  "Each day disasters occur, and each year millions of people are affected. Whether natural or human-made, the extreme and overwhelming forces of disaster can have far-reaching effects on individual, local community, and national stability. Though disastrous events may last from seconds to a few days, effects on communities and individuals can continue from months to years during the extended process of recovery, reconstruction and restoration. Long-term recovery varies significantly due to the complex interaction of psychological, social, cultural, political, and economic factors. 'A major disaster is defined as any natural catastrophe, or regardless of cause, any fire, flood, or explosion that causes damage of sufficient severity and magnitude to warrant assistance supplementing State, local, and disaster relief organization efforts to alleviate damage, loss, hardship, or suffering'. Events associated with disaster are capable of causing traumatic stress when they cause or threaten death, serious injury, or the physical integrity of individuals. In the event of massive destruction occurring in the United States, a Governor may request a Presidential declaration. This request must satisfy the provisions of the Robert T. Stafford Disaster Relief and Emergency Assistance Act (PL93-288, as amended by PL-100- 707). The Stafford Act provides the authority for the Federal Government to respond to disasters and emergencies in order to provide assistance to save lives and protect public health, safety, and property. High magnitude disasters can overwhelm state medical systems, posing public health threats related to food and water supplies, housing and weather exposure, and injuries."

• Security Threat Assessment for Individuals Applying for a Hazardous Materials Endorsement for A Commercial Drivers License

  The Transportation Security Administration (TSA) is amending the Transportation Security Regulations to establish security threat assessment standards for determining whether an individual poses a security threat warranting denial of a hazardous materials endorsement for a commercial drivers license (CDL). TSA is also establishing procedures for seeking a waiver from the standards and for appealing a security assessment determination. TSA is issuing this interim final rule in coordination with a separate interim final rule being issued by the Federal Motor Carrier Safety Administration (FMCSA). The FMCSA rule amends the Federal Motor Carrier Safety Regulations governing commercial drivers licenses to prohibit States from issuing, renewing, transferring, or upgrading a commercial drivers license with a hazardous material endorsement unless the Department of Justice has first conducted a background records check of the applicant and the TSA has determined that the applicant does not pose a security threat warranting denial of the hazardous materials endorsement. These interim final rules implement the background records check requirements of section 1012 of the Uniting and Strengthening America by Providing Appropriate Tools Required to Intercept and Obstruct Terrorism Act of 2001 (USA PATRIOT Act), and also establish requirements regarding the transportation of explosives in commerce.

  On March 1, 2003, the Immigration and Naturalization Service (Service) transferred from the Department of Justice to the Department of Homeland Security (DHS), pursuant to the Homeland Security Act of 2002, Public Law 107-296. The Service's immigration services function transferred to the Bureau of Citizenship and Immigration Services (BCIS) of the DHS. This rule amends the DHS regulations concerning the signature requirement for applications and petitions filed with the BCIS by specifically permitting applicants and petitioners to sign electronically. This change is necessary to allow the BCIS begin accepting electronically filed applications and petitions as required by law. By accepting electronically filed applications and petitions, the BCIS expects to streamline its information collection processes, improve customer service, move towards fulfilling the mandates of the Government Paperwork Elimination Act (GPEA), and support the feasibility study for online filing mandated by the Public Law 107-296. The BCIS requests comments on this rule and particularly on how it can best implement electronic signature and filing.

• Tripolar Stability: The Future of Nuclear Relations Among the United States, Russia and China

  The purpose of this work is to identify policy and strategy issues associated with long-term nuclear threat reduction. For fiscal year 2002, the ASCO commissioned this follow-on paper. Its purpose is to explore the emerging nuclear dynamic among the United States, Russia, and China in the context of the new strategic framework pursued by the Bush Administration. The end of the Cold War and the collapse of the Soviet Union brought with them the end of the bipolar nuclear standoff and the East-West divide in international politics. What will succeed bipolarity? Multipolarity is one possibility, with a diffusion of power and nuclear weapons among multiple power centers in Europe, Asia, and the Middle East. Unipolarity is another, with a growing gap in the power differential between the United States and other powers, major and minor. A third possibility is tripolarity, in which the competition for influence and nuclear security between the United States and the Soviet Union is replaced by a three-way competition among the United States, Russia, and China. Is this a realistic possibility? How might it come to pass? Would this be a stable world? How should the new strategic framework and the strategy for stability being pursued by the Bush administration be informed by this analysis of tripolarity? The objectives of the NIST investigation would be to determine technically the following: why and how the World Trade Center buildings collapsed following the impacts of the planes; why the injuries were so high or low depending on location, including all technical aspects of fire protection, response, evacuation, and occupant behavior and emergency response; whether or not state-of-the-art procedures and practices were used in the design, construction, operation and maintenance of the World Trade Center buildings; and whether there are new technologies or procedures that should be employed in the future to reduce the potential risks of such a collapse.

To address broader biomedical shortcomings, Lieberman and Senator Orrin Hatch, R-Utah, first introduced legislation in December 2001 that would encourage the development of countermeasures needed to protect the nation from biological attack as the bioterror threat evolves to new and different pathogens.

These assessments are much more detailed than past analyses and reflect our improved understanding of severe accident phenomena. The more recent analyses have involved a more realistic assessment of the radiation release, emergency planning capabilities, radiation spreading, and health effects. The US controlled portion of Khobar Towers was a facility housing US Air Force, US Army and British and French allied forces supporting the coalition air operation over Iraq, Operation SOUTHERN WATCH. The explosion killed 19 Air Force service members and injured hundreds more. It also injured many Saudi Arabian citizens and third country nationals.

  The Khobar Towers terrorist bombing on 25 June 1996, a cold-blooded act of murder, was a tragic and costly event of unprecedented magnitude, involving a high degree of sophistication. It was an act of war where terrorists detonated a bomb with an estimated likely yield of more than 20,000 pounds of TNT-equivalent explosives outside the fence of the American occupied sector of Khobar Towers. The explosion killed 19 service members and injured hundreds more. It also injured many Saudi Arabian citizens and third country nationals (TCNs) and severely damaged or destroyed a significant amount of property. This was the second bombing in Saudi Arabia in less than a year, a country where tens of thousands of Americans had lived safely for decades prior to these attacks. The first significant terrorist attack occurred in November, 1995. Five Americans were killed when terrorists exploded a much smaller car bomb (estimated to be about 200 pounds of TNT-equivalent explosives) in front of the Office of the Program Manager of the Saudi Arabian National Guard (OPM-SANG). Understandably, Saudi Arabian officials viewed this as an unprecedented and isolated event. They believed they had solved this problem by capturing and executing the terrorists. However, U.S. commanders at every level took a different view and immediately initiated increased security measures, including vulnerability assessments. For example, at Khobar Towers alone, over 130 such enhancements were implemented between November 1995 and 24 June 1996.
