• Future Has Begun: Using Artificial Intelligence to Transform Government

  "This issue brief describes the work of four very different organizations: two federal agencies--one defense and one civilian; one local government; and one university whose research was funded partly by two federal research and development agencies. Together, these four organizations highlight how AI [Artificial Intelligence] technology assists agencies as they seek to transform the ways they work. The cases presented here describe works in progress, not end results. [...] We also present insights, based on these stories, that can be guideposts for other government agencies interested in using AI. The first case study shows how law enforcement agencies use or plan to use AI to outsmart criminals. [...] The second case study describes how the Bureau of Labor Statistics at the Labor Department plans to take away tedious, repetitive tasks from employees and save hundreds, even thousands of work hours. [...] The third case study illustrates how AI can help break down government silos, enabling agencies to serve citizens more effectively while also protecting vulnerable populations, such as substance abusers. [...] The final case study explains how the Air Force plans to use the technology to make sense of complex acquisition regulations so it can speed the process of buying goods and services. [...] The researchers, AI experts and people described in these case studies, and numerous other people we interviewed, detailed their practical experiences with AI and what they learned. Their insights could help other leaders understand AI's potential and how it could be applied in their agencies."

  This is the December 12, 2017 briefing on "Sea Rescues: Saving Refugees and Migrants on the Mediterranean," held before the Commission on Security and Cooperation in Europe. From the opening statement of Nathaniel Hurd: "Since the refugee and migrants crisis started in Europe in 2015, there have been many stories about suffering, death, and debates about policy. Almost 12,000 of these people on the move have died or gone missing on the Mediterranean. Many of the debates within and between European countries and institutions remain unresolved. But there is another story that must be told more often and more clearly. It is the story of lives saved on the sea. Our panelists today include representatives from the governments of Italy and Greece, and from the shipping industry. Together, they represent ship crews that have rescued more than 379,000 refugees and migrants. That is almost half the population of Washington, D.C., in which we are holding this briefing. Too often, we focus on the villains. Today we will focus on the heroes. Like all heroes, they are imperfect because they are human.   "The report provides up-to-date data on law enforcement officers who died in the line of duty in 2017 as a result of felonious or accidental incidents, as well as federal law enforcement officers who were killed or assaulted in the line of duty. According to statistics reported by the FBI [Federal Bureau of Investigation] National Press Office, '93 law enforcement officers were killed in line-of-duty incidents in 2017. Of these, 46 officers died as a result of felonious acts and 47 officers died in accidents. I think their confidence level is at an all-time low. I think they are concerned about what Russia is doing to destabilize the area, using refugees as a weapon of war. From the opening statement of Ron Johnson: "To me, the role of the Federal Government--the top priority is the defense of this Nation--defense of this homeland, the security of its borders and the security of its citizens. And, that is really all this hearing is about--is to lay out a reality through some powerful examples. And, again, we have Julie here. We have Sheriff Eric Severson from Waukesha County, Wisconsin, who will be laying out and talking about the problem of drug abuse, because our borders are so porous. In the 1980s, heroin cost $3,200 per gram. Deputy Rectenwald, we were talking yesterday. You think it is about $80 a gram. Ten doses per gram--that is $8 for a hit of heroin. It is a very affordable, destructive habit. And, that is because our borders are so porous. So, there is a lot of destruction occurring. We have a sheriff and a deputy sheriff here, describing those things. And, of course, Deputy Sheriff Rectenwald will be talking about another tragedy--another young mom, Jill Sundberg, who was murdered by five individuals--criminals that were in this country illegally. Again, we are going to allow these powerful stories to be told, so we understand the consequences of not enforcing our immigration laws and securing our borders." From the opening statement of Paul Cook: "Our country is facing the worst opioid epidemic in our history. According to the Centers for Disease Control and Prevention, over 62,632 Americans died of drug overdoses last year, which is almost 22 percent higher than in 2016. Transnational criminal organizations operating in the Western Hemisphere countries bear some responsibility for these deaths given their role in cultivating, producing, and transporting many of the drugs that kill Americans, such as heroin, cocaine, meth-amphetamine, marijuana, and fentanyl. According to the U.S. Council on Transnational Organized Crime, we have at least 96 gangs operating in the United States that are associated with transnational organized crime. Today's criminal organizations are a new kind of threat. They operate like international corporations and use legitimate franchise structures that make combatting them more difficult." From the opening statement of Ron Johnson: "First, I want to just talk about the history of the budget of the Department of Homeland Security (DHS). We are not quite ready for the chart. When you take a look at total budget authority, when the Department was first stood up, the first fiscal year was 2004, and the Department's budget was--this is total budgetary authority, mandatory and discretionary--$36.5 billion. Now, had that budget just grown by inflation, today's request would be a little under $50 billion--$48.25 billion. Instead, total budget authority is $70.6 billion, about a 93-percent increase. Now, from my standpoint, that represents on a bipartisan fashion President Bush, President Obama, now President Trump realized that the threat environment that America faces has become more severe. It is growing, it is evolving, it is metastasizing, and the Department needs more resources to try and keep this homeland safe."
