"A priority of Obama Administration policy has been to address the perceived threat posed to a broad range of U.S. interests by Iran, in particular by its advancing nuclear enrichment program. These advances have caused the government of Israel to assert that it might take unilateral military action against Iran's nuclear facilities unless the United States provides assurances that it will act, militarily if necessary, to prevent Iran from taking the final steps toward developing a nuclear weapon. Aside from the nuclear issue, the United States has long seen Iran's support for militant groups in the Middle East and in Iraq and Afghanistan as efforts to undermine U.S. interests and allies. U.S. officials also accuse Iran of helping Syria's leadership try to defeat a growing popular opposition movement and of taking advantage of Shiite majority unrest against the Sunni-led, pro-U.S. government of Bahrain. [...] The 112th Congress has supported additional economic sanctions against Iran, most recently with enactment of the Iran Threat Reduction and Syria Human Rights Act of 2012 (H.R. 1905, P.L. [Public Law] 112-158), which expands sanctions against companies that conduct energy and financial transactions with Iran. Additional sanctions were imposed by the European Union in mid-October and some Members of Congress reportedly are considering legislation that would compel a near-total global trade embargo on Iran."

Interior Immigration Enforcement: Programs Targeting Criminal Aliens [December 20, 2012]
"Congress has a long-standing interest in seeing that immigration enforcement agencies identify and deport criminal aliens. The expeditious removal of such aliens has been a statutory priority since 1986, and the Department of Homeland Security (DHS) and its predecessor agency have operated programs targeting criminal aliens for removal since 1988. These programs have grown substantially since FY2005. Despite the interest in criminal aliens, inconsistencies in data quality, data collection, and definitions make it impossible to precisely enumerate the criminal alien population, defined in this report as all noncitizens ever convicted of a crime. CRS [Congressional Research Service] estimates the number of noncitizens incarcerated in federal and state prisons and local jails--a subset of all criminal aliens--at 173,000 in 2009 (the most recent year for which complete data are available), with state prisons and local jails each accounting for somewhat more incarcerations than federal prisons. The overall proportion of noncitizens in federal and state prisons and local jails corresponds closely to the proportion of noncitizens in the total U.S. population. DHS operates four programs designed in whole or in part to target criminal aliens: the Criminal Alien Program (CAP), Secure Communities, the §287(g) program, and the National Fugitive Operations Program (NFOP). The CAP, Secure Communities, and certain §287(g) programs are jail enforcement programs that screen individuals for immigration-related violations as they are being booked into jail and while they are incarcerated; the NFOP and some §287(g) programs are task force programs that target at-large criminal aliens. This report describes how these programs work and identifies their common features and key differences among them."

Diversity Immigrant Visa Lottery Issues [April 1, 2011]
"The purpose of the diversity immigrant visa lottery is, as the name suggests, to encourage legal immigration from countries other than the major sending countries of current immigrants to the United States. Current law weights the allocation of immigrant visas heavily toward aliens with close family in the United States and, to a lesser extent, toward aliens who meet particular employment needs. The diversity immigrant category was added to the Immigration and Nationality Act (INA) by the Immigration Act of 1990 (P.L. 101-649) to stimulate 'new seed' immigration (i.e., to foster new, more varied migration from other parts of the world). […] Some argue that the diversity lottery should be eliminated and its visas used for backlog reduction in other visa categories. Supporters of the diversity visa, however, argue that the diversity visa provides 'new seed' immigrants for an immigration system weighted disproportionately to family-based immigrants from a handful of countries. Critics of the diversity lottery warn that it is vulnerable to fraud and misuse and is potentially an avenue for terrorists, citing the difficulties of performing background checks in many of the countries eligible for the diversity lottery. Supporters respond that background checks for criminal and national security matters are performed on all prospective immigrants seeking to come to the United States, including those winning diversity visas."

Honduras-U.S. Relations [February 5, 2013]
"Honduras, a Central American nation of 7.9 million people, has had close ties with the United States over many years. The country served as a base for U.S. operations in Central America during the 1980s, and it continues to host a U.S. military presence and cooperate on anti-drug efforts today. Trade and investment linkages are also long-standing, and have grown stronger in recent years through the implementation of the Dominican Republic-Central America-United States Free Trade Agreement (CAFTA-DR). Migration is another central concern in bilateral relations; over 731,000 Hispanics of Honduran origin live in the United States, two-thirds of whom are foreign born. Although the U.S.-Honduras relationship was somewhat strained as a result of the 2009 political crisis in Honduras, close cooperation quickly resumed in 2010. Since then, broad U.S. policy goals in Honduras have included a strengthened democracy with an effective justice system that protects human rights and enforces the rule of law, and the promotion of sustainable economic growth with a more open economy and improved living conditions. […] This report examines current conditions in Honduras as well as issues in U.S-Honduras relations."

Gangs in Central America [November 26, 2012]
"Congress has maintained an interest in the effects of gang violence in Central America, and on the expanding activities of transnational gangs with ties to that region operating in the United States. Since FY2008, Congress has appropriated significant amounts of funding for anti-gang efforts in Central America, as well as domestic anti-gang programs. Two recent developments may affect congressional interest in Central American gangs: a truce between rival gangs has dramatically lowered violence in El Salvador and the U.S. Treasury Department has designated the Mara Salvatrucha (MS-13) as a significant transnational criminal organization (TCO). […] In recent years, Congress has increased funding to support anti-gang efforts in Central America. Between FY2008 and FY2012, Congress appropriated roughly $35 million in global International Narcotics Control and Law Enforcement (INCLE) funds for anti-gang efforts in Central America. Congress provided additional support in FY2008 and FY2009 for anti-gang efforts in the region through the Mérida Initiative, a counterdrug and anticrime program for Mexico and Central America, and, more recently, through the Central American Regional Security Initiative (CARSI). Congressional oversight may focus on the efficacy of anti-gang efforts in Central America; the interaction between U.S. domestic and international anti-gang policies, and the impact of the Treasury Department's TCO designation on law enforcement efforts against MS-13. This report describes the gang problem in Central America, discusses country and regional approaches to deal with the gangs, and analyzes U.S. policy with respect to gangs in Central America."

Iraq: Politics, Governance, and Human Rights [December 13, 2012]
"Iraq's stability is threatened by growing hostility among major political factions and communities, fueled in part by a continuing insurgency by Sunni Arab Muslims who resent Shiite political domination. Sunni Arabs, always fearful that Prime Minister Nuri al-Maliki would seek unchallenged power for Shiite factions, accuse him of sidelining high ranking Sunni Arabs from government. Iraq's Kurds are at odds with Maliki over territorial, political, and economic issues, and are threatening to limit or end their involvement in the central government. The Shiite faction of Moqtada Al Sadr supported the other groups' unsuccessful efforts in mid-2012 to try to oust Maliki. Since mid-2012, Iraqi Sunni insurgents linked to Al Qaeda in Iraq (AQ-I), perhaps emboldened by the Sunni-led uprising in Syria, have conducted numerous complex attacks against Shiite religious pilgrims and neighborhoods and Iraqi Security Force (ISF) members. The attacks are testing the ability of the ISF and undermining Maliki's reputation as a protector of security and stability, while at the same time increasing his popularity within his Shiite base. The violence is intended to reignite all-out sectarian conflict, but the attacks have failed to spark such broad conflict to date. And, the political rift and the violence have not halted governance or prevented oil export-led growth; Iraq is rapidly becoming an ever larger oil producer and exporter. […] Although recognizing that Iraq wants to rebuild its relations in the Arab world and in its immediate neighborhood, the United States is seeking to prevent Iraq from falling under the sway of Iran. The Maliki government is inclined toward close relations with the Islamic Republic, but the legacy of Iran-Iraq hostilities, and Arab and Persian differences, limit Iranian influence. Still, Iraq has aligned with Iran's support for Bashar Al Assad's regime in Syria and may be allowing Iranian arms supply flights to reach Syria by transiting Iraqi airspace. Some see Iraq as aligning with neither Washington nor Tehran, but trying instead to reestablish its historic role as a major player in the Arab world. To do so Iraq has been trying to rebuild relations with Sunni Arab states, particularly Saudi Arabia and Kuwait. Iraq took a large step toward returning to the Arab fold by hosting an Arab League summit on March 27-29, 2012."

The infighting, coupled with the emboldening of Iraqi Sunni insurgents by the Sunni-led uprising in Syria, has produced increasingly ambitious attacks by Iraqi Sunni insurgent groups, particularly Al Qaeda in Iraq. These attacks are testing the ability of Iraqi security forces and undermining Maliki's reputation as an ensurer of security and stability. The violence is intended to reignite all-out sectarian conflict, but the attacks have failed to spark such broad conflict to date. And, the political rift and the violence have not halted governance or prevented oil exportled growth. Iraq is rapidly becoming an ever larger oil producer and exporter. The continuing violence and governmental dysfunctions have called into question the legacy of U.S. involvement in Iraq. In line with the November 2008 bilateral U.S.-Iraq Security Agreement, President Obama announced on October 21, 2011, that U.S. forces would leave Iraq entirely at the end of 2011. Insufficient Iraqi political support caused the Iraqi leadership to turn down a U.S. proposal to retain some U.S. troops after 2011. The proposal was based on U.S. doubts over the ability of Iraqi security forces to preserve the earlier gains and on a U.S. view that a continued troop presence would ensure U.S. influence beyond 2011. U.S. troops completed the withdrawal by December 18, 2011."

Foreign Assistance: Public-Private Partnerships (PPPs) [January 9, 2013]
"In the last decade, the concept of government partnerships with the private sector has frequently appeared in international development literature and U.S. development policy discussions. Goal 8 of the United Nations' Millennium Development Goals is to 'develop a global partnership,' with an emphasis on working with the private sector to increase global access to information technology and pharmaceuticals. The 'transformational diplomacy' initiative in the George W. Bush Administration included 'engaging the private sector' among its six areas of focus. The Obama Administration's U.S. Global Development Policy, announced in September 2010, aims to 'leverage the private sector, philanthropic and non-governmental organizations, and diaspora communities.' U.S. development activities in the last decade reflect this emphasis. The U.S. Agency for International Development (USAID) alone reports participating in 1,600 public-private partnerships (PPPs) with more than 3,000 different partners between 2001 and 2012. Some observers view such partnerships as part of a broad ongoing transformation of how foreign aid is implemented, bringing nontraditional actors and ideas into development practice. Others view PPPs as an experiment that has not proven itself preferable to traditional approaches to development assistance. […] This report discusses the evolution of private sector involvement in U.S. foreign assistance programs over recent decades, how globalization has driven the modern approach to development partnerships, potential benefits and drawbacks of PPPs, and how partnerships are being used by other bilateral donors and multilateral development agencies. The report then discusses partnership-related issues that may be of interest to Congress as part of the foreign assistance authorization and reform process."

Securing America's Borders: The Role of the Military [February 25, 2013]
"The Secretary of the Department of Homeland Security (DHS) is charged with preventing the entry of terrorists, securing the borders, and carrying out immigration enforcement functions. U.S. Customs and Border Protection (CBP), a component of DHS, has primary responsibility for securing the borders of the United States, preventing terrorists and their weapons from entering the United States, and enforcing hundreds of U.S. trade and immigration laws. Within CBP, the U.S. Border Patrol's mission is to detect and prevent the illegal entry of aliens across the nearly 7,000 miles of Mexican and Canadian international borders and 2,000 miles of coastal borders surrounding Florida and Puerto Rico. Although the military does not have primary responsibility to secure the borders, the Armed Forces generally provide support to law enforcement and immigration authorities along the southern border. Reported escalations in criminal activity and illegal immigration, however, have prompted some lawmakers to reevaluate the extent and type of military support that occurs in the border region. On May 25, 2010, President Obama announced that up to 1,200 National Guard troops would be sent to the border to support the Border Patrol. Addressing domestic laws and activities with the military, however, might run afoul of the Posse Comitatus Act (PCA), which prohibits use of the Armed Forces to perform the tasks of civilian law enforcement unless explicitly authorized. There are alternative legal authorities for deploying the National Guard, and the precise scope of permitted activities and funds may vary with the authority exercised."

Latin America and the Caribbean: Key Issues for the 113th Congress [February 8, 2013]
"Geographic proximity has ensured strong linkages between the United States and the Latin American and Caribbean region, with diverse U.S. interests, including economic, political and security concerns. U.S. policy toward the region under the Obama Administration has focused on four priorities: promoting economic and social opportunity; ensuring citizen security; strengthening effective democratic institutions; and securing a clean energy future. There has been substantial continuity in U.S. policy toward the region under the Obama Administration, which has pursued some of the same basic policy approaches as the Bush Administration. Nevertheless, the Obama Administration has made several significant policy changes, including an overall emphasis on partnership and shared responsibility. U.S. policy toward the region is conducted in the context of a Latin America that is becoming increasingly independent from the United States. Strong economic growth has increased Latin America's confidence in its ability to solve its own problems. The region has also diversified its economic and diplomatic ties with countries outside the region. Over the past few years, several Latin American regional organizations have been established that do not include the United States. […] This report provides an overview of U.S. policy toward Latin America and the Caribbean, including the Obama Administration's priorities; examines changes in the region's economic and political environment that affect U.S. relations with the region; and analyzes U.S. policy toward the region and various recommendations made by policy analysts and think tanks. The report then examines the role of Congress and congressional interests in Latin America, looking at selected regional and country issues, including key issues that the 113th Congress could face."

There has been a consensus among Iraqi elites since 2005 to give each community a share of power and prestige to promote cooperation and unity. Still, disputes over the relative claim of each community on power and economic resources permeated almost every issue in Iraq and were never fully resolved. In 2003, Uzbekistan endorsed coalition military action in Iraq and Kazakhstan provided about two dozen troops for rebuilding. Central Asia: Regional Developments and Implications for U.S. Interests [November 12, 2004]
"After the collapse of the Soviet Union in 1991, the United States recognized the independence of all the former Central Asian republics, supported their admission into the Organization on Security and Cooperation in Europe (OSCE) and other Western organizations, and elicited Turkish support in countering Iranian influence in the region. Congress was at the forefront in urging the formation of coherent U.S. policies for aiding these and other Eurasian states of the former Soviet Union, and approved the Freedom Support Act and other legislation for this purpose. Soon after the terrorist attacks on America on September 11, 2001, all the Central Asian states offered overflight and other support to coalition anti-terrorist efforts in Afghanistan. Kyrgyzstan, Tajikistan, and Uzbekistan have hosted coalition troops and provided access to airbases. In 2003, Uzbekistan endorsed coalition military action in Iraq and Kazakhstan provided about two dozen troops for rebuilding. After September 11, 2001, U.S. policy emphasized bolstering the security of the Central Asian states to help them combat terrorism, proliferation, and arms trafficking. Other strategic interests include internal reforms (democratization, free market economies, and human rights) and energy development."

Belarus: Background and U.S. Policy Concerns [February 12, 2013]
"Belarusian President Aleksandr Lukashenko snuffed out Belarus's modest progress toward democracy and a free market economy and created an authoritarian regime shortly after being elected as president in 1994. His regime is in rhetoric and policies a throwback to the Soviet era. Those advocating a stronger U.S. role in trying to bring democratic change to Belarus say that the country is important to the United States because Belarus is an obstacle to the U.S. goal of making Europe 'whole and free.' Another concern is Belarus's support for pariah regimes, including through arms sales. Relations between Belarus and the United States have been particularly poor since Lukashenko's brutal repression of the opposition after fraudulent presidential elections in December 2010. In response, the EU and United States have imposed strengthened sanctions against key Belarusian leaders, businessmen, and firms. Russia has taken advantage of this situation to increase its political and economic influence in Belarus."

Border Security: Understanding Threats at U.S. Borders [February 21, 2013]
"The United States confronts a wide array of threats at U.S. borders, ranging from terrorists who may have weapons of mass destruction, to transnational criminals smuggling drugs or counterfeit goods, to unauthorized migrants intending to live and work in the United States. Given this diversity of threats, how may Congress and the Department of Homeland Security (DHS) set border security priorities and allocate scarce enforcement resources? In general, DHS's answer to this question is organized around risk management, a process that involves risk assessment and the allocation of resources based on a cost-benefit analysis. This report focuses on the first part of this process by identifying border threats and describing a framework for understanding risks at U.S. borders. DHS employs models to classify threats as relatively high- or low-risk for certain planning and budgeting exercises and to implement certain border security programs. Members of Congress may wish to use similar models to evaluate the costs and benefits of potential border security policies and to allocate border enforcement resources. This report discusses some of the issues involved in modeling border-related threats. Understanding border risks begins with identifying key threats. At their roots, border-related threats are closely linked to the flow of people (travelers) and goods (cargo) from one country to another. Any smuggled item or individual hidden among the legitimate flows potentially constitutes a threat to U.S. security or interests."

Immigration Provisions of the Violence Against Women Act (VAWA) [February 15, 2013]
"The Immigration and Nationality Act (INA) includes provisions to assist foreign nationals who have been victims of domestic abuse. These provisions, initially enacted by Congress with the Immigration Act of 1990 and the Violence Against Women Act (VAWA) of 1994, afford benefits to abused foreign nationals and allow them to self-petition for lawful permanent resident (LPR) status independently of the U.S. citizen or LPR relatives who originally sponsored them. Congress reauthorized VAWA with the Battered Immigrant Women Protection Act of 2000, which also created the U visa for foreign national victims of a range of crimes--including domestic abuse--who assisted law enforcement. A second reauthorization in 2005 added protections and expanded eligibility for abused foreign nationals. Authorization for appropriations for the programs under VAWA expired in 2011. The 112th Congress passed two bills, S. 1925 and H.R. [House Resolution] 4970, reauthorizing most VAWA programs, among other provisions. Despite containing some related immigration provisions, H.R. 4970 differed in substantive ways from S. 1925. It did not extend protections to new groups to the same extent as S. 1925 and included more restrictions with the purpose of curtailing immigration fraud. Most notably, it maintained the annual number of U visas at its current limit of 10,000, in contrast with S. 1925 which would have increased the number to 15,000. To fund the increase in U visas, S. 1925 included a revenue provision that created a 'blue slip' procedural complication. Negotiations stalled between the chambers, and neither bill was enacted into law."

Iraq: Politics, Governance, and Human Rights [December 6, 2011]
"After extensive sectarian conflict during 2006-2008, Iraq's political system is characterized by relatively peaceful political competition and formation of cross-sectarian alliances. However, the dominant factions have, by several accounts, often exercised questionable use of key levers of power and legal institutions to arrest or intimidate their opponents. This infighting is based on the belief of many factions that holding political power may mean the difference between poverty and prosperity, or even life and death. The schisms significantly delayed agreement on a new government following the March 7, 2010, national elections for the Council of Representatives (COR, parliament). With U.S. diplomatic help, on November 10, 2010, major ethnic and sectarian factions finally agreed on a framework for a new government under which Prime Minister Nuri al-Maliki is serving a second term. In recent months, with a complete U.S. withdrawal from Iraq approaching at the end of 2011, the relations among major factions have frayed. Sunni Arabs, facing a wave of arrests by government forces in October 2011, fear that Maliki and his Shiite allies will monopolize power. The Kurds are wary that Maliki will not honor pledges to resolve Kurd-Arab territorial and financial disputes. Sunni Arabs and the Kurds dispute territory and governance in parts of northern Iraq, particularly Nineveh Province. Some Iraqi communities, including Christians in northern Iraq, are not at odds with the government but have territorial and political disputes with and fear violence from both Sunni Arabs and Kurds. These splits have created conditions under which the insurgency that hampered U.S. policy during 2004-2008 continues to conduct occasional high casualty attacks."

"Iraq's political system is increasingly characterized by peaceful competition and formation of cross-sectarian alliances, although ethnic and sectarian infighting continues, sometimes involving the questionable use of key levers of power and legal institutions. This infighting--and the belief that holding political power may mean the difference between life and death for the various political communities--significantly delayed agreement on a new government that was to be selected following the March 7, 2010, national elections for the Council of Representatives (COR, parliament). With U.S. intervention, on November 10, 2010, major ethnic and sectarian factions agreed on a framework for a new government, breaking the long deadlock. Their agreement, under which Prime Minister Nuri al-Maliki would serve another term, was implemented in the presentation by him of a broad-based cabinet on December 21, 2010, in advance of a December 25 constitutional deadline. The participation of all major factions in the new government is stabilizing politically and may have created political momentum to act on key outstanding legislation crucial to attracting foreign investment, such as national hydrocarbon laws. There may be early indications that the new government is acting on long-stalled initiatives, including year-long tensions over Kurdish exports of oil. Still, delayed action on improving key services, such as electricity, has created popular frustration that manifested as protests during February 2011, possibly inspired by the wave of unrest that has broken out in many other Middle Eastern countries."

"Following the completion of the U.S. withdrawal from Iraq on December 18, 2011, relations among major political factions worsened substantially, threatening Iraq's stability and the legacy of the U.S. intervention in Iraq. After extensive sectarian conflict during 2006-2008, and with U.S. troops still present, Iraq's political system evolved into relatively peaceful political competition and formation of cross-sectarian alliances. Sunni Arabs, always fearful that Prime Minister Nuri al-Maliki would seek unchallenged power for Shiite factions allied with him, accused him of an outright power grab as he sought to purge the two highest ranking Sunni Arabs from government (a deputy President and deputy Prime Minister). The Sunnis have sought to enlist the help of the Kurds to curb Maliki's perceived ambitions; the Kurds also distrust Maliki over territorial, political, and economic issues. The apparent unraveling of the political consensus has created conditions under which the insurgency that hampered U.S. policy during 2004-2008 continues to conduct occasional high casualty attacks, including over a dozen near-simultaneous bombings on December 22, 2011, and several since then."
