  "The Committee on Commerce, Science, and Transportation, to which was referred the bill (S. 2949) to provide for enhanced aviation security, and for other purposes, having considered the same, reports favorably thereon with amendments and recommends that the bill (as amended) do pass. On September 11, 2001, terrorists used United States commercial aircraft as guided missiles, killing thousands of innocent victims in New York, Washington, D.C., and Pennsylvania. The unprecedented attacks led to passage of the Aviation and Transportation Security Act (ATSA, P.L. 107-71, November 19, 2001). President Bush signed the legislation after two months of debate between the Senate and the House of Representatives over the issue of the responsibilities of the Federal government to provide security for the Nation's aviation system. Ultimately, Congress placed primary responsibility for aviation security with the Federal government. S. 2949 is intended to address a number of issues that have arisen since the passage of ATSA, including the ability of the Transportation Security Administration (TSA) to complete its formidable task of installing explosive detection systems (EDS) at airports and ensuring that carriers have available, for the short term, war risk insurance coverage. The bill also makes technical corrections to ATSA. Since enactment of ATSA, the newly created TSA has struggled to meet aggressive Congressional deadlines to hire, train, and deploy more than 30,000 Federal security screeners (by November 18, 2002), and thousands of air marshals, and to install new EDS by December 31, 2002."

He wants me to convey to you the sense of urgency and importance that he, the President, and the entire Administration feel about protecting nuclear and radiological materials. He wants me to remind you of the initiatives the United States has already taken, and urge others to match them. And he wants me to ensure that we learn from you, since we face a global challenge that must be solved globally. • Economic Effects of 9/11: A Retrospective Assessment [September 27, 2002]

  This retrospective review will attempt to write dispassionately and objectively about the events of September 11 effect on the U.S. economy. The loss of lives and property on 9/11 was not large enough to have had a measurable effect on the productive capacity of the United States even though it had a very significant localized effect on New York City and, to a lesser degree, on the greater Washington, D.C. area. It was initially thought that aggregate demand was seriously affected, for while the existing data showed that GDP growth was low in the first half of 2001, data published in October showed that GDP had contracted during the 3rd quarter. We now know, based on revised data, this is not so. At the time of 9/11 the economy was in its third consecutive quarter of contraction; positive growth resumed in the 4th quarter. This would suggest that any effects from 9/11 on demand were short lived. While this may be true, several events took place before, on, and shortly after 9/11, that made recovery either more rapid than it might have been or made it possible to take place. Thus, it can be argued, timely action contained the short run economic effects of 9/11 on the overall economy. Over the longer run 9/11 will adversely affect U.S. productivity growth because resources are being and will be used to ensure the security of production, distribution, finance, and communication.

• Combating Terrorism: 2001 Congressional Debate on Emergency Supplemental Allocations [Updated September 27, 2002]

  "Within days of the September 11 terrorist attacks on the World Trade Center and the Pentagon, Congress approved a $40 billion emergency supplemental appropriations (P.L. 107-38/H.R. 2888) to aid victims of the terrorist attacks, to bolster security at airports and other sites, to pursue the investigation and prosecution of those responsible, and to support national security. The appropriation measure partitioned the $40 billion into three clusters. The first $10 billion was available immediately for allocation by the President. The second $10 billion was available 15 days after the President notified Congress about how he would distribute the funds. The final $20 billion would be allocated within an enacted FY2002 appropriation bill. Through notifications beginning on September 21, the Administration fully allocated the first $20 billion over the following five months. Between February and August 2002, the White House has made some adjustments to these earlier distributions, primarily to provide additional funds for the Transportation Security Administration. Congress allocated the final $20 billion as a separate title in the FY2002 Defense Department Appropriation (P.L. 107-117; H.R. 3338), cleared for the White House on December 20."

  "In recent years, the United States has been unable to maintain an international consensus for strict enforcement of all applicable U.N. Security Council resolutions on Iraq, but it has largely succeeded in preventing Iraq from reemerging as an immediate strategic threat to the region. There is U.S. concern about the long-term threat posed by Iraq and, in the wake of the September 11 attacks, the Bush Administration has emphasized regime change as the cornerstone of U.S. policy. The exact means to implement that objective has not been announced, whether it be through international sanctions and diplomacy, military action, or covert action. The regime change policy is not openly supported by many other governments, particularly if it involves major military action, but many governments support U.S. action through the United Nations to enforce Security Council resolutions requiring Iraqi disarmament of its mass destruction weapons (WMD) programs."

  The "oil-for-food" program is the centerpiece of the long-standing U.N. Security Council effort to alleviate human suffering in Iraq while maintaining key elements of the Gulf war-related sanctions regime. In order to ensure that Iraq remains contained and that only humanitarian needs are served by the program, U.N. Security Council resolutions have mandated substantial controls on Iraqi oil exports and humanitarian imports. Seeking to improve international unity on containment of Iraq, the Bush Administration devised a "smart sanctions" plan that it said would speed the flow of civilian goods to Iraq and thereby improve living conditions for the Iraqi people.

  "Immediately after the attacks on 9/11, Sandia National Laboratories' management initiated the Sandia Study of the War on Terrorism (SSWOT). Run by Sandia's Advanced Concepts Group and supported by experts from all parts of the Lab, the study was organized into three teams (Red, Yellow, and Green) that focused on the following three questions, respectively: How do we find and stop terrorists? How can we protect the homeland? How do we address the root causes of terrorism?... At the center of this constellation was a cluster of ideas related to red teams and how they might benefit the war on terrorism. The goal of this paper is to capture Sandia's thinking in this area. Clearly, refining and bringing these ideas to fruition will require the expertise and involvement of many organizations. Even though much of this paper is written in a definitive tone--"We will do X, then Y, then Z"--the ideas in this paper should be seen as nothing more than Sandia's current opinions on this subject. While Sandia's expertise in certain areas addressed by this paper (e.g., system attack methodologies) is quite deep, in other areas (e.g., war gaming) Sandia is a relative novice, and feedback from more expert organizations is needed to strengthen the concepts and approaches articulated in this document."

It addresses the logistic support areas that commanders and their staffs should consider during the planning and execution of logistic support activities during multinational operations. This publication has been prepared under the direction of the Chairman of the Joint Chiefs of Staff. It sets forth doctrine to govern the joint activities and performance of the Armed Forces of the United States in joint operations and provides the doctrinal basis for US military involvement in multinational and interagency operations. It provides military guidance for the exercise of authority by combatant commanders and other joint force commanders (JFCs) and prescribes doctrine for joint operations and training."

• Joint U.S.-Russian Nuclear Counter-Terrorism Exchange

  In 1994, the U. S. and Russian Federation governments formally agreed to exchange information on the safety and security of nuclear weapons. This agreement included three major elements, called Technical Working Groups (TWGs). TWG C deals with counter-terrorism. Its four assigned actions and U.S./Russian experience are reviewed in this paper. Although active exchange programs were created under TWGs A and B, involving workshops and laboratory-to-laboratory development projects, little work was initiated in TWG C, due to the sensitive nature of this information. After 9/11, however, it became clear that much could be gained by having each country share information to help solve the problem of nuclear proliferation among terrorist groups. Government-to-government meetings have reaffirmed the initial agreement to exchange information on this topic, and a number of joint project proposals are now under discussion. The Joint Steering Committee that oversees this exchange has approved approximately 20 projects. They include such topics as terrorist threat scenario development, detection of nuclear material and explosives in transportation containers, analysis of material mass and configuration, and consequence mitigation. It is expected that the joint development of these capabilities will enhance our ability to respond to a nuclear threat and to facilitate mutual assistance, should either party experience a nuclear terrorist event.
