My statement summarizes the report 'The 2013 Long-Term Budget Outlook', which CBO released last week. Between 2009 and 2012, the federal government recorded the largest budget deficits relative to the size of the economy since 1946, causing federal debt to soar. Federal debt held by the public is now about 73 percent of the economy's annual output, or gross domestic product (GDP). That percentage is higher than at any point in U.S. history except a brief period around World War II, and it is twice the percentage at the end of 2007. If current laws generally remained in place, federal debt held by the public would decline slightly relative to GDP over the next several years, CBO projects. After that, however, growing deficits would ultimately push debt back above its current high level. CBO projects that federal debt held by the public would reach 100 percent of GDP in 2038, 25 years from now, even without accounting for the harmful effects that growing debt would have on the economy (see Figure 1). Moreover, debt would be on an upward path relative to the size of the economy, a trend that could not be sustained indefinitely."

However, this legislation also would impose some new requirements on federal agencies related to the rulemaking process and would extend some of the current requirements under the executive orders to additional federal agencies. Except for changes permitting judicial review for compliance with the Information Quality Act (enacted as part of the Consolidated Appropriations Acts, 2001 [Public Law 106-554]), the changes contained in this legislation would not apply to any rulemaking pending or completed on the date of enactment. CBO estimates that implementing H.R. 2122 would cost about $70 million over the 2014-2018 period, assuming appropriation of the necessary funds. Such funding would cover the government-wide costs of additional personnel, contractor costs, and other administrative expenses associated with meeting the new requirements under the legislation."

The most recent version of the model was published by NHTSA in February 2019. In particular, I would like to correct and clarify the answer I provided this morning. I stated at the hearing that eliminating the automatic spending reductions specified in the Budget Control Act beginning in fiscal year 2014 would increase real gross domestic product (or GDP adjusted for inflation) by 0.5 percent and increase full-time-equivalent employment by 600,000 relative to the amounts under current law. Those figures refer to the averages during calendar year 2014--not to the effects by the end of 2014, as I incorrectly stated. Those figures represent CBO's [Congressional Budget Office] central estimates, which correspond to the assumption that key parameters of economic behavior (in particular the extent to which lower federal taxes and higher federal spending boost aggregate demand in the short term) equal the midpoints of ranges used by CBO. According to the full ranges for those parameters, in calendar year 2014, real GDP would be between 0.2 percent and 0.8 percent higher, and full-time-equivalent employment would be between 200,000 and 1 million higher."

  "In January 1975, I was offered a position as counsel on the staff of the Church Committee. I was 30, and Senator Sam Ervin, for whom I had worked since 1971, had retired and returned to North Carolina. While I had participated in Senator Ervin's inquiry into the domestic activities of Army intelligence elements during the Vietnam era, the foreign intelligence apparatus of the United States, which I now confronted, was, quite literally, foreign to me, as it was too many of those joining the Church Committee staff. To make matters worse, I was given the task (along with a staff colleague, Peter Fenn) of trying to crack what was perceived to be the most secretive of US intelligence agencies, the National Security Agency (NSA). Unlike the CIA and FBI, which were the agencies principally in the Committee's sights--thanks to a number of sensational press accounts--there had been no press expos©s about NSA. Our supervisor, in fact, seemed to take particular delight in pitting Pete and me against this mysterious Goliath. 'They call it "No Such Agency,"' he said. 'Let's see what you boys can find out about it.' It was the first time I had heard the agency referred to this way, and it was not long before I understood why. What ensued was something of an odyssey that lasted over the better part of a year. It began with a series of fruitless, sometimes comical, efforts to penetrate NSA's defenses. ('They must have done something,' our boss wailed.) Then, an unexpected breakthrough caused us to redirect our inquiry along two separate, but ultimately converging, lines; Peter took the lead on one inquiry, and I took the other lead. Over a period of months, a story emerged that previously had not seen the light of day--a story that had long-term implications for NSA and for the relationship of the Intelligence Community to the private sector. Our work also provided the context for a rare Congressional challenge to the President's authority in the national security area. I decided to write about this episode primarily to preserve it for the historical record. While much of the story was disclosed over the course of the Church Committee's inquiry, there were aspects that never became public. Given the way the Committee operated, no one other than the staffers doing the work knew the whole story."

But by the time the pandemic was well into its second year, an unexpected pattern had emerged. The world's worst pandemic in a century accelerated previous trends but had not changed much about the international economic order. China was the only major economy to show positive economic growth in 2020 relative to 2019 but reversed necessary domestic reforms to do so. The United States was the best-performing advanced Western economy in 2020 but greatly increased its federal debt. Europe and U.S. treaty allies performed less well. Prepandemic trends persisted: China's share of the global economy was growing, that of the United States was holding steady, and that of U.S. allies was declining. In this report, the author reviews the economic track record of the United States; major U.S. competitors China and Russia; and U.S. allies and partners, including the European Union, the United Kingdom, Japan, Australia, and India, to discern how the dramatic economic changes induced by the pandemic could affect geopolitical competition and the future security environment. The author also discusses 'vaccine diplomacy,' the effort to distribute vaccines to developing countries, which is exemplary of how the pandemic has affected global competition. The report draws on official data releases, reports by international organizations, and media reports and uses data released through August 31, 2021.   This is the Congressional Budget Office (CBO) Cost Estimate as ordered reported by the House Committee on Energy and Commerce on December 11, 2013. From the Summary: "H.R. 3674 would modify existing law regarding the management of the electromagnetic spectrum used by federal agencies. It would increase the amounts authorized to be spent, without further appropriation, to reimburse agencies that incur expenses when spectrum is reallocated from federal to commercial use. The bill also would authorize the use of alternative forms of compensation for agencies affected by spectrum reallocation efforts. CBO estimates that enacting H.R. 3674 would increase net direct spending by $30 million over the 2015-2024 period; therefore, pay-as-you-go procedures apply to the bill. In addition, CBO estimates that implementing the bill would lower discretionary spending by $8 million over the 2015-2019 period, assuming appropriations are reduced by the necessary amounts. Enacting this bill would not affect revenues. H.R. 3674 contains no intergovernmental or private-sector mandates as defined in the Unfunded Mandates Reform Act (UMRA) and would not affect the budgets of state, local, or tribal governments."

The Lacey Act protects plants and wildlife by creating civil and criminal penalties for various violations, including transferring invasive species across state borders. Based on information provided by the U.S. Fish and Wildlife Service (USFWS), CBO estimates that implementing the legislation would have no significant effect on the federal budget. Under current law, federal agencies, including the USFWS and the Department of Justice, have the authority to negotiate agreements that would allow the NTMWD to make these transfers without being prosecuted. Enacting H.R. 4032 could reduce revenues from penalties under the Lacey Act; therefore, pay-as-you-go procedures apply. However, CBO estimates that any such reductions would be negligible. Enacting the bill would not affect direct spending."

From the Summary: "S. 1094 would amend and reauthorize most programs in the Elementary and Secondary Education Act of 1965 (the ESEA, commonly referred to, in its most recently reauthorized form, as No Child Left Behind). The underlying authorizations for those programs have expired, although most have received appropriations since their authorizations have expired. For almost all of the programs, the bill would authorize the appropriation of such sums as may be necessary for fiscal years 2014 through 2018. The bill also would amend and reauthorize the McKinney-Vento Homeless Assistance Act and amend the Department of Education Organization Act. CBO estimates that S. 1094 would authorize the appropriation of about $24 billion in 2014 and $127 billion over the 2014-2018 period. Implementing the bill would have discretionary costs of $93 billion over the 2014-2018 period, assuming appropriation of the estimated amounts."

  From the Document: "The Congress has traditionally placed a limit on the total amount of debt that the Department of the Treasury can issue to the public and to other federal agencies. Lawmakers have enacted numerous increases to the debt limit--commonly known as the debt ceiling--some of which have been temporary but many of which have been permanent. The Treasury's borrowing has been at the current limit since May, although it has employed a well-established toolbox of so-called extraordinary measures that allow it to borrow additional funds without breaching the debt ceiling. On September 25, 2013, the Treasury estimated that its ability to borrow under those extraordinary measures will be exhausted no later than October 17, leaving a cash balance of approximately $30 billion. The Congressional Budget Office (CBO) currently projects that the Treasury will exhaust all of the borrowing authority created by those measures, as well as its cash balance, between October 22 and the end of the month. (It is possible, however, that the date could fall outside of that range.) Those dates are sooner than CBO estimated earlier this month, for two reasons: Forthcoming investments in Government Account Series (GAS) securities are expected to be greater than previously anticipated because a transfer of general funds to the Highway Trust Fund is scheduled to occur in October this year (rather than in November, as occurred last year) and because deposits in the Military Retirement Fund and the Medicare-Eligible Retiree Health Care Fund are now expected to be larger than they were last year; also, receipts of corporate income taxes during the past several days fell short of CBO's expectations."
