However, UAE regional policy is becoming increasingly assertive, in some cases not necessarily acting in concert with the United States but rather with some allies of the Gulf Cooperation Council (GCC: Saudi Arabia, Kuwait, UAE, Bahrain, Qatar, and Oman). The UAE's assertiveness might reflect doubts about the U.S. security commitment to the GCC states after the United States negotiated the July 2015 comprehensive nuclear deal (Joint Comprehensive Plan of Action, JCPOA) with Iran."

The UAE is a significant buyer of U.S. military equipment, including the most sophisticated missile defense system sold by the United States, demonstrating support for U.S. efforts to forge a coordinated missile defense network. As the UAE has gained capability to project force, it has increasingly asserted itself in the region. The UAE is part of a Saudi-led military effort to pressure the Iran-backed Zaidi Shiite Houthi rebels in Yemen, an effort to which the United States provides logistical support. In partnership with U.S. special operations forces, UAE forces also are combatting Al Qaeda's affiliate in that country. In recent years, UAE forces have used several bases in East African countries to train allied forces and facilitate UAE operations in Yemen. The UAE is supporting an anti-Islamist commander in eastern Libya who thus far has not agreed to join a unified political structure."

  "After communist North Vietnam's victory over U.S.-backed South Vietnam in 1975, the United States and Vietnam had minimal relations until the mid-1990s. Since the establishment of diplomatic relations in 1995, overlapping security and economic interests have led the two sides to expand relations across a wide range of issue-areas and begin to form a strategic partnership of sorts. Perhaps most prominently, in 2010, the two countries mobilized a multinational response to China's perceived attempts to boost its claims to disputed waters and islands in the South China Sea. This coordinated effort to promote the freedom of navigation has continued."

  "In recent months, U.S. policy makers have expressed concerns about a significant increase in the number of unaccompanied alien children (UAC) being apprehended at the U.S. border. More than 63,000 such children were apprehended over the first 10 months of the fiscal year--a 100% increase compared to same time period of FY2013. This unexpected surge of children has strained U.S. government resources and created a complex crisis with humanitarian implications for the United States and the international community. Although the flow of unaccompanied minors appears to have slowed since July, experts warn it may accelerate again after the summer heat passes. [...] Congress has taken some initial steps to respond to the situation on the border, with Members holding numerous hearings, traveling to the region, and introducing legislation. Bills were introduced in both houses of Congress in response to the President's supplemental appropriations request. [...] As Congress continues to debate legislative options to address the foreign policy dimensions of the situation, there are a variety of interrelated issues that it might take into consideration. These include Central American governments' limited capacities to receive and reintegrate repatriated children, and their inability and/or unwillingness to address the pervasive insecurity and lack of socioeconomic opportunities in their countries that cause many children to leave. Other issues Congress might consider include the extent to which the Mexican government is capable of limiting the transmigration of Central Americans through its territory and how other international actors are responding to the spike in apprehensions of unaccompanied children."

  From the Summary: "The crisis in Venezuela has deepened under the authoritarian rule of Nicolás Maduro, who has consolidated power despite presiding over a dire economic and humanitarian crisis worsened by the Coronavirus Disease 2019 (COVID-19) pandemic. Maduro, narrowly elected in 2013 after the death of Hugo Chávez (president, 1999-2013), and the United Socialist Party of Venezuela (PSUV) took de facto control of the National Assembly, the last independent branch of government, in January 2021. Maduro has resisted U.S. and international pressure to step down and an opposition led by Juan Guaidó, the National Assembly president elected in 2015 and once regarded as interim president by nearly 60 countries. Venezuela's economy has collapsed. The country is plagued by hyperinflation, severe shortages of food and medicine, and a dire humanitarian crisis that has further deteriorated as a result of gasoline shortages, COVID-19, and U.S. sanctions. Maduro has blamed sanctions for the economic crisis, but many observers cite economic mismanagement and corruption as the main factors. U.N. agencies estimate 5.6 million Venezuelans have fled the country as of April 2021."

  "El Salvador continues to face serious governance, security, and economic issues, many of which are interrelated. Deep scars and political polarization remain evident in El Salvador today from a war that resulted in significant human rights violations, more than 70,000 deaths, and massive emigration to the United States. Tension between the FMLN [Farabundo Marti Liberation Front] government and the ARENA [National Republican Alliance] - dominated legislature has hindered efforts to address fiscal and security challenges. Insecurity and poverty have fueled unauthorized emigration. With both the FMLN and ARENA tarnished by revelations of corruption by former presidents, the leading candidate in the February 3, 2019, presidential contest is Nayib Bukele, a 37-year-old who left the FMLN and is running for the Grand Alliance for National Unity (GANA) party (see 'February 2018 Presidential Election'). This report examines political, economic, security, and human rights conditions in El Salvador. It then analyzes selected issues in U.S. - Salvadoran relations that have been of particular interest to Congress, including foreign assistance, migration, security cooperation in addressing gangs and counter narcotics issues, human rights, and trade."

  "The United States and Mexico have a close and complex bilateral relationship. As neighbors and partners under the North American Free Trade Agreement (NAFTA), the United States and Mexico have extensive economic linkages." In the past few years, drug trafficking, organized crime, immigration, and border security are the issues that have dominated the relationship between the two countries. The United States has provided over $1.9 billion in training and equipment to President Calderon's government, which has also employed aggressive anticrime efforts. "The Calderon administration has arrested record numbers of drug kingpins, but the brazen violence committed by warring criminal groups […] has led to an increasing criticism of its security strategy. According to Mexican government data, organized crime-related violence claimed more than 47,500 lives in Mexico between December 2006 and September 2011." The issues of security and the economy are likely to be the most important concerns "in the July 1, 2012 presidential, legislative, and state elections." President Calderon's National Action Party (PAN) may lose to the Institutional Revolutionary Party (PRI). Due to the relationship between the United States and Mexico, "Congress has maintained an active interest in Mexico with counternarcotics, border security, and trade issues dominating the agenda." Congressional funding will most likely continue, and Congress may begin to monitor "how organized crime and government efforts to suppress it are affecting human rights and democracy in Mexico."

  "Congress's power to create rules governing the admission of non-U.S. nationals (aliens) has long been viewed as plenary. In the Immigration and Nationality Act (INA), as amended, Congress has specified grounds for the exclusion or removal of aliens, including on account of criminal activity. Some criminal offenses, when committed by an alien who is present in the United States, may render that alien subject to removal from the country. And certain criminal offenses may preclude an alien outside the United States from being either admitted into the country or permitted to reenter following an initial departure. Further, criminal conduct may disqualify an alien from certain forms of relief from removal or prevent the alien from becoming a U.S. citizen. In some cases, the INA directly identifies particular offenses that carry immigration consequences; in other cases, federal immigration law provides that a general category of crimes, such as 'crimes involving moral turpitude' or an offense defined by the INA as an 'aggravated felony,' may render an alien ineligible for certain benefits and privileges under immigration law."

  "As a result of the federal government's shortcomings in thwarting illegal immigration, state and local law enforcement agencies are now largely shouldering the problem of criminal activity associated with illegal immigration. Section 287(g) of the INA allows state and local police to actively participate in immigration enforcement, but has raised concerns about how to balance public safety with concerns of a 'chilling effect' on the immigrant community. This thesis surveyed current and prospective 287(g) participants in order to develop a model for voluntary local, state and federal immigration enforcement collaboration. The proposed model confines immigration enforcement to a small group of select officers representing agencies that volunteer based on the needs of their communities; ICE agents would be active participants. The enforcement would target serious crimes that support illegal immigration such as alien smuggling, fraudulent documents, transnational gang activity and drug trafficking. Enforcement efforts would be supplemented by community outreach and efforts to mitigate the chilling effect that deters many state and local police from engaging in immigration enforcement."

  "In Padilla v. Kentucky, 130 S. Ct. 1473 (2010), the Supreme Court held that the Sixth Amendment requires defense counsel to advise a noncitizen client of the risk of deportation arising from a guilty plea. Defense counsel's failure to so advise, or defense counsel's misadvice regarding the immigration consequences of the plea, may constitute ineffective assistance of counsel under Strickland v. Washington, 466 U.S. 668 (1984). [...]. This monograph is organized in a way that makes it easy for the reader to use both as an introduction to immigration consequences of criminal convictions, and as a resource for future reference when specific issues arise. The opening section provides an overview of the removal process and an introduction to relevant immigration terminology. This section covers basic concepts, including how the Government places an alien in removal proceedings, what occurs during such proceedings, and what happens after a final order of removal is issued against the alien. If the reader is unfamiliar with this process, we recommend that he or she briefly review the opening section. For the reader who is preparing for a plea colloquy or a settlement negotiation, or who for some other reason needs to evaluate the potential consequences of a particular crime, he or she should consult Sections 2 and 3.   "This annotated bibliography was prepared by CREA: Center for Reflection, Education and Action, under a U.S. Department of Labor (DOL) contract. DOL funded this project pursuant to the Trafficking Victims Protection Reauthorization Act (TVPRA) of 2005, which mandated the development of a standard set of practices that will reduce the likelihood that [producers] will produce goods using [child labor and forced labor]. This bibliography is a collection of practices used by companies and industry organizations to address child labor and forced labor in their supply chains. It is a companion to other materials published by DOL, including the annual Department of Labor's Findings on the Worst Forms of Child Labor, The Department of Labor's List of Goods Produced by Child Labor or Forced Labor; and The Department of Labor's List of Products Requiring Federal Contractor Certification as to Forced or Indentured Child Labor. This bibliography consists of four main chapters: General, Agriculture, Manufacturing, and Mining. Business practices in specific sectors are covered in the sectoral chapters, while the General chapter includes practices that have broader application. Each chapter is color-coded. Symbols are used to denote documents that discuss specific goods, such as tobacco and apparel. An index of all documents, by author, is provided at the back of the document for easy reference. Users are strongly encouraged to view the bibliography in its electronic format, which allows quick searching and cross referencing, and provides voice reading for readers who are visually impaired."

  "John B. Alexander's monograph about the convergence of Special Operations Forces (SOF) and civilian law enforcement activities is timely considering the U.S. Government's revamped strategies to promote more capable and effective governments and improve security in southwest Asia. The strategic concept includes fully resourcing security training for military and police forces. U.S. strategic objectives envision two outcomes: a) governments that can provide effective internal security with limited international support and b) military and police security forces that can lead the counterinsurgency and counterterrorism fight with reduced U.S. assistance. If Dr. Alexander's thesis is correct--that adequate training is needed for SOF to conduct missions involving police-like activities--other nations' security forces also will require much the same training in order to effectively provide for their countries' internal security and deal effectively with the challenges of combating terrorism and insurgency. Dr. Alexander asserts that success in southwest Asia will hinge, in part, upon U.S. and host-nation military operations that effectively incorporate some police-type tasks (e.g., gathering and securing evidence) and law enforcement operations by police units that require military-like support (e.g., armored protection and heavy weapons). This monograph invites us to consider another dimension of the convergence of police and military activities."

Smith: "The Syrian displacement crisis that has consumed seven countries in the Middle East has become the biggest refugee crisis in Europe since World War II. At least 250,000 people have been killed in Syria's civil war, many of them civilians. The security forces of Syrian dictator Bashir al-Assad have been responsible for many of these killings, targeting neighborhoods with barrel bombs and shooting civilians point blank. ISIS has committed genocide, mass atrocities, and war crimes against Christians and other minorities, and likewise targeted, brutalized, and killed Shia and Sunni Muslims who reject its ideology and its brutality. […] This hearing will examine the 'who' is arriving, the 'why' they are coming to Europe, and the 'what' has been done and should be done in response. European governments, entities like the OSCE [Organization for Security and Co-operation in Europe] and EU [European Union], religiously based entities and civil society all have critical roles to play." • Review of Policies and Training Governing Off-Duty Conduct by Department Employees Working in Foreign Countries

  "After allegations arose regarding the conduct of U.S. government personnel, including three Drug Enforcement Administration (DEA) agents, during the President's visit in 2012 to Cartagena, Colombia, the Department of Justice (DOJ or Department) Office of the Inspector General (OIG) received inquiries from Members of Congress regarding the training provided to DOJ personnel working outside the United States about off-duty behavior. Off-duty misconduct by DOJ employees working abroad can present unique concerns, particularly for those in law enforcement and those with security clearances. Moreover, when off-duty misconduct occurs abroad, the impact on the U.S. government's reputation and its law enforcement efforts can be especially damaging. In this review, the OIG initially sought to identify DOJ policy and training addressing off-duty conduct abroad. We found that, to the extent such policies existed, they did not specifically address off-duty conduct when outside the United States, but rather applied regardless of location."

  From the Scope and Purpose: "This manual is intended to assist law enforcement agencies in reporting incidents of hate crime to the FBI Uniform Crime Reporting (UCR) Program. It addresses policy, the types of bias crime to be reported, how to identify a hate crime and guidelines for reporting hate crime. Since 1991, thousands of city, college and university, county, state, tribal, and federal law enforcement agencies have voluntarily participated in the hate crime data collection. It is the law enforcement officers within these agencies who investigate offenses, determine those motivated by bias, and report them as known hate crimes that have made crucial contributions to the success of the hate crime data collection. Without their continued support and participation in identifying bias-motivated crimes, the FBI would be unable to annually publish Hate Crime Statistics. This partnership and, ultimately, this publication serve as the cornerstone in raising the nation's awareness about the occurrence of bias-motivated offenses."
