  This article reveals observations about the future drawn from the findings of a strategic study the NIC published recently called Global Trends 2015. Global Trends 2015 is not just a product. More importantly, it reflects a process of engagement with outside sources of information and expertise that exemplifies how our intelligence community must behave in the future. It has been discussed with several USG agencies, including FBI, military services, diplomats at State Department, as well as with numerous experts in academia and with foreign governments. To deal with this future, these services will require a revolution in five areas: First in communication with senior policymakers who must understand and support their mission and who must benefit directly from the intelligence they provide; second, in collaboration with new partners within governments, with law enforcement, and with liaison abroad; third, in an approach to advanced technology, which will be critical to the world's success; fourth, in the recruitment and development of the skills needed to achieve a specific mission; and, fifth, in the commitment to leverage outside expertise, which will require unprecedented transparency in much of the way this country does business.

  "Millions of Americans are affected by crime each year. The physical and emotional damage caused by crime affects not only individuals, but also families, communities, and the Nation. For some, the wounds caused by crime never truly heal, but with help victims can rebuild their lives. Over the past two decades, the landscape for victims in this country has changed dramatically for the better, due in large part to the advocacy efforts of crime victims. Every state has passed victims' rights laws, service programs have sprung up across the country, and funding for victim services has steadily increased. At the federal level, the Office for Victims of Crime (OVC) has been a wellspring of funding, information, and leadership for the victims field since its establishment in 1988. This report covers OVC's major undertakings during fiscal years 1999 and 2000 (October 1, 1998-September 30, 2000). It demonstrates the many ways in which OVC works to improve the criminal justice response to victims, make services and resources more accessible, and expand the range and quality of services for victims nationwide and around the world. Funding for OVC's programs and activities does not come from taxpayers, but rather from fines and penalties paid by federal criminal offenders in accordance with the 1984 Victims of Crime Act (VOCA). This report discusses how OVC allocated these funds during the past biennium. The first chapter focuses on OVC's leadership in developing and providing effective responses to crime victims worldwide."

  "The report is made up of narrative information describing the United States Attorneys' programs and initiatives over the past year, summaries of some of the most interesting and important cases that culminated during Fiscal Year 2001, and statistical tables displaying both national and district caseload data. [...] The United States Attorneys' offices conduct most of the criminal prosecutions and civil litigation handled by the Department of Justice. The offices investigate and prosecute a wide range of criminal activities, from domestic and international terrorism, to organized drug trafficking and firearms crimes, to white collar crime and other regulatory offenses. In the civil arena, the United States Attorneys' offices defend federal government agencies, for example, in tort suits brought by those who allege suffering as a result of government actions, or alleged medical malpractice by federal employees. The United States Attorneys also initiate civil cases against individuals or businesses to enforce the laws, such as in civil health care fraud cases, or to represent the government's interests, such as in bankruptcy actions."

  From the comments of Sam Brownback: "…slavery is a worldwide practice with at least 27 million in bondage. It comes in numerous forms, but it is always degrading. Young men from northeast Brazil are forced into slavery in Amazonia, defrauded into working in remote camps without pay. Sydney's women and children are abducted as booty, suffering religious persecution, marriage, so to speak, to their rapist, physical branding as well as heart breaking loss of home, family and identity. Young girls are forced into temple prostitution in remote villages while other children throughout Southeast Asia are forced into bonded labor for decades as collateral for loans amounting to as little as $50. You will hear about people known as restavecs who suffer the indignities of slavery peculiar to Haiti. We have a witness to testify who has written a book on that and has experienced that. We will hear about Mauritania where approximately half of the population is enslaved. The Arabs enslaving the Africans in an institutionalized unbroken chain reaching back at least 700 years. Recently, the subcommittee I chaired for the Senate Foreign Relations Committee, heard testimony in two previous hearings on the international trafficking of persons which is another form of slavery, sex trafficking. According to our government estimates, at least 50,000 women and children are trafficked into America each year. And the CIA reports globally the number is approximately 700,000. They also estimate that in the next 10 to 20 years this trade may exceed the drug trade in value. […] Slavery comes in many forms, but its methods are chillingly repetitious. Slavers employ force or fraud to trap their victims into a life of exploitation, somehow escaping the indigenous legal system. Slavers trap the unsuspecting with false contracts and empty promises involving better work in a factory, shop or restaurant. Slavers strip their prey of all legal documents after transport to a strange country. These same people are then fraudulently forced into years of bondage to pay off the price of their abduction and keep." • Immigration Legislation and Issues in the 106th Congress [Updated December 5, 2000]

  "As the year-end business of the 106th Congress progresses, the top immigration issue is whether amnesty should be extended to certain aliens in the U.S., including certain Guatemalans, Hondurans, Salvadorans, Haitians, and Liberians. Consideration of this amnesty is holding up enactment of the FY2001 Commerce, Justice, State appropriations bill (H.R. 4690). The White House warns of a veto if amnesty is not provided. The amnesty favored by the Administration is derived from several broader 'Latino Fairness' proposals. The CJS bill that passed as part of H.R. 4249 includes an alternative proposal offered by Republicans. The top immigration issue before Congress had been the admission of temporary foreign professional workers, commonly known as H-1B nonimmigrants. Despite enactment of legislation in 1998 to increase the number of H-1B nonimmigrants, many in the business community urged that the ceiling be increased again. On October 3, 2000, the Senate and House passed S. 2045, the 'American Competitiveness in the Twenty-first Century Act of 2000,' which would add an additional 297,500 H-1B visas over FY2000- FY2002. S. 2045 also would eliminate the per-country ceilings for permanent employment-based admissions and would expand worker training programs in technology-related skills and educational programs in math, science, and technology. The President signed P.L. 106-313 Oct. 17. Legislation pertaining to H-2A temporary alien agricultural workers is also before Congress. A provision intended to expedite the Labor Department's processing of H-2A labor certification applications has been enacted (P.L. 106-78)."

  At the direction of the President and as part of the International Crime Control Strategy, a US Government interagency working group has prepared the following comprehensive assessment of the threat posed by international crime to Americans and their communities, US businesses and financial institutions, and global security and stability. The assessment is divided into five parts. Chapter I addresses the Global Context of International Crime, identifying those factors, including the implications of a changing world, the greater sophistication of criminal organizations, and institutional shortcomings elsewhere in the world, that have contributed to the growing problem of international crime. Chapter II provides a comprehensive overview of specific International Crimes Affecting US Interests, including their effect on American lives and livelihood, costs to US business interests at home and abroad, and impact on US national security interests around the world. Chapter III addresses Worldwide Areas of International Criminal Activity, particularly as source areas for specific crimes and bases of operations for international criminal organizations. This section includes an analysis of the driving factors in different countries and regions that allow criminal organizations and international criminal activity to flourish, as well as an assessment of the impact of international criminal activity on stability in these countries and regions. Chapter IV addresses the Consequences of International Crime for US Strategic Interests, including the ability to work cooperatively with foreign governments and the problem of criminal safe havens, kleptocracies, and failed states. Finally, Chapter V offers a perspective on the Future of International Crime as it develops in the next 10 years.

  The Institute's mandate is to marry science to criminal justice problem solving and policy development. Specifically, the Omnibus Crime Control and Safe Streets Act of 1968 directs NIJ to: 1) Conduct research about the nature and impact of crime and juvenile offending; 2) Develop new technologies to reduce crime and improve criminal justice operations; 3) Evaluate the effectiveness of criminal justice programs and identify promising new programs; 4) Test innovative concepts and model programs in the field; 5) Assist policymakers, program partners, and justice agencies; 6) Disseminate knowledge to many audiences. This report summarizes the National Institute of Justice's operations, achievements, and overall role in 1999. It reports on key research, evaluation, and technology activities that achieve the Institute's strategic objectives and describes outreach and dissemination efforts. Three appendixes provide information on financial resources, list the awards the Institute made in fiscal year 1999, and list the materials published in fiscal year 1999. Fiscal year 1999 at the National Institute of Justice was characterized by ongoing growth, new collaborations, and continued incremental advances in our understanding of crime and justice issues. This year's report highlights the Institute's major activities and summarizes some of the findings in key areas of interest. During the past several years, NIJ investments have brought together researchers and practitioners in the areas of law enforcement, corrections, substance abuse, and violence against women. These partnerships can inspire incredible cultural changes. These partnerships are surviving beyond the length of Federal funding because the partners see the value they bring to all parties.   From the Purpose and Summary: "H.R. 3244, the Trafficking Victims Protection Act, is intended to prevent trafficking in persons, to ensure punishment of traffickers, and to protect their victims. It creates an interagency task force to monitor and combat trafficking. It also requires initiatives to enhance economic opportunity for potential trafficking victims abroad as a method to deter trafficking. H.R. 3244 provides protection and assistance for trafficking victims both inside the United States and abroad. It sets minimum standards for countries to eliminate trafficking, provides assistance to foreign countries which meet the minimum standards, and sets policy to withhold assistance from governments failing to meet those standards. Finally, it strengthens prosecution and punishment of traffickers. The immigration provisions and criminal penalty provisions of the bill are the only provisions within the jurisdiction of the Committee on the Judiciary. The immigration provisions, as amended by the committee, are intended to protect certain trafficking victims and their immediate family members in the United States and to effectuate prosecution of the victims' traffickers."

  The objective of this report is to help the Coast Guard, the Departments of Transportation and Defense, other executive departments and agencies, the Congress, the Service's "partners" and "share-holders" - in state and local governments, U.S. and foreign industry, foreign governments, and private organizations in the United States and overseas - and the American public think broadly about future national security dynamics and trends. Important issues have been addressed - how these dynamics and trends will affect America's maritime security and hence the Coast Guard's current and future roles, missions, functions, and requirements. It discusses an expansive concept of U.S. maritime security interests, focusing on current and future threats to America's interests in its territorial seas and Exclusive Economic Zones (EEZs) as well as on the high seas. It provides an overview of the historical, strategic, policy, and operational contexts for the Coast Guard's maritime security roles, missions, functions, and tasks, and how the Service can most effectively and efficiently serve the United States in the 21st century. And it addresses the platforms and systems capabilities needed to satisfy current and future requirements. A key focus of this report is on the Coast Guard's "Deepwater" operating environment and enduring as well as emerging needs in this region. The Deepwater operational area has been defined by the Service as operations conducted 50 miles or more to sea, although clearly Deepwater assets protect U.S. maritime security in regions much closer to the shore. Many of the Coast Guard's Deepwater capital assets are approaching or are at the ends of their service lives in block obsolescence. To deal with the need to modernize and replace these assets, the Coast Guard's Integrated Deepwater Systems (IDS) Capabilities Replacement Project has mapped out an innovative approach and program-plan to address all roles, missions, and functions and the subsystems, systems, and platforms needed to carry out the Service's multiple mandates. Thus, another important objective of this paper is to inform U.S. and possible foreign industry partners about the full spectrum of Coast Guard Deepwater requirements, operations, and programs for the future.

  This document provides a comprehensive overview of international trafficking of women in the United States. The scope and magnitude of this problem are outlined, followed by a look at the modes of entry into the U.S. as well as routes within the U.S. Traffickers are divided into three categories: Asian Criminal Enterprises, Russian Crime Groups and Syndicates, and Latin American Traffickers. The author describes the profits of this industry, which provide a major source of income for crime rings. Trafficking children is examined with regard to both the sex and labor industries. Related industries include mail order bride companies, mail schemes, domestic servants, and illicit foreign adoptions. The document includes a discussion of various aspects of the challenges associated with combating trafficking. These include definition, information-sharing, and coordination difficulties; investigative challenges; low penalties for traffickers; the oversight of smaller cases; and INS constraints. Issues and challenges associated with protection and assistance to victims include detention and deportation, lack of adequate shelters, and difficulties with the "S" Visa.

  From the Webpage: "When disasters strike, the ripple effects can be significant. Survivors may be injured or displaced, or may have loved ones in similar situations. The emotional, physical, and financial tolls can be jarring, and no one in the community is immune. Disaster behavioral health (DBH) includes the provision of mental health, substance abuse, and stress management services to disaster survivors and responders. Incorporating DBH into all phases of emergency management can ensure resident and responder preparedness, an effective, compassionate response effort, and a more resilient community moving forward. The resources on this page can help our stakeholders accomplish these goals."
