B.C. Safe Silviculture Project: Contractor Capacity-Building in Wildland Fire Management
"There is significant need to increase the capacity of the private-sector wildland fire resource in British Columbia. The 2003 fire season revealed a shortage of trained and qualified personnel to carry out not only the traditional work of extended attack and mop- up but also to carry out the dangerous and demanding job of initial attack. The results of the 2003 fire season also revealed the need for more aggressive fuel treatments including the use of prescribed fire."

Institute for Policy Analysis of Conflict (IPAC) [website]
From the "What We Do" page: "The Institute for Policy Analysis of Conflict (IPAC) was founded in 2013 on the principle that accurate analysis is a critical first step toward preventing violent conflict. Our mission is to explain the dynamics of conflict--why it started, how it changed, what drives it, who benefits--and get that information quickly to people who can use it to bring about positive change. In areas wracked by violence, accurate analysis of conflict is essential not only to peaceful settlement but also to formulating effective policies on everything from good governance to poverty alleviation. We look at six kinds of conflict: communal, land and resource, electoral, vigilante, extremist and insurgent, understanding that one dispute can take several forms or progress from one form to another. We send experienced analysts with long-established contacts in the area to the site to meet with all parties, review primary written documentation where available, check secondary sources and produce in-depth reports, with policy recommendations or examples of best practices where appropriate. Our initial focus is Indonesia, with planned expansion to Myanmar and Bangladesh, in the expectation that insights from understanding conflict in the first will be applicable to the others. There may be elements from Indonesia's resolution of communal conflicts in Maluku and Poso, for example, which have relevance for efforts to curb Buddhist violence against Muslims in Myanmar. In others cases, a single issue such as extremism may produce a network that connects the three countries."

Stronger Neighbors - Stronger Borders: Addressing the Root Causes of the Migration Surge from Central America
"In the spring of 2014, tens of thousands of children and families from El Salvador, Guatemala and
Honduras - known as the Northern Triangle of Central America - arrived at the southwest border of the
United States seeking protection and a safe place to live. Many of these migrants were fleeing conditions
of severe violence, deprivation, and death. Some, after a treacherous 1,500-mile journey through Mexico,
did not arrive at all.
The surge was also a costly
logistical challenge, as the
numbers and unique needs
of the migrants overwhelmed
Border Patrol agents, shelters,
detention facilities and the
immigration courts. The
federal government struggled
to find suitable shelter and legal
support for the unaccompanied
minors, in particular.
Since that spring, the Obama
Administration (herein after
'the Administration') has put
into place an array of measures
to manage the heightened
migration from the Northern
Triangle. Those efforts - and
those of the governments
of Mexico and the Central
America - initially served to
reduce the flow at the U.S.
southwest border. However,
thousands of migrants
continue to take the dangerous
trip north and the numbers
reaching the United States have
been steadily rising again."

International Cospas-Sarsat Programme [website]
"The International Cospas-Sarsat Programme (the Programme) is an intergovernmental organisation established in 1988 under the International Cospas-Sarsat Programme Agreement (the Agreement) signed by Canada, France, the former USSR, and the USA. The Russian Federation replaced the USSR as Party to the Agreement in January 1992. Including the four Parties to the Agreement, 41 States and 2 organisations (the Participants) are now currently formally associated with the Programme and actively participate in the management and the operation of the Cospas-Sarsat System (the System). The mission of the Programme is to provide accurate, timely and reliable distress alert and location data to help Search and Rescue (SAR) authorities assist persons in distress. The objective of the Cospas-Sarsat System is to reduce, as far as possible, delays in the provision of distress alerts to SAR services, and the time required to locate a person in distress at sea or on land and provide assistance to that person, all of which have a direct impact on the probability of survival. To achieve this objective, Cospas-Sarsat Participants implement, maintain, co-ordinate and operate a satellite system capable of detecting distress alert transmissions from radio beacons that comply with Cospas-Sarsat specifications and performance standards, and of determining their position anywhere on the globe. The distress alert and location data is provided by Cospas-Sarsat Participants to the responsible SAR services."

Unclassified Annex - Iranian Influence in Latin America and the Caribbean
From the text: "Assumptions: 1. Iranian interest in Latin America is of concern. Iran has serially failed to live up to its international obligations and is a State Sponsor of Terrorism. 2. Since 2005, Iran has increased its outreach to the region working to strengthen its political, economic, cultural, and military ties. 3. As a result of diplomatic outreach, strengthening of allies' capacity, international nonproliferation efforts, a strong sanctions policy, and Iran's poor management of its foreign relations, Iranian influence in Latin America and the Caribbean is waning. 4. Current U.S., EU, and UN Security Council sanction regimes have limited the economic relationship between the Western Hemisphere and Iran."

Asia Maritime Transparency Initiative [website]
From the About AMTI page: "The center of gravity in world affairs has shifted to Asia. No other region will do more to determine whether the 21st century will be a peaceful and prosperous one. For this reason, it is imperative that Pacific nations do everything in their power to reduce the risk of inadvertent or accidental conflict. The maritime environment in East Asia contains both promise and peril. The Indo-Pacific region is host to some of the world's most important shipping lanes, facilitates huge volumes of regional trade, and boasts abundant natural resources. Competing territorial claims, incidents between neighboring countries, and increasing militarization, however, raise the possibility that an isolated event at sea could become a geopolitical catastrophe. This is all occurring against a backdrop of relative opaqueness. Geography makes it difficult to monitor events as they occur, and there is no public, reliable authority for information on maritime developments. The Asia Maritime Transparency Initiative seeks to change this. AMTI was conceived of and designed by CSIS [Center for Strategic and International Studies]. It is an interactive, regularly-updated source for information, analysis, and policy exchange on maritime security issues in Asia. AMTI aims to promote transparency in the Indo-Pacific to dissuade assertive behavior and conflict and generate opportunities for cooperation and confidence building. Because AMTI aims to provide an objective platform for exchange, AMTI and CSIS take no position on territorial or maritime claims. For consistency, all geographic locations are identified using the naming conventions of the United States Government as determined by the U.S. Board on Geographic Names."

Joint Statement of Intent by Mr. Jean-Yves Le Drian, Minister of Defence of the French Republic, and the Honorable Ashton Carter, Secretary of Defense of the United States of America
"France and the United States have built, over the past two centuries, the oldest alliance between two nations on the European and American continents. Formed in the crucible of the U.S. War of Independence, the First and Second World Wars, the Korean War, and all the common struggles faced by our two countries in the past half-century, this alliance is first and foremost the offspring of women and men who share common values, as well as the will and capacity to defend them. The French and American people have constantly embodied this alliance. The support France extended to the American people following the September 11, 2001, attacks against the United States was reciprocated by U.S. shows of solidarity with France the day after the November 13, 2015, attacks. Today, military cooperation between France and the United States is stronger than ever. At the core of our partnership is the awareness that France and the United States face similar security challenges, and that we must confront them together. […]In the coming years, we anticipate having to face together a range of threats from both State and non-State actors while striving to uphold the international rules-based order. This Joint Statement of Intent seeks to capture our vision and provide a framework for future bilateral cooperation. As its authors and leaders of our militaries, we acknowledge the non-legally binding nature of this document, but believe that it is important to make this public statement together."
