  "Threats to the homeland are persistent and constantly evolving. Domestic and foreign terrorism and the expanding reach of transnational organized crime syndicates across cyberspace, international borders, and jurisdictional boundaries within the United States highlight the continued need to build and sustain effective intelligence and information sharing partnerships among the federal government; state, local, tribal, and territorial (SLTT) governments; and the private sector. These partnerships are the foundation of a robust and efficient homeland security intelligence enterprise that goes beyond shared access to information and intelligence to foster sustained collaboration in support of a common mission. This collaboration enables the fusion process 1 and provides decision makers across all levels of government and within the private sector with the knowledge to make informed decisions to protect the homeland from a variety of threats and hazards. State and major urban area fusion centers (fusion centers) are the nexus of the homeland security intelligence enterprise at the state and local level. They serve as focal points for the receipt, analysis, gathering, sharing, and safeguarding of threat-related information between the federal government and SLTT and private sector partners. As such, fusion centers provide a state and local context that enhances the national threat picture and enables local officials to better protect their communities. They also provide critical information and subject matter expertise that allows the Intelligence Community (IC) to more effectively 'connect the dots' to prevent and protect against threats to the homeland."

• Violent Mexican Transnational Criminal Organizations in Texas: Political Discourse and an Argument for Reality

  From the thesis abstract: "In 2006, Mexico President Felipe Calderon, with U.S. assistance, launched a military campaign to combat Violent Mexican Transnational Criminal Organizations in attempt to disrupt the growing violence throughout Mexico. The result has been an uncontrollable drug war that has claimed more lives within Mexico than the U.S. campaigns in Afghanistan and Iraq combined. From the U.S. perspective, the threat of spillover violence emanating from Mexico is a wicked problem and one that polarizes the political discourse. Conflicting opinions about the meaning of spillover violence has driven misrepresentation of events and evidence that fuel the political narrative. Therefore, no metric for analysis can be put in place to accurately document and monitor the threat to the U.S. homeland. The term spillover violence, instead, has become the focal point. This research seeks to find a broader framework outside of political agendas that provides analysis in a systematic manner rather than focusing on semantics. This research identifies gaps in the understanding of how spillover violence is defined and captured within the current construct; examines current criminal metrics used to classify and report violent crime statistics; and evaluates the scope of Texas border operations dedicated toward violent crime crossing the Southwestern border."

  "In recent years, the international community has increasingly recognized international violence against women (VAW) as a significant human rights and global health issue. VAW, which can include both random acts of violence as well as sustained abuse over time, can be physical, psychological, or sexual in nature. Studies have found that VAW occurs in all geographic regions, countries, cultures, and economic classes, with some surveys showing that women in developing countries experience higher rates of violence than those in developed countries. Many experts view VAW as a symptom of the historically unequal power relationship between men and women, and argue that over time this imbalance has led to pervasive cultural stereotypes and attitudes that perpetuate a cycle of violence. […] This report addresses causes, prevalence, and consequences of violence against women. It provides examples of U.S. activities that address VAW directly or include anti-VAW components. It also outlines possible policy considerations for the 110th Congress, including the scope and effectiveness of current U.S. programs; further integrating anti-VAW programs into U.S. assistance and foreign policy mechanisms; strengthening U.S. government coordination of international anti-VAW activities; and collaborating with international organizations such as the United Nations on anti- VAW efforts. This report will be updated as events warrant."

  From the Summary: "The number of unaccompanied alien children (UAC, unaccompanied children) apprehended at the Southwest border between U.S. ports of entry while attempting to enter the United States without authorization has increased substantially in recent years: from 16,067 in FY2011 to 24,481 in FY2012 to 38,759 in FY2013. In FY2014, the Department of Homeland Security (DHS), Customs and Border Protection (CBP) apprehended 68,541 UAC, a record at that time. Since FY2014, UAC apprehensions have fluctuated considerably, declining to 39,970 in FY2015, increasing to 59,692 in FY2016, declining to 41,435 in FY2017, and increasing to 50,036 in FY2018. In the first 11 months of FY2019, they reached 72,873, a level that now exceeds the FY2014 peak."

This expansion means airports will remain a high-value target to crime and terrorism. The need to protect the airport environment against these threats is essential. The responsibility of policing the nation's major airports is unique and full of challenges. Airport police must balance the requirements of providing security to a critical infrastructure and highly transient population, with the needs of protecting the surrounding businesses and commercial developments around the airport. This research answers the question of whether traditional policing models are effective in protecting and serving this unique environment or if a new model should be adapted to suit the needs of policing the aerotropolis better. Research findings, combined with a comparative analysis of policing methods at major U.S. airports, show that a dedicated, highly proactive, and customer-oriented police force is vital in ensuring the nation's large airports and the aviation industry continue to play a vital role in the world economy."

  "The attacks of September 11, 2001 (9/11) spurred Congress to create the Department of Homeland Security (DHS). Its purpose, in part, was to help unify 'the many participants in the counterterrorism effort and their knowledge in a network-based information sharing system that transcends traditional government boundaries,' which would become one of the key recommendations of the National Commission on Terrorist Attacks Upon the United States (9/11 Commission). In pursuit of this goal, the DHS Intelligence Enterprise (IE) gradually evolved out of the relevant offices and functions of the 22 previously independent entities that eventually formed DHS. Although the IE has made progress unifying the U.S. government's efforts to prevent terrorist attacks against the homeland, a 2014 RAND Corporation report accurately surmised that, despite an 'intense focus on information sharing, the ability to fairly and accurately measure the value of these -- sometimes expensive -- efforts remains limited.' Partly as a result, the Majority Staff of the House Homeland Security Committee conducted a review of terrorism-related intelligence sharing throughout the DHS IE[.]"

  "Environmental crime is estimated to be worth between $91 and 258 billion, with wildlife crime making up $7 to 23 billion of the total, and is currently estimated to be growing at two to three times the speed of the global economy. Over the past few years, myriad studies and reports have examined the economic and environmental devastation wreaked by wildlife crime, as well as its intertwining links to transnational criminal networks. Few studies, however, have focused on the transport systems used by wildlife traffickers, despite the large benefits that traffickers have gained from the increasing interconnectedness of global infrastructure and transport systems. Flying Under the Radar examines wildlife trafficking through the air transport sector, and is designed to support law enforcement and the private sector's efforts to stem the hidden flow of illegal wildlife through their jurisdictions and supply chains."

  "The Transnational Organized Crime that Central America is facing with drug cartels and criminal street gangs becomes a threat to the national security of the United States. The countries of the Northern Triangle of El Salvador, Guatemala, and Honduras have become the bridge and the base of operations for these criminal organizations that use land, sea and air routes to move the drugs through Mexico with the final destination the United States. Because of this threat, it is important to establish a good security cooperation program with the countries of the Northern Triangle, a program that includes training and equipment to be more effective in the fight against drug trafficking across their territories. The Northern Triangle countries need to be committed with the United States in their fight against drug trafficking and the transnational criminal organizations and they need to establish a partnership where there is mutual cooperation. Also, these countries need to work jointly with the United States agencies in this region to increase drug interdictions. The plan of Operation Martillo is important to achieve this strategy to reduce the traffic of drugs through the countries of the Northern Triangle."   From the Document: "Congress has had significant interest in El Salvador, a small Central American nation that has had a large percentage of its population living in the United States since the country's civil conflict (1980-1992). During the 1980s, the U.S. government spent billions of dollars supporting the Salvadoran government's counterinsurgency efforts against the leftist Farabundo Martí National Liberation Front (FMLN). The United States later supported a 1992 peace accord that ended the conflict and transformed the FMLN into a political party. Despite periodic tensions, the United States worked with two consecutive FMLN administrations (2009-2019), but bilateral efforts were unable to prevent significant outflows of migrants from the country."

  "The United Arab Emirates (UAE) has been a significant U.S. partner in Gulf security for more than two decades, and the alliance has expanded in recent years to address multiple regional threats. As the UAE becomes increasingly capable of projecting force and uncertain of the U.S. commitment to regional security, the UAE is in some cases acting independently or in concert with the United States but rather with some allies of the Gulf Cooperation Council (GCC: Saudi Arabia, Kuwait, UAE, Bahrain, Qatar, and Oman). [...]As examples of its growing willingness and ability to project power, the UAE is militarily participating in the Saudi-led effort to counter the Iran-backed Zaidi Shiite Houthi rebels in Yemen and its forces, in partnership with U.S. special operations forces, are also combatting Al Qaeda's affiliate there. It is also participating in the U.S.-led coalition against the Islamic State in Syria, while at the same time supporting Syrian rebel groups in an attempt to oust President Bashar Al Assad. In recent years, UAE forces have been deployed to several bases in East African countries to train allied forces and facilitate the UAE's regional operations. [...] Very few policy changes are anticipated when UAE President Shaykh Khalifa bin Zayid Al Nuhayyan leaves the scene. About 5,000 U.S. military personnel are stationed at UAE military facilities, hosted there under a 1994 U.S.-UAE defense cooperation agreement (DCA) that remains in effect. The UAE is a significant buyer of U.S. military equipment and it was the first Gulf state to order the most sophisticated missile defense system sold by the United States (the THAAD (Terminal High Altitude Area Defense)), demonstrating support for U.S. efforts to forge a coordinated missile defense network. As the UAE has gained capability to project force, it has increasingly asserted itself in the region. The UAE is part of a Saudi-led military effort to counter the Iran-backed Zaidi Shiite Houthi rebels in Yemen, an effort to which the United States provides logistical support. In partnership with U.S. special operations forces, UAE forces are combatting Al Qaeda's affiliate in that country. In recent years, UAE forces have been deployed to several bases in East African countries to train allied forces and facilitate UAE operations in Yemen. The UAE is supporting a rebel military commander in Libya who is acting counter to U.N. and U.S. efforts to forge a unified political structure there."
