots in 'us' and in what 'our' decisions should be. This book examines ways in which intelligence develops its characteristic standards of accuracy and duty. It considers the effects of formal legal codes and democratic oversight, but a principal conclusion emerging from it is the importance of professional training. Its implicit sub-text is indeed that standards of intelligence analysis and integrity should be properly taught, and not just caught by osmosis from one's seniors. At least for this British reader, the amount of formal analytic training in the relatively modest national intelligence systems described here is surprising and thought-provoking, perhaps salutary."

[…] As we meet today, the Army has over 650,000 soldiers on Active- Duty who are deployed, stationed overseas, or securing the home land. We must ensure that our Armed Forces have the necessary personnel, training, and equipment to successfully accomplish their missions. The fiscal year 2006 Army budget requests $98.6 billion. It has not significantly changed from the 2005 appropriated levels. However, the 2005 appropriated levels include the $57 billion for the Army in the fiscal year 2005 supplemental request. Additionally, the Army did not include all modularity costs in the 2006 budget request. Of the $57 billion requested for the Army in the bridge supplemental, $12.8 billion is in the procurement account and funds modularity force protection, recapitalization and equipment combat losses. This committee has jurisdiction over all of these areas, but, by funding these areas through supplementals, has little oversight. It is a concern to me. We would like to hear your views as to why you believe these costs should not have been budgeted in the fiscal year 2006 request."   "Like electricity a century ago, broadband is a foundation for economic growth, job creation, global competitiveness and a better way of life. It is enabling entire new industries and unlocking vast new possibilities for existing ones. It is changing how we educate children, deliver health care, manage energy, ensure public safety, engage government, and access, organize and disseminate knowledge. […]. A broadband-enabled Smart Grid could increase energy independence and efficiency, but much of the data required to capture these benefits are inaccessible to consumers, businesses and entrepreneurs. And nearly a decade after 9/11, our first responders still lack a nationwide public safety mobile broadband communications network, even though such a network could improve emergency response and homeland security. Government can influence the broadband ecosystem in four ways: 1. Design policies to ensure robust competition and, as a result maximize consumer welfare, innovation and investment. 2. Ensure efficient allocation and management of assets government controls or influences, such as spectrum, poles, and rights-of-way, to encourage network upgrades and competitive entry. 3. Reform current universal service mechanisms to support deployment of broadband and voice in high-cost areas; and ensure that low-income Americans can afford broadband; and in addition, support efforts to boost adoption and utilization. 4. Reform laws, policies, standards and incentives to maximize the benefits of broadband in sectors government influences significantly, such as public education, health care and government operations."

  "The Congress faces an array of policy choices as it confronts the dramatic increase in the federal government's debt over the past several years and the prospect of large annual budget deficits and further increases in that debt that are projected to occur in coming decades under current law (see Figure 1-1). To help inform lawmakers about the budgetary implications of various approaches to changing federal policies, the Congressional Budget Office (CBO) periodically issues a compendium of policy options that would affect the federal budget as well as separate reports that include policy options in particular areas.1 This volume presents 103 options that would decrease federal spending or increase federal revenues over the next decade (see Table 1-1 on page 5). Those options cover many areas--ranging from defense to energy, Social Security, and provisions of the tax code. The budgetary effects identified for most of the options span the 10 years from 2014 to 2023 (the period covered by CBO's May 2013 baseline budget projections), although many of the options would have longer-term effects as well."
