The major limitation of the analysis is its restriction to ghetto - type riots, necessitated by limitations in time and available information. The first part of the report analyzes such riots by identifying common characteristics of a number of disturbances which have occurred in the United States and describing the experiences of various security forces in their control. One part of that story was the Minuteman modernization program, which included the installation of such features as an 'enable command time' as another safeguard against unauthorized launch, development of plans for airborne launch control centers (ALCCs) that could be used to launch remotely 470 Minutemen, and the implementation of an emergency rocket communication system (ERCS) that would enable SAC headquarters to launch the Minuteman force during or after a nuclear strike. Also to ensure tighter control, SAC worked on a cancel launch in process (CLIP) program, which could prevent missile launch up to the moment the silo lid opened up. […]. In addition to the most significant weapon systems, the narrative covers chaff and decoys developed to protect against ABM, problems with developing short-range attack missiles (SRAMs) designed to destroy defensive radars, and hardrock silos that were to withstand overpressures of up to 3,000 pounds per square inch. Moreover, R&D on an Advanced ICBM proceeded, although the Defense Department was not ready to approve deployment during the mid-1970s, partly because it was not convinced of the need for a Minuteman follow-up."

  "At the time this report was prepared, post-attack planning was being conducted largely without consideration of behavioral factors. Partially, at least, this was because social science had not demonstrated the practical importance of such factors nor provided a means by which planners could take them into consideration. The purpose of this study, then, was (1) to demonstrate the practical importance of considering behavioral factors and (2) to develop a means for considering them in post-attack planning. […] The project designed to accomplish this involved taking one behavioral factor--the conflict which could arise between an individual's need to provide care to an injured family member and society's need for him to return to work and participate in societal recovery following a disaster--and estimating its impact on one area of post-attack planning: predictions of the number of people available for work following a disaster. Using Census and other related data, we developed mathematical procedures for determining the number of situations in which such a conflict would arise, made the assumption that a worker would return to work if, and only if, another adult were available to care for the injured, and computed the impact on available labor of the number who did not return to work as a result of this situation. The formulas developed were applied across five different types of population areas--urban, rural nonfarm, rural farm, etc. -- for 190 types of population damage, and through several time phases; in all, 950 separate computer analyses were made."

  "Seven men, skilled in fire research were stationed around the periphery of FIAMBEAU FIRE 760-12 and recorded visual impressions or its magnitude. Their testimony furnishes indices of fire severity which is available to officials immediately. At each of the times when eyewitness accounts are given, instrumental data were taken both inside the fire zone and outside, so that visual magnitudes of this mass fire may be compared with its measure11 physical parameters. Visual magnitudes for this fire are: a. Flame heights up to 300 feet, horizontal flames 100 feet. b. Thermal radiation uncomfortable at 75 feet. c. Able bodied men might escape from center of fire. d. Cap cloud at 3000 feet. e. Streets filled with smoke. f. Fire whirls lifted bushes 100 feet. g. Any system of civil defense must provide a significant lifesaving potential against the possibility of nuclear attack. A civil defense program must be consistent with the normal pattern of American society; this can be accomplished by emphasizing dual-purpose use of resources, that is, by employing measures which have peacetime value as well as wartime effectiveness. Management of the program is the joint responsibility of the Federal, State, and local governments, working in close cooperation with public and private institutions and organizations, commerce and industry, and other major elements of our society. An acceptable program must be one that is understood by those directly involved in it. Necessary actions must be of a type that these people can, in fact, carry out."

The problem stems from easy access from unauthorized users into computer systems via an increase in worldwide connectivity. The Indications, Analysis & Warnings (IAW) Program, Electric Power Sector, responds to the increased risk of physical & cyber threats. The Electric Power participants are crucial to government and other critical industries such as water, banking and finance, telecommunications and transportation because these industries and government rely upon electricity. How the Program Works: (1) A company agrees to participate and distributes jobaids and forms so employees know how to recognize & report incidents; (2) When there is an "incident", you fill out a report, and send it to NIPC and NERC; (3) At the same time, NIPC is collecting data from numerous other organizations; (4) Industry experts review the data and look for trends and send out warnings if warranted.

  "While the concept of asymmetry has been presented often in professional literature, it remains ill-understood from the strategy::operations::tactics paradigm because this paradigm considers that we need better, not necessarily different, thinking and acting. . . What we really need is an alternative paradigm that gives us a new and better way of thinking and acting. . . . The preferred paradigm is Janusian. Linearly focused (schismogenic) thinking and acting--the methods of the current strategic paradigm--explains and rejects alternative hypotheses purposefully and sequentially. In other words, linear thinking and acting disallow the existence of contradiction. The proposed alternative Janusian thinking suggests that information processing is paradoxical, considers multiple time orientations, and is nonlinear. The basic Janusian model for thinking and acting is arranged in a four-square--A, B, C, and D--the arrows depicting the struggles for dominance in one or more quadrants. It provides a complex, four-way, interdependent, interactive model for thinking and acting that goes beyond the traditional linear processing associated with strategy, operations, and tactics and helps us understand what we could not decipher or comprehend. In today's conflict, terrorists control the environment, a B quadrant activity, yet the United States has been responding bureaucratically, a type D response. Forming the Homeland Security Office, tightening airport and airplane security, and screening mail are all bureaucratic responses to the type B environment. The Janusian framework requires formulating new and complex recipes for thinking and acting in multiple patterns rather than embracing a singular one. Instead of using a linear thinking model to decide between competing values, the trick is to find a positive zone among them by using a nonlinear thinking model. New forms of organizing, such as the highly flexible network organizations, require a new power structure, something that the military culture may find inconceivable: rank and hierarchical positional authority would have to give way to expert power and lateral forms of leadership." The authors maintain that the current U.S. approach to military operations--strategic, operational, and tactical--is too linear for today's contemporary operating environment. They argue that future warfighters must move beyond linear thought and action to a realm of thinking and acting that recognizes and accepts paired yet opposite ideas and actions: "Look before you leap" and at the same time understand that "he who hesitates is lost."
