Caribbean Border Counternarcotics Strategy
From the Introduction: "The 2014 'Caribbean Border Counternarcotics Strategy' (Strategy) articulates the U.S. framework for reducing the threats associated with drugs at the border and is guided by the following strategic goal and six strategic objectives: (1) Enhance intelligence and information-sharing capabilities and processes associated with the Caribbean border; (2) Interdict illicit drugs and drug proceeds at and between U.S. ports of entry in the Caribbean; (3) Interdict illicit drugs and illicit drug proceeds in the air and maritime domains in and around the Caribbean border; maximize evidence and intelligence collection to support criminal investigations leading to associated and higher echelon networks; (4) Disrupt and dismantle transnational criminal organizations operating in and around the Caribbean border; (5) Substantially reduce the level of drug related violent crime in Puerto Rico and the U.S. Virgin Islands; and (6) Strengthen communities and reduce the demand for drugs. Each of the Strategy's six chapters addresses one of the Strategic Objectives by including background, providing a summary of supporting actions, and identifying the Federal agencies responsible for coordinating and executing these actions. […] Federal agencies participate in a variety of activities directly impacting drug-related violent crime in Puerto Rico and the U.S. Virgin Islands. Due to the limited interior landmass and unique nature of the Puerto Rico/U.S. Virgin Islands maritime borders, Federal collaboration with state, local, and territorial law enforcement agencies is one of the major areas of emphasis within the Strategy. By building upon existing architecture, identifying needed resources, and enlisting state and local law enforcement in a genuine partnership, this Strategy will enable the Nation to address the threat in a comprehensive manner."

Privacy Impact Assessment for the FALCON Search & Analysis System
"U.S. Immigration and Customs Enforcement (ICE), a component agency within the Department of Homeland Security (DHS), is establishing a consolidated information management system called FALCON Search & Analysis System (hereafter, FALCON-SA). This system enables ICE law enforcement and homeland security personnel to search, analyze and visualize volumes of existing information in support of ICE's mission to enforce and investigate violations of U.S. criminal and administrative laws. ICE agents, criminal research specialists, and intelligence analysts use FALCON-SA to conduct research that support the production of law enforcement intelligence products, provide lead information for investigative inquiry and follow-up, assist in the conduct of ICE criminal and administrative investigations, assist in the disruption of terrorist or other criminal activity, and discover previously unknown connections among existing ICE investigations. ICE's use of the system is always predicated on homeland security, law enforcement, and intelligence activities. FALCON-SA is an internal system used only by ICE. In order to mitigate privacy and security risks associated with the deployment of FALCON-SA, ICE has built technical safeguards into the system and developed a governance process that includes the operational components of ICE Homeland Security Investigations, the oversight functions of the ICE Privacy Office, Office Principal Legal Advisor, and Office of the Chief Information Officer. This Privacy Impact Assessment (PIA) is necessary because FALCON-SA accesses and stores personally identifiable information (PII) retrieved from DHS, other government agencies, and commercially available databases. It is also necessary to provide public notice of the existence of FALCON-SA and to publicly document the privacy protections that are in place for the system."

Justice Information Sharing: A 2010-2012 Strategic Action Plan, Accomplishments and Status Report [Updated November 2012]
"'Building communities of trust' while reducing crime and improving the administration of justice remains a primary goal of the justice community. The U.S. Department of Justice (DOJ), Office of Justice Programs' Bureau of Justice Assistance (BJA) has been working with partners to support implementation of national policy, practices, and technology solutions to improve information sharing capacity, while emphasizing the importance of privacy, civil rights, and civil liberty protections. A key dynamic in these efforts is the longstanding partnership between BJA and DOJ's Global Justice Information Sharing (Global) Initiative, represented through the Global Advisory Committee (GAC). Since 1998, the GAC has been 'the' voice to the U.S. Attorney General on key justice-related information sharing issues, such as privacy and civil liberties protections, intelligence sharing, and the criticality of standards-based implementation. Global operates under the guidance and leadership of BJA, and as such, all parties benefit: BJA receives invaluable state, local, and tribal recommendations on priority information sharing issues, and the Global practitioners are provided with information about promising practices and solutions. As communities face challenges resulting from crime, economic hardship, and budget constraints, it is essential for BJA to identify and support national information sharing initiatives. Effective and efficient information sharing leverages limited resources and has had a significant positive impact on improving the quality of life, economy, and safety in our communities. For example, the improved sharing of intelligence information among federal, state, local, and tribal communities is enabling designated fusion centers to be more effective in preventing and resolving crimes as well as protecting the community against possible terrorist threats."

Secretary Napolitano Issues Temporary, Blanket Jones Act Waiver [November 2, 2012]
On November 2, 2012, the Department of Homeland Security issued the following press release: "As a result of impacts caused by Hurricane Sandy, today Secretary of Homeland Security Janet Napolitano issued a temporary, blanket waiver of the Jones Act to immediately allow additional oil tankers coming from the Gulf of Mexico to enter Northeastern ports, to provide additional fuel resources to the region. 'The Administration's highest priority is ensuring the health and safety of those impacted by Hurricane Sandy and this waiver will remove a potential obstacle to bringing additional fuel to the storm damaged region,' said Secretary Napolitano. Secretary Napolitano's action immediately allows additional ships, that would otherwise be barred, to begin shipping petroleum products from the Gulf of Mexico to Northeastern ports, increasing the access to fuel in the storm damaged region. The waiver is operative through November 13th."

"The FBI's UCR [Uniform Crime Reporting] Program is a nationwide, cooperative statistical effort of more than 18,000 city, university and college, county, state, tribal, and federal law enforcement agencies voluntarily reporting data on crimes brought to their attention. Since 1930, the FBI has administered the UCR Program and continued to assess and monitor the nature and type of crime in the Nation. The program's primary objective is to generate reliable information for use in law enforcement administration, operation, and management; over the years, however, the data have become one of the country's leading social indicators. Criminologists, sociologists, legislators, municipal planners, the media, and other students of criminal justice use the data for varied research and planning purposes. In 2011, law enforcement agencies active in the UCR Program represented more than 304 million United States inhabitants (97.8 percent of the total population). The coverage amounted to 98.8 percent of the population in Metropolitan Statistical Areas, 92.3 percent of the population in cities outside metropolitan areas, and 93.1 percent of the population in nonmetropolitan counties."

On November 5, 2012, the Department of Homeland Security issued the following press release: "Secretary of Homeland Security Janet Napolitano today traveled to New York where she met with state and local officials, first responders and volunteers to discuss ongoing response and recovery efforts to Hurricane Sandy. Secretary Napolitano reiterated the ongoing support from the Department of Homeland Security (DHS), the Federal Emergency Management Agency (FEMA), and the rest of the federal family for communities in impacted states, as response efforts continue. 'Across New York and all the impacted states, we are continuing to deploy people, assets, and resources in response to this storm,' said Secretary Napolitano. 'Together, we have made a lot of progress, but we know the road ahead will be long and recovery will take time. Our commitment is to be here for the duration -- to work with you, support you, make sure you have the resources you need, and help you emerge even stronger.'"

Responding to the Rise in Violent Extremism in the Sahel
From the Highlights: "[1] Violent activity involving militant Islamist groups in the Sahel--primarily the Macina Liberation Front, the Islamic State in the Greater Sahara, and Ansaroul Islam--has doubled every year since 2015. [2] Employing asymmetric tactics and close coordination, these militant groups have amplified local grievances and intercommunal differences as a means of mobilizing recruitment and fostering antigovernment sentiments in marginalized communities. [3] Given the complex social dimensions of this violence, Sahelian governments should make more concerted efforts to bolster solidarity with affected communities while asserting a more robust and mobile security presence in contested regions."
