  "In this fifth volume of 'Sharing Ideas and Resources To Keep Our Nation's Schools Safe', the National Institute of Justice (NIJ) and the Justice Technology Information Center (JTIC), part of the National Law Enforcement and Corrections Technology Center (NLECTC) System, present a new compilation of articles posted on the SchoolSafetyInfo.org website in the past year. While at first glance these articles seem to profile a wide variety of projects and programs, all of them have at least one thing in common. That is, their planners, coordinators and organizers told us the same thing: We want to help other schools. We want them to know what we're doing, and we want them to feel free to call us with questions, to help them start similar projects of their own. In 2017, schools, law enforcement agencies and communities keep on coming together across the United States as they create innovative and groundbreaking solutions to the persistent problems of violence, bullying, security breaches, gang tensions and social media abuse. For the past five years, SchoolSafetyInfo. org has worked toward ensuring that schools and school administrators, local law enforcement agencies and school resource officers know that they're not alone in their quest to make their schools safer, that others are working toward the same goal. We reach out to small rural school districts and to federal government agencies, and we always get the same answer: 'We're taking a proactive approach here, and we want the rest of the country to know about it.'"

  "Workplace violence can be any act of physical violence, threats of physical violence, harassment, intimidation, or other threatening, disruptive behavior that occurs at the work site. Workplace violence can affect or involve employees, visitors, contractors, and other non-Federal employees. A number of different actions in the work environment can trigger or cause workplace violence. It may even be the result of non-work-related situations such as domestic violence or 'road rage.'   "We discuss the application of systems analysis tools and techniques to the development of counters to WMD smuggling across borders between legal ports of entry. This specific problem space is a mixture of threats, terrain, defensive technologies, and both smuggler and border enforcement tactics -- all of which are subject to analysis. Various analytic techniques have been combined into a set applicable to border enforcement operations. This analysis leads to selection of specific Border Security solution sets which are then tested in a virtual test bed. We show an example illustrating employment of these techniques on a segment of the Iraq-Iran border."

  "Through the Center for Global Security Research 2002 Futures Project, we are critically examining the role, in a globalized world, that science and technology will play in U.S. national security, as well as the threats science and technology might pose for national security. During the last 50 years, from the end of World War II through the end of the Cold War, science and technology played a significant role in U.S. national security through the development of nuclear weapons, the exploration of space, and breakthroughs in biotechnology and computations. During this time frame, the U.S. government invested heavily in military and civilian science research, development, and demonstration (RD&D) through both direct and indirect mechanisms. These investments supported RD&D in academia, industry, and the national laboratories and built the physical and intellectual infrastructure that contributes vastly to U.S. military and economic dominance. Science and technology continue to be heavily incorporated in the national security portfolio, as part of our conventional and nuclear deterrent, our defenses, our foreign policy, and more recently our homeland security. The funding and coordination are currently dispersed throughout numerous agencies and administrations, from DoD, to DoE, HHS, DoJ, DoC, DoI, DoA, and the new proposed Department of Homeland Security, to NASA, and NSF."

  From the Thesis Abstract: "In this study the research problem was to identify specific psychological operations (PSYOP) feedback indicators of effectiveness applicable at the U.S. Army division level in the Vietnam-type conflict. The purpose of the study was to contribute towards filling what was believed to be a gap in the existing guidance and doctrine available to PSYOP personnel in the field at the tactical unit level. The scope of the study was limited to U.S. Army divisions in Vietnam during the period 1965-69 operating within the political, economic, and military constraints characterized by that time-frame. This study was conducted following the principles and techniques of systems analysis combined with case studies, surveys, and documentary research. Primary and secondary reference material and data were gathered from essentially two general areas: (1) case studies of the U.S. Army divisions in Vietnam, and (2) a survey of selected student officers in the 1968-69 class of the U.S. Army Command and General Staff College (CGSC) at Fort Leavenworth, Kansas."

Individuals and communities that are knowledgeable and trained on the skills necessary to prepare for and respond to emergencies are not only more inclined to act when needed, but also are often better able to withstand and recover from disasters - and help their neighbors do so, too. Local Medical Reserve Corps (MRC) units across the country play a critical role in increasing access to information and training community members so that they feel educated and empowered to act before, during, and after an emergency. This 'Training Community Members to Respond Guide' provides examples of training programs and resources that MRC units can incorporate into their community-based outreach programming. Units are encouraged to train volunteers as instructors, teach the programs in their local communities, and work with community partners to spread the word."

  From the thesis abstract: "The overall implication of depicting cyberspace as a complex, adaptive ecosystem is that it provides an avenue for further insight and understanding of the complexities associated with operating in cyberspace. This renewed reality highlights a source of vulnerability, a potential threat to national security, due to the intermixing of public and private infrastructure and the reliance of the United States Government (USG) on infrastructure owned and operated by the private sector. The fact that most, if not all, of the underlying infrastructure for seamless cyber interactions are controlled and managed by non-state entities means that the USG most recognize the power of the private sector in cyberspace. This represents a disturber of the familiar international order because the major actor that constitutes and defines international relations (the state) is not able to control cyberspace or to insulate itself from the implications of the new cyber realities. This recognition suggests that adopting a policy position that is primarily offensive in nature better serves the US, especially in regards to the protection of the cyber ecosystems of the private sector. Specifically it proposes that offensive cyber attacks should not be limited to only the authorized entities of the United States military, but should be expanded to include authorized entities in the private sector. Central to this proposition is the introduction of a new element of operational art specific to the cyber realm to guard against unintended consequences--the operational art element of precision."

It was launched in October 2001, when letters laced with anthrax powder were mailed to NBC News anchor Tom Brokaw, U.S. Senators Tom Daschle and Patrick Leahy, and media offices in New York and Florida. Five people were killed and another 17 were sickened in the attack. The FBI's ensuing investigation led to the U.S. government biological research facility at Ft. Detrick, Maryland and eventually centered on pathologist Bruce Ivins as the culprit. A wide range of investigative documents from the years 2001-2010 are available here."

He was executed on December 30, 2006. Part 1 of this release is a March 10, 2005 'Prosecutive Report of Investigation' written for the Iraqi Special Tribunal concerning Hussein's commission of crimes against humanity, war crimes, and genocide. Part 2 consists of interviews conducted by the FBI while Hussein was in U.S. custody in 2004; the release's contents range from 2004 to 2006."

Dr. John Hick (ASPR [Assistant Secretary for Preparedness and Response] TRACIE's [Technical Resources, Assistance Center and Information Exchange] Senior Editor) interviewed the responding trauma surgeons, emergency physicians, and the director of emergency preparedness in charge of Orlando Regional Medical Center's response to this horrific incident to learn more about their experiences and lessons learned. The staff noted several challenges, including issues related to the infrequent use of the mass casualty notification system by emergency medical services (EMS) agencies, staff silencing their cell phones while off-duty, staff experiencing difficulties with getting to work (due to closed roads), the confusion associated with the rumor of an active shooter at the hospital, and the family reunification process. Despite these challenges, the staff felt that the response worked well overall--due, in part, to conducting exercises and planning ahead, they never ran out of supplies and were able to identify all patients within 24 hours."
