• Security of the South Atlantic: Is It a Case for 'SATO' - South Atlantic Treaty Organization?

  From the thesis abstract provided by the Combined Arms Research Library: "The growing dependence of the industrialized nations on the South Atlantic area, whose value was sufficiently proved during both world wars, increased considerably the importance of this strategic region to the security of the West, since through its sea-lanes flows a large amount of the raw materials desperately needed by the US, Europe and Japan to feed their industries. The South Atlantic has become an area of intense East-West confrontation and in recent years it has witnessed a large Soviet influence particularly on the west coast of Africa, giving the USSR [Union of Soviet Socialist Republics] the capability to disrupt the vital shipping lanes in the area. This thesis attempts to analyze the strategic importance of the South Atlantic area to the western world and to ascertain whether the countries located within the boundaries of that area are prone to build a new alliance to cope with the Soviet influence. Analysis reveals that the South Atlantic countries do not possess either the military power or the political will to create a valid and efficient security pact, due to the lack of a clear-cut consensus on the importance of a potential SATO [South Atlantic Treaty Organization] to protect West interests in the region. Analysis also points out the existence of some valid alternatives that if carefully implemented would considerably upgrade the security of the South Atlantic area, without creating insurmountable political obstacles. However, a more comprehensive approach toward the creation of a formal security alliance is still not ripe, and for the time being the South Atlantic Treaty Organization will remain a challenge to be met by both South American and African countries."

  "In April, 1981, the National Institute for Occupational Safety and Health (NIOSH) received a request for a health hazard evaluation from the Health and Safety Department, International Association of Fire Fighters. The request concerned possible health problems resulting from exposures during a fire in Camden, South Carolina. NIOSH assistance was requested one week after the fire when fire fighters continued to complain of symptoms of chest discomfort, shortness of breath and headache. [...] Symptoms and EKG [electrocardiogram] abnormalities found in fire fighters following exposure to smoke and fumes of a polyacrylonitrile fire were consistent with possible effects of pyrolysis products of polyacrylonitrile, including hydrogen cyanide. Recommendations are made in the body of the report to help prevent and alleviate these conditions."

  "On January 16, 1982, a fire occurred in a warehouse belonging to the Polyscience Corporation in Houston, Texas. The warehouse contained several thousand pounds of polyvinyl chloride in the form of pellets. On January 25, 1982, the National Institute for Occupational Safety and Health was requested to document the prevalence and severity of health effects that had occurred in fire fighters exposed at the Polyscience fire and determine whether the fire had led to lasting adverse health effects. The request, which was submitted by the International Association of Fire Fighters, stated that firemen were experiencing skin disorders and other health effects and that these symptoms may have been caused by exposure to smoke and fumes during the fire. The concern over the exposure was increased by the documented carcinogenic properties of vinyl chloride. [...] The results of this survey show that a large proportion of the fire fighters suffered acute effects due to exposure to smoke and fumes. The persisting respiratory symptoms, that some of the fire fighters were experiencing at the time of the survey, may also have been due to this exposure. However, these symptoms are more likely related to the accumulated effects of several years repeated exposure to high levels of smoke and fumes and to a certain extent perhaps attributable to the overall demanding nature of the job."

The request concerned possible health effects to fire fighters who participated in rescue and fire suppression activities following an explosion and chemical fire at the Bern Color Company, Poughkeepsie, New York. The request also asked for advice concerning disposition of the fire fighters' protective clothing which was contaminated by chemicals during the fire. In addition, NIOSH received a verbal request for technical assistance concerning the incident from the Office of the City Manager, City of Poughkeepsie. [...] Based on a review of the results of the medical tests performed on the fire fighters, NIOSH concludes that there were no apparent systemic health effects due to exposure to chemicals at the fire. NIOSH believes that decontaminating the fire fighters' uniforms is impractical with existing technology and recommends that they be disposed of properly."

  "On February 16, 1981, the National Institute for Occupational Safety and Health (NIOSH) received a health hazard evaluation request from the Superintendent of Industries, Unicor, Federal Prison Industries Incorporated, Federal Correctional Institution (FCI), Miami, Florida. The request was prompted by complaints of headaches, dizziness, nausea, and other symptoms from prison inmates who were assembling electronic components and cable connectors in the 'Industry Building'. On May 12-14, 1981, NIOSH conducted an industrial hygiene survey to determine the extent of occupational exposures to solvent vapors and solder fumes. [...] On the basis of the environmental data obtained during this investigation and due to the lack of proper ventilation in the potting section, NIOSH has determined that a potential health hazard did exist for inmates working with potting compound resins which contain residual TDI [toluene-2,4-diisocyanate]. However, the symptoms of TDI exposure are not consistent with the symptoms reported by the inmates at the Miami FCI, and no explanation can be provided at this time which would explain the liver function test abnormalities among exposed inmates."

[...] On the basis of the study findings, NIOSH concludes that the fire fighters are being exposed to high noise levels in light of the intensity values found during the simulated runs, and do show large amounts of hearing loss. NIOSH, however, does recommend that further research be conducted to investigate the relationship of fire fighters' noise exposures and the apparent hearing loss observed. The recommendations given in Section VIII of this report are based on reducing noise exposure alone and thus may have to be altered or added to as further research is conducted."

The functions vested in the President by Sections 501 (a) and (b) of the Refugee Education Assistance Act of 1980, hereinafter referred to as the Act (8 U.S.C. 1522 note), are delegated to the Secretary of Health and Human Services. Sec. 2. The Attorney General shall ensure that actions are taken to provide such assistance to Cuban and Haitian entrants as provided for by Section 501(c) of the Act. To that end, the functions vested in the President by Section 501(c) of the Act are delegated to the Attorney General. Sec. 3. All actions taken pursuant to Executive Order No. 12251 shall continue in effect until superseded by actions under this Order. Sec. 4. Executive Order No. 12251 of November 15, 1980, is revoked."

As President of the United States, I am responsible for honoring both Constitutional requirements, and I intend to do so in a balanced and careful manner. I do not believe, however, that the Constitution entitles government employees, entrusted with confidential information critical to the functioning and effectiveness of the Government, to disclose such information with impunity.   "This reference summarizes the following data: etiologic agents and their nature, sources and important reservoirs, epidemiology, foods frequently involved in outbreaks, specimens and samples to take in outbreak investigations, laboratory approaches, and general control measures of foodborne diseases that have been reported throughout the world, This information is organized far rapid review and comparison of the same kinds of data about different diseases. Diseases transmitted by foods are frequently classified either as poisonings or infections. Poisonings are caused by ingesting toxicants that are found in tissues of certain plants and animals, metabolic products (toxins) formed and excreted by microorganisms(such as bacteria, fungi, or algae) while they multiply in foods, or poisonous substances that may be intentionally or incidentally added to foods as a result of producing, processing, transporting, or storing. Infections are caused by the entrance of pathogenic microorganisms into the body and the reaction of body tissues to their presence or to the toxins they generate within the body. Intestinal infections may be manifested by in vivo enterotoxin production or mucosal penetration. After mucosal penetration, the organisms multiply in the mucosa or pass into other tissues. This classification is illustrated on the adjacent page. In this reference, the foodborne diseases are classified on the basis of the type of agent responsible for the illness--bacterial, viral and rickettsial, parasitic (protozoan, cestodes, nematodes, trematodes, helrninths,fungal (mycotoxin or mushroom), poisonous plants, toxic animals, poisonous chemicals, and radionuclides. In each category, the diseases of contemporary importance are listed first. The relative importance of each disease does, however, vary from time to time and from place to place. This reference also includes diseases that have been reported as being foodborne even though proof is lacking. It also includes diseases in which the causative agent has been found in foods but transmission through foods is unknown, and enteric diseases in which the transmission through foods is possible."

  "On January 3-5, 1982, a major storm moved through central California producing widespread damage and death in seven San Francisco Bay Area counties as well as eleven other counties in northern and central California. A Presidential Declaration was issued to bring federal assistance to individuals in the affected counties. It is customary, following significant storm events, for the National Weather Service to evaluate the effectiveness of its forecast warning service. On January 6, 1982, a Regional Survey Team was dispatched to San Francisco, California. The team visited sites of heavy damage, interviewed federal, state, county officials, and citizens regarding actions taken in response to National Weather Service forecasts and Special Weather Statements. The findings of the Survey Team reinforce the need for an effective forecast and warning system that disseminates information in a timely manner and elicits appropriate response by the public."

  "In the first half of the twentieth century, American leaders employed US Armed Forces to support American foreign policy in 'conventional warfare' against the organized, uniformed forces of enemy nations. Although the size and nature of the forces varied in two world wars and Korea, in each of these conflicts the US Army performed its role with regularly organized divisions and without the use of nuclear weapons. Whether infantry, mechanized infantry, armored, or airborne, the division was the basic formation of the Army, the key organization by which strength was measured in conventional war. After World War II, political and military leaders began to consider other forms of conflict in which US forces might be engaged. Organization, equipment, and doctrine were reexamined in view of the possibility of nuclear war, but in this process the division remained a fundamental military organization. Simultaneously, however, a few thinkers began to consider the possibility of forces capable of operating at the opposite end of the conflict spectrum from nuclear war, below the level of conventional war-to consider, in short, a capability to conduct guerrilla, or 'unconventional' warfare. Regular divisions were never designed or equipped for unconventional warfare, so special units, training, and doctrine would be necessary for such a task."

We are focusing today on an increasingly important area of concern, and that is the non immigrant visas generally used by executives and technical personnel to obtain entrance into the United States. These visas are more popularly known by the letters of their subsections in the INA. B-l, visitor for business; E-l and E-2, treaty traders and treaty investors; H-l, persons of distinguished merit and ability; and the L visas, geared to the multinational corporations. Not to mention the ones I left out, which sound like alphabet soup, A through what, J? Yes, the rest. We have heard of the importance of these visas in connection with American business and growth and our economy and those issues. Conversely, we have heard of the abuse of these visas. The use of them where American skilled personnel is already available and for the purpose of entering the United States for other than temporary purposes, and this raises then the adjustment of status question: Should one be able to adjust status within these non immigrant categories, or adjust to an immigrant category? This can be done under the present law. These adjustments take up a good portion of INS time and encourage the rather prevalent idea that once you get to the United States, there is a way to stay there, and we have found throughout 16 hearings that that is a rather prevalent note in America's immigration and refugee policies: Just get there." We understand that such children frequently become social outcasts in their homelands because of their mixed parentage, and often have difficulty in finding employment and making lives for themselves. I do feel that the support which has been demonstrated in the Congress and by this administration for various proposals to assist Amerasians indicates a willingness on the part of the American people to provide some relief for these children. But I also believe that the American people wish to be certain that we are admitting an identifiable group of persons, that we are avoiding fraud, and that we are not creating new financial burdens on the Federal Treasury. Many of the proposals which will be discussed this afternoon have attempted to address these concerns, and certainly our witnesses include experts who have been working with and for these children, and these adults, because many of them indeed are adults now, and have been working with them throughout the years."
