  "In this study we have examined and subjected to analysis several classes of incidents in which decision makers are confronted with adversaries. Classes of incidents were selected such that one or more attributes of the chosen incidents are analagous to attributes of potential situations in which an adversary interacts with a material control system in a nuclear facility. The first portion of our study focuses upon the threat posed internally, i.e. upon the threat posed by employees and management to the security of the institution. [...] In the second portion of the study, we analyze certain aspects of the external threat to the security of nuclear facilities again front the perspective of analog situations. [...] The final pages of the report contain the results of a preliminary analysis of terrorist events in which hostages were taken in an attempt to extract either financial, prisoner release or political demands."

  "The purpose of this report is to provide a basis for Federal, State and local government emergency preparedness organizations to determine the appropriate degree of emergency response planning efforts in the environs of nuclear power plants. The report is the product of a Task Force of NRC [Nuclear Regulatory Commission] and EPA [Environmental Protection Agency] representatives formed in 1976 to address this issue. The Task Force hopes that the guidance provided here will be used to supplement the extensive emergency planning guidance already published by NRC and EPA. [...] This report represents a consensus view of the Task Force on the planning basis guidance and on a number of important issues related to emergency planning which were considered in the development of the guidance. As of the publication date of.this report, these recommendations had not been formally adopted by the NRC or EPA and therefore represent only Task Force views. However, the concept of a generic area in which to plan has received general acceptance by the variety of groups commenting on drafts of this report. If adopted by the NRC, the Task Force expects that the key elements of the guidance would be incorporated in the NRC's primary emergency planning guidance publication for States and their local governments (NUREG-75/111) and therefore used by Federal agencies as a part of the basis for concurrence in State and local government Radiological Emergency Response Plans in support of power reactor facilities."

  From the thesis abstract: "Several significant events of the past decade have demonstrated the importance of tactical integrated air defense. These events include the air war over North Vietnam, the 1973 Middle East War, and the changes in Soviet offensive tactical air doctrine and capability. These three major events are examined and form the basis for a comprehensive assessment of the present United States tactical integrated air defense system (IADS). The IADS assessment includes a study of IADS doctrine, organization, methods of control and integration, command and control equipment, weapons, and current joint training. The study concludes that the United States is inadequately prepared to conduct a tactical integrated air defense battle. Major deficiencies in all areas of the integration process are discussed. Based on the foreseen importance of tactical integrated air defense in future wars and on the deficiencies in the present United States IADS, numerous recommendations are offered for improving IADS capabilities. The recommendations stress the need for increased Air Force/Army emphasis on tactical integrated air defense development in doctrine, equipment, weapons, tactics, and training."

  From the thesis project proposal: "Each utility licensee for a nuclear power reactor is required to minimize the adverse effects from an accidental radionuclide release into the atmosphere. In the past the ability to forecast quantitatively the extent of the hazard from such a release has been limited. Now powerful atmospheric modeling techniques are available to assist nuclear reactor site officials with greatly improved assessments. [...] The purpose of this project is to examine the ways and means of adapting ARAC [Atmospheric Release Advisory Capability] for application to many nuclear power reactors widely dispersed across the nation. The project will emphasise the management aspects, including government-industry relationships, technology transfer, organizational structure, staffing, implementing procedures and costs. Benefits and costs for several alternative systems will be compared. The following questions will be addressed: 1. Can ARAC technology developed at LLL [Lawrence Livermore Laboratory] be successfully transferred for broad application to the nuclear power industry? 2. Who should operate the ARAC central facility? ?. 3. What organization and staffing is needed for a fully operating central facility? 4. What is required to establish ARAC at a utility site? 5. What are the costs and benefits associated with the several ARAC options to service a large number of nuclear power plants?"

  "The Federal Government is spending about $261 million to help the Johnstown, Pennsylvania, area recover from the July 1977 flood that killed 76 people, injured or sickened 2,700, and caused an estimated $330 million in damage. Some flood victims were protected under the National Flood Insurance Program; proceeds totaled about $26 million. This report discusses the flood insurance program, the emergency response and recovery effort, and alleged problem areas covered during interviews with individual victims, business representatives, and Government officials."

  The protection analysis project was initiated at ISI by ARPA IPTO to further understand operating system security vulnerabilities and, where possible, identify automatable techniques for detecting such vulnerabilities in existing system software. The primary goal of the project was to make protection evaluation both more effective and more economical by decomposing it into more manageable and methodical subtasks so as to drastically reduce the requirement for protection expertise and make it as independent as possible of the sills and motivation of the actual individuals involved. The project focused on near-term solutions to the problem of improving the security of existing and future operating systems in an attempt to have some impact on the security of the systems, which would bin use over the next ten years.

• CIA Documents: Chile: Implications of the Letelier Case

  In May of 1978, the CIA's National Foreign Assessment Center issued this comprehensive analysis of the Pinochet regime's responses to being identified as responsible for the most significant act of international terrorism ever committed in the United States - the September 21, 1976 car bomb assassination of Orlando Letelier and Ronni Moffitt in Washington DC. This eight-page assessment, classified Secret/Sensitive, addressed the impact inside the regime if "proof of Pinochet's complicity in the Letelier slaying" came to light. At the time, the FBI had identified Pinochet's secret police, DINA, as responsible for the crime. The CIA assessment notes that Pinochet will have a difficult time disassociating himself from DINA, and its chieftain, Col. Manuel Contreras. "The former secret police chief is known to have reported directly to the President [Pinochet], who had exclusive responsibility for the organization's activities." The report states that Contreras' guilt "would be almost certain to implicate Pinochet... None of the government's critics and few of its supporters would be willing to swallow claims that Contreras acted without presidential concurrence."

  This document provides a summary of the 1977 Atlantic hurricane season along with detailed accounts of individual storms. This season was a rather inactive one, with fewer storms than normal. Anita was an intense hurricane in the Gulf of Mexico, but made landfall along a sparsely populated section of the Mexican coast. Babe was the only named storm to cross the United States coastline.
