The U.S. has long-standing security relationships with Saudi Arabia and UAE [United Arab Emirates]--two primary actors in the conflict--and has continued to provide them military support, including for operations in Yemen since 2015. Public law 116-283 calls for GAO [Government Accountability Office] to review U.S. military support to the Saudi-led coalition in Yemen. This report examines the (1) total financial value of military support provided by DOD to Saudi Arabia and UAE in fiscal years 2015-2021, (2) extent to which DOD and State have assessed the use of U.S. military support in Yemen and to which this support contributed to or reduced civilian harm, and (3) extent to which State certifications and a DOD report submitted in response to two congressional mandates were timely and complete."

The President's action makes Federal funding available to affected individuals in Cook, DeKalb, DuPage, Grundy, Kane, LaSalle, and Will Counties. Assistance can include grants for temporary housing and home repairs, low-cost loans to cover uninsured property losses, and other programs to help individuals and business owners recover from the effects of the disaster. Federal funding is also available on a cost-sharing basis for hazard mitigation measures statewide. R. David Paulison, Administrator, Federal Emergency Management Agency (FEMA), Department of Homeland Security, named Elizabeth Turner as the Federal Coordinating Officer for Federal recovery operations in the affected area.   From the Highlights: "Harmful algal blooms--overgrowths of algae in water bodies--can produce toxins that harm humans and animals. These blooms are an environmental problem in all 50 states, according to EPA. Harmful algal blooms are also associated with some occurrences of hypoxia--depleted oxygen levels in a water body in which most animals cannot survive. Hypoxia can harm fisheries and disrupt ecosystems. Under the act, the interagency working group, with NOAA [National Oceanic and Atmospheric Administration] and EPA leadership, is to maintain and enhance a national harmful algal bloom and hypoxia program, develop a comprehensive research plan and action strategy, and submit various reports to Congress. GAO [Government Accountability Office] was asked to review federal efforts to manage harmful algal bloom and hypoxia risks. This report examines, among other things, (1) working group efforts to implement a national program; (2) agencies' actions to monitor and forecast harmful algal bloom and hypoxia events; and (3) agencies' actions to help state, local, and tribal governments respond to these events."

The second proposal before us, is a discussion draft put forth by Representative Kinzinger entitled the Nuclear Utilization of Keynote Energy Policies Act." DOE Energy Innovation Hubs are designed to coordinate research efforts across the Department, encouraging cooperation between researchers in basic science, applied energy, and engineering, and bringing together researchers from the national labs, academia, and industry into teams focused on solving critical energy challenges. With appropriate goals, benchmarks, and oversight, this kind of collaborative research and development is just plain old common sense. The Commission to Review the Effectiveness of the National Laboratories was established by Congress to assess strategic priorities, unique capabilities, size, and accomplishments of this research network. The Commissioners here today visited national labs, interviewed researchers and DOE officials, and compiled a detailed report with recommendations on h ow Congress and the DOE can ensure the national labs are able to reach their full potential. Last month, the Commission released its final report. It found that the DOE lab system provides unique, long-term research capabilities and facilities that could not otherwise be reproduced by universities or the private sector." We cannot discount that other nation-states, such as North Korea, or sophisticated terror groups might want to utilized [sic] EMP to wreak havoc on our economy."   "Under current law, the Environmental Protection Agency (EPA) provides capitalization grants under the Clean Water State Revolving Loan Fund (CWSRF) and Drinking Water State Revolving Loan Fund (DWSRF) programs to the CWSRFs and DWSRFs operated by states. Those grant funds, along with states own funds, are used to provide loans and other assistance to water infrastructure projects. States are currently authorized to transfer up to 33 percent of the capitalization grants they are awarded from one fund to the other. S. 1689 would authorize states, in consultation with EPA, to transfer up to 5 percent more of the federal grant funds in their CWSRF to their DWSRF for projects to address public health threats related to lead exposure in drinking water. That authority would expire one year after enactment."
